The University of Hong Kong (HKU), following its establishment in 1911, has assumed the mission of bridging British and Chinese cultures, to prepare European and Chinese elite youth for political and other professional careers, and thus to improve Britain's cultural influence in competition with other western powers with regard to China. Dominated by its colonial character and pragmatic orientation, Chinese education at HKU was confined to no more than a supplementary subject at the initial stage. However, colonial crisis and cultural changes in the 1920s and 1930s, together with the endeavours of local cultural and commercial elites, made advanced Chinese education at HKU necessary and possible, and led to an independent unit for Chinese education and Chinese studies being established and strengthened. Organisational and curricular reforms before the outbreak of the Pacific War in 1941 led to further modernisation and solidified the structure of Chinese education at this university, laying the essential foundation for its post-war recovery and development. The evolution of Chinese education at HKU demonstrated well the subtle entanglements of education, culture and politics in a colonial context, through which coexistence and tensions between tradition and modernity, between China and the West, and between the imperial and republican intellectuals were also vividly revealed.

This paper compares public-private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state's involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. It also urges scholars in future to explore the socio-political preconditions for PPPs.

Using the case of the Hong Kong Polytechnic (HKP), this paper examines academic drift in colonial settings. The HKP, like polytechnics in the UK, was supposedly a service sector institution. Under the binary system in the UK, schools in the service division were governed by the state educational bureaucracy, while the universities - the autonomous sector - were under the University Grants Committee (UGC). When the HKP was being founded, however, it became an institution under the UGC of Hong Kong. This article argues that the HKP could cross the binary line because a polytechnic unsubordinated to the local colonial state would be more serviceable to external agents' interests. This finding suggests that researchers of academic drift - who have hitherto studied exclusively sovereign nations and the impacts of internal factors - should also examine the cases in dependent territories as well as the effects of external influences on such shifts.

The feminisation of teaching is an important topic in education and gender studies. Discussions have been enriched by comparative and international studies as well as a gendering perspective in which a complicated view of the role of the state has emerged. In colonial Hong Kong, although the government was limited in its support of teacher training, its strategic control was not ineffective. Through regulating the teaching force, the colonial regime was instrumental in training women to help civilise the young and in creating a dead end job - that of a 'primary school teacher'. It also constantly (re) constructed the nature and role of 'Chinese teacher' and 'Chinese women'. By revealing some seldom-explored strategies and disrupting the fixed meanings of 'Chinese teacher', 'Chinese women', and 'primary school teacher', this paper unravels the intervention and (re) invention of the colonial regime in the teaching occupation and probes their implications for a patriarchal society.

This article examines the attitudes of the colonial and metropolitan governments towards the promotion of English-language education on Hong Kong Island between 1842 and 1860. The study, which draws on a range of unpublished primary sources, was conducted in response to Whitehead's recent call for detailed case studies of colonial education policies. This article explores, within the context of Hong Kong, a centrally important aspect of education in the Empire, and one that has been the subject of surprisingly little archival research: British policies towards the teaching and learning of English as a second language. The article begins by analysing the political, economic and demographic forces that influenced the study and use of English in Hong Kong during the 1840s and 1850s, and then moves on to examine language policies and practices in the colony's mission schools, with a particular focus on the Morrison Education Society School, the first Western school to be established on the Island after the British occupation. The final section analyses the introduction of English teaching in the government vernacular schools in the early 1850s.

This article analyses the varied characteristics of histories of education in Hong Kong and discusses the perspectives that an acquaintance with them can provide. Such a focus encourages consideration of the use of incomplete sources by historians of education, as well as attempts to make sense of past educational developments through periodization. The author adopts a periodization scheme associated with colonialism, which facilitates the identification of mysteries (questions derived from incomplete evidence) and the explanation of myths (answers based on incomplete evidence). He anticipates that a similar approach to other societies could stimulate similar insights into both mysteries and myths.

Girls' education has been considered a site of struggle where ideals of femininity and domesticity are translated into curricula and practices that seek to shape and regulate. In colonial Hong Kong, British mission societies had a significant share in providing girls' education, which was predominantly in the hands of European missionaries in the nineteenth century. The dual mission of evangelising and civilising colonial subjects in the Victorian era of empire expansion constituted a pertinent focus of inquiry in the writing of history of girls' education. Drawing on selected texts on missionary literature and government reports, this article examines in what ways a domestic ideology framed within evangelical beliefs and the imperial gaze interplayed with the politics of race and class in shaping girls' education. It challenges the presumed impartiality in education policies and practices concerning both sexes, and discusses women's agency in re-defining identities and boundaries in a colonial society.
