Online learning has become a ubiquitous part of the educational landscape and how teachers are supported in developing approaches to teaching online is a fundamental aspect of the students' learning experience. Based on the implementation of a professional development course on becoming an online teacher offered in a blended learning mode at one university in Hong Kong, this article proposes that offering this type of professional development in a blended mode is very effective in facilitating enhanced usage of the university's learning management system. In a blended mode, teachers are actively engaged with blended learning and were found to make more extensive use of features/tools in Blackboard after they attended the professional development course. Results support that offering professional development in a blended mode provides teachers with an authentic student perspective, at the same time as they take guided steps in the teacher's role in blended learning. This paper compares public-private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state's involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. It also urges scholars in future to explore the socio-political preconditions for PPPs.

The process of reforming Hong Kong's higher education sector commenced in 2001, and the system moved into the post-massification era. Within five years, the post-secondary participation rate for the 17-20 age cohort had increased to 66 per cent. This target was achieved much earlier than the Government had planned. More educational opportunities have been made available in order to help society cope with the challenges of the knowledge-based economy. This policy has drawn repeated criticism from the media, students, and pressure groups concerned about the quality of the self-financed sub-degree programmes. Drawing upon the literature and published data, this paper examines the development of the higher education sector in the past decade. The key motives for the Government to expand the mass higher education sector include a globalised economy, unemployment, ideological changes in political leadership, and weaknesses inherent in the elitist approach. Self-financed programmes are offered in the sectors where the Government has not faced problems of financial stringency. However, articulation opportunities, quality of education and educated unemployment are the key challenges ahead.

This article examines how interest groups in Hong Kong have politicised national history, an unpopular school subject, for their own political ends and allied themselves with the PRC against the SAR government and its policy of not making it a single, independent, compulsory core subject in the school curriculum. The article argues that this has been made possible by the 'One country, two systems' administrative structure.
