One of the dilemmas in educational policy is how to reconcile individual rights with social demands and ease of administration. In 1978 the Hong Kong Department of Education introduced a competitive secondary school allocation procedure (SSPA) based on Internal Assessment (IA) in primary schools. It was designed to match pupils to appropriate secondary schools. Every year the girls performed better than the boys. At first the Education Department solved this "problem" by taking marks away from the girls and subsequently by employing separate gender ranking, gender banding, and gender quotas for co-educational schools. In 1995 a Sex Discrimination Ordinance was passed and an Equal Opportunities Commission (EOC) set up. Complaints from girls soon came to the EOC and the department's policy was judged by judicial review. Documents presented in court will be used to illustrate the arguments about gender and cognition.

The present paper attempts to assess the link between economic factors and the private demand for higher education through an investigation of the findings of relevant studies. After an examination of the various methodologies adopted by different authors in the estimation of the perceived rate of return to higher education, the main findings of available studies conducted in several countries (UK, the Philippines, Egypt, Hong Kong, and Cyprus) are discussed and compared. The main conclusions drawn from this comparison are the following: First, the perceived rates of return to higher education are, for the most part, very realistic, indicating an accurate perception of the economic benefits of higher education on the part of students. Second, non-economic factors, such as gender, ability and socio-economic background, appear to constitute strong influences on the private demand for higher education, which educational policy makers should take into account, along with the economic variables. Finally, it is suggested that the methodology discussed in the present paper can be used in the future to estimate the perceived profitability of higher studies at different institutions and countries offering higher education.

The study on which this article is based examined the gender differences in educational achievements based on a longitudinal sample of more than 45,000 secondary school students in Hong Kong who took a public examination in 1997. The results coincided with the findings from recent British studies that boys did less well than girls in all areas of the school curriculum. The multilevel analyses of the effects of schooling, after controlling for initial ability, indicated that schooling did have an effect on gender differences. Girls achieved better results studying in single-sex schools whereas boys achieved better in co-educational schools. Compared with other students, it was those boys studying in the arts stream that did the least well in the public examination. The results are discussed in the context of the methodology of investigating gender differences and of the substantive questions of school effectiveness.

Teacher stress, self-efficacy, social support, and psychological distress were assessed in a sample of 83 Chinese prospective teachers in Hong Kong. These teachers reported significantly higher levels of symptoms in somatic problems, followed by anxiety and dysphoria. In exploring the role of personal and social resources in the stress-symptom process, neither self-efficacy nor social support mediated the impact of teacher stress on psychological distress. In contrast, social support moderated the influence of stress on distress in addition to the main effects of stress. While there were subtle differences when specific symptoms were considered, the high-stress/low-support group was most vulnerable. Self-efficacy and social support as protective factors for teacher stress management are discussed.

Private supplementary tutoring has long been a major phenomenon in parts of East Asia, including Japan, Hong Kong, South Korea and Taiwan. In recent times it has grown dramatically in other parts of Asia and in Africa, Europe and North America. The factors underlying the growth of private tutoring vary, but in all settings it has major implications for learning and livelihood. Families with the necessary resources are able to secure not only greater quantities but also better qualities of private tutoring. Children receiving such tutoring are then able to perform better in school, and in the long run to improve their lifetime earnings. By contrast, children of low‐income families who do not receive such benefits may not be able to keep up with their peers and may drop out of school at an earlier age. Tutoring also of course has a direct impact on the livelihoods of the tutors, providing employment and incomes for a range of professionals and amateurs of different age groups. The dynamics of inter‐relationships are complex, and vary from one setting to another. This paper argues that private supplementary tutoring deserves much more attention from policy makers and researchers.

The responses of 712 high achieving and low achieving students at the Open University of Hong Kong were analysed to investigate gender differences in factors that contribute to successful achievement in distance education. The analysis indicated a number of gender differences, including in the areas of organisation and use of study materials, confidence about studies, and independent versus collaborative study. Based on these, some questions have been raised about the need to develop some different treatment for male and female students in order to maximise the achievement of both groups.
