In the 2014 policy address, the Hong Kong SAR government decided to offer a grant for expanding the support of life planning education in secondary schools. It aimed to help students be better prepared for the transition from education to work. However, globalization and innovation of technology have increased future uncertainties. Students are suggested to have better preparation for different stages of life. Moreover, the expectations toward schools and education have changed. It is not limited to knowledge transfer but also whole-person development. Therefore, they were urged to provide life-based education to help students cope with various challenges in their life. This article discusses Life Planning Education promoted by the Education Bureau in terms of a Lifelong Learning perspective. It suggests expanding the current Life Planning Education to Life Education for covering all aspects of life and for achieving the goals of Lifelong Learning and whole-person development. It helps the student to be prepared for 21st century challenges.自 2014 年起，特區政府透過增加對學校的撥款用於推廣生涯規劃，協助學生訂立目標和計劃，從而面對畢業後在工作上所帶來的挑戰。然而時代的轉變，社會對教育和學校的期望亦有所提升和不應止於傳授知識。本文以終身學習的角度去討論現行生涯規劃教育，並帶出教育應該以生命為本。作者建議在現行教育局所提倡的生涯規劃教育加入生命教育元素，這不單有助培育學生發展終身學習的態度，亦能協助他們達至全人發展去面對 21 世紀所帶來的挑戰。 Copyright © 2019 Hong Kong Teachers' Centre Journal.

The current New Senior Secondary curriculum was implemented in Hong Kong in 2009. This educational reform promotes a paradigm shift in learning and teaching strategies, with the ultimate goal to prepare secondary school students for meeting the changing needs of the workplace and for lifelong learning. This paper reports empirical findings by investigating the impact of such a paradigm shift in education on student learning through comparing the perceptions of different stakeholders (i.e., school heads, teachers and students). The data were collected from a self-reported questionnaire, involving 91 secondary schools, 1,439 school heads, Key Learning Areas coordinators/panels heads, Secondary 6 teachers, and 4614 Secondary 6 students. Key findings are: (1) seven dimensions of student learning were identified (in terms of generic skills, personal growth and well-being, values and attitudes) and these are regarded as the important paradigm shift in the secondary education curriculum; (2) school heads were more optimistic than Key Learning Areas coordinators/panel heads and frontline teachers about the performance of Secondary 6 students; and (3) Secondary 6 students had a more positive outlook than their teachers regarding world views, pluralistic views, communication skills, critical thinking and creativity. This study examines the development of education and the curriculum for children with mental handicap in Hong Kong, the influence of the Target Oriented Curriculum (TOC) reform on the development of the curriculum for these children and its implementation in a special school over a period of two years. Three research strategies were used: historiography, naturalistic evaluation and a case study. Data was gathered by means of document collection, interviewing and observation, and analysed by the method of constant comparison. The findings are considered in the light of political, technological and cultural factors in the developments of education and curriculum for children with mental handicap, in the introduction of the TOC to these children, and in the school personnel's interpretation and views towards its implementation. The extent of implementation of the TOC in the case study school was examined with regards to changing practices in materials, teaching approaches and teachers' beliefs. Five key themes emerged from the study: the extent of TOC implementation at school and classroom levels, the Education Department's commitment towards the education of children with mental handicap, whether curriculum reform was truly considered necessary, the ethos of teaching and the culture of special education/schools. It was concluded that the implementation of the TOC for children with mental handicap was a poor example of effective change, given the problematic nature of the reform, in particular the inadequate management of the change process. It was also evident that this reform repeated many past failures, making long term success of the TOC in special schools somewhat doubtful.

This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme ('Voucher Scheme') introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties: orientation and time. Orientation differentiates and emphasises the significance of choice factors in relation to the school versus the family, and time is related to focus on the present versus the future. The paper subsequently presents the data related to these properties and reflects on the intricate dynamic of parents' school choice decisions under the Voucher Scheme.

This study explored the characteristics of professional learning communities (PLCs) in Hong Kong primary schools. It investigated the profiles of the strengths of professional learning community in schools under study and particularly examined the practices in schools which were identified as strong PLCs. It extends research on PLCs in the Hong Kong context and formulates a quantitative perspective to compare and validate PLC variables across schools in Hong Kong. The Professional Learning Community Questionnaire (PLCQ) for Hong Kong schools was developed to assess the PLC practices in six different areas: leadership for teacher learning, collaborative learning capacity, student-focused orientation, a culture of sharing, mutual understanding and support, and continuous professional development. A composite construct, the Professional Learning Community Index (PLCI) expressed in quantitative terms was utilized to assess the strength of PLC in a school. The research findings show that within the schools which were identified as strong professional learning communities, both the school leaders and teachers had strong emphases on the six subscales of the PLC practices.

Many countries have invested heavily in facilities and teacher training for the infusion of information technology (IT) into various school subjects. The background besetting this innovation and how far learning has improved thereby are important concerns for the education sector. They are examined here with respect to Hong Kong, which is a mixed Chinese-western society now seeking to promote independent learning in all areas of the school curriculum. Geography is chosen for study because IT makes possible numerous changes and benefits to teaching and learning the subject. Among others, IT can help in testing hypotheses and solving problems of an environmental and spatial nature. Literature reviews, however, suggest that the frequency, extent and level of use are limited. This discrepancy between expectation and reality suggests that many necessary teacher and organisational conditions for implementation are not present, including the lack of appropriate hardware and software, technical support and teacher training and confidence. To address the problem, teachers need to take up constructivist approaches and the role of learning facilitators, while the curriculum authority should be more humanistic and considerate of reality in making decisions on policy.
