This paper poses a modified Rogers (1995) model for the Innovation-Decision Process for designing in-service programmes for educational innovation. The proposal emerges from a study of eight in-service teachers struggling to implement an innovation - the process approach to teaching English writing in Hong Kong secondary schools over the course of a year. The findings appear to (1) substantiate the five stages described in the Rogers Model - Knowledge, Persuasion, Decision, Implementation and Confirmation - and (2) reveal complexities in an Implementation Stage when it is applied in the educational context which were not defined in the Rogers Model. The Implementation Stage is classified into four phases - Experiment, Adjustment, Mastery and Personalisation. Each phase is characterised by its own emerging phenomena and copying strategies. These findings provide a theoretical framework and principles for designing in-service programmes to address a process for change which would deepen teaching skills as will as the successful implementation of innovation.

While Western educators caution against contrived collegiality in the midst of enthusiasm for peer coaching as a form of teacher development, Hong Kong educators are struggling to detach discussion and observation of classroom teaching from staff appraisal. The challenges for this task are twofold: to secure a niche for peer coaching in the practice of staff development, and to ward off contrived collegiality in the course. Using an action research paradigm, the present project attempted to meet these challenges in two schools. As a joint work between various parties, the present project had to negotiate its way cautiously to achieve genuine collaboration and avoid imposition from the administrators and outsiders to the front-line teachers. During the course, innovative strategies were taken to cope with various difficulties, including time constraints, teachers' psychological pressure, and the possibility of contrived collegiality and implementation partnership. The evaluation of the project showed that the teachers generally accepted peer coaching and found it helpful to their professional development. The experience in the two schools indicated that true collaboration might emerge from organizationally induced collegiality under certain conditions.

The study that we report in this paper, named as learning study, is a hybrid between a design experiment as characterized by Brown and Collins, and a Japanese lesson study as characterized by Yoshida, and Stigler and Hiebert. This paper aims at tracing the development of the learning study and examining its impact on teacher professional learning, through the example of an empirical study conducted in Hong Kong. First, the notion of learning study is explicated, together with the related ideas of the lesson study approach, the teaching research group and design experiments. Second, an empirical study is reported, which documents how a group of economics teachers in Hong Kong worked collaboratively within the learning study model to improve student learning, and in doing so enhanced their own professional learning. Finally, the implication of learning study for teacher professional learning is discussed.

Student teachers' learning in the field experience is seen as being at the heart of their professional training in initial teacher education. This paper reports a qualitative case study of preservice student teachers' learning experiences in school placements in Hong Kong. A multi-case study was conducted in a concurrent teacher education programme for secondary school teachers, with the examination of seven student teachers' professional learning journeys over two years. Methods of data collection included interview, field observation, document analysis and audio-recording of supervisory conferences. Progressive focusing characterized the research process. Student teachers' professional learning is conceptualized as learning how to frame teaching situations. By exploring pre-training influences, the teacher education programme and the student teaching context, the paper seeks to examine the dynamics and complexity of learning how to frame teaching situations. It develops an integrated framework for understanding student teachers' professional learning as the dynamic interaction of the teaching self, knowledge construction in the teaching repertoire and the framing process. This framework can be used as an analytical tool for understanding the dynamics and complexities of student teachers' professional learning and exploring the contribution of coursework and fieldwork to such learning in initial teacher education. The findings of the study reveal that the strength of the teaching self, the richness of the teaching repertoire and the appropriate mix of challenge and support in the student teaching context are important variables that constitute student teachers' productive learning experiences. Implications for practices in initial teacher education are discussed.

This paper draws conclusions from a pioneering project that has offered a systematic institute-school support scheme for the education of newly arrived students from mainland China (NAS) in six Hong Kong primary schools. It begins with an overview of the monocultural nature of Hong Kong education and its early experience in educating the NAS. An analysis of the project is then given, highlighting the way in which the six schools have responded to the challenges and opportunities for managing the diverse learning needs of the NAS, with particular emphasis on professional development for teachers. Finally, the project has served to clarify a future direction for teachers to facilitate their work in the intercultural classroom, with regard to the specific nature of Hong Kong.

As staff developmental initiatives become increasingly common in educational institutions, the evaluation of such programmes may need careful consideration. This paper describes a staff developmental initiative in which a one-on-one mentoring service was offered as part of a funded staff development project entitled 'Effective English Communication for Teaching and Research' (EECTR). EECTR provides language support to all academic staff in a Hong Kong university. The mentoring sessions typically require a discussion of the nature of academic writing. For evaluation purposes, feedback was collected through various questionnaires which indicated that the EECTR mentoring had been a fairly successful programme. However, these traditional measures could not tell the stakeholders the impact of the mentoring process on individual clients. Thus two additional measures were taken. First, three in-depth case studies were undertaken to ascertain how individuals saw the impact of mentoring. Additionally, interviews with clients were also conducted over a two-year period. With support from the data, this paper demonstrates how multiple measures of evaluation provided an opportunity to see the dynamic interaction between general perceptions of impact and individual learning within a programme.

This paper analyses aspects of a Hong Kong school curriculum reform, which recommends amongst other things, a greater focus on assessment for learning. It outlines the principles of the reform as it pertains to assessment and discusses how structural changes are being employed to lend support to changes in the assessment culture in Hong Kong. The paper draws on a previous problematic attempt to introduce formative assessment through the Target-Oriented Curriculum initiative. Two examples of assessment for learning practice of 'early adopters' are used to illustrate both the potential and some of the challenges of implementation in the Hong Kong primary school context. From these cases, are drawn out some of the facilitating and inhibiting factors impinging on the implementation of assessment for learning in schools, building on a model of professional growth.

During 2001-2002 the Faculty of Education at the University of Hong Kong undertook a large-scale evaluation of the school-university partnership scheme. As part of this study, all mentors were asked how, if at all, the mentoring process had enhanced their own professional development. An open-response questionnaire was administered with a selection of follow-up interviews. About 70% of the mentors claimed that they had benefited professionally from mentoring. Here we analyse mentors' responses and from them propose four constructs that we suggest lead to professional development, namely: learning through self-reflection, learning from student teachers, learning through mutual collaboration, and learning from university tutors. Of these, the first appears to be the most significant.
