This study used interviews with three important groups of stakeholders in kindergartens, namely principals, teachers, and parents, to explore their perspectives on, and practices of, home-school partnership in early childhood education. The participants were six kindergarten principals, 12 teachers, and 12 parents, from six Hong Kong kindergartens. The study reveals that principals, teachers and parents have consistent perceptions of the importance of home-school partnership. They also show a wide range of home-school partnership activities have been implemented, even though the establishment of a parent-teacher association (PTA) is not common. Participants saw time limitations and the parents' lack of knowledge relevant to home-school partnership as the main barriers to its implementation. While strategies have been suggested to tackle time barriers, no strategies were discussed to overcome educators' and parents' worries over parents' lack of competency. The findings suggest that more teacher training should be provided to focus on skills that enable educators to better communicate and work with parents from diverse backgrounds to overcome barriers related to parents' lack of competency perceived by principals and teachers. Copyright © 2019 Elsevier Ltd. This paper provides a new gender-based analysis of survey data collected on Hong Kong academics in 2008. First, it illustrates the gender differences that exist in the Hong Kong academy. Second, it discusses possible explanations for these differences as informed by the data. And third, it offers a novel argument, again informed by the data, for the importance of addressing these differences, particularly with respect to the issue of women and academic leadership.

Background: Hong Kong is currently a Special Administrative Region of the People's Republic of China. It has autonomy over many policy areas, including finance and education. It is a community of seven million people, which has changed its focus and identity significantly over the last 25 years, from predominantly manufacturing to a service and knowledge economy with particular strengths in financial services.
Purpose: This paper will consider the market for teacher education places and the market for teachers, and explore the career intention and commitment implications of high numbers of well qualified applicants applying for teaching in the context of reduced work opportunities elsewhere, an increasing higher education focus on intake scores and the challenge, for the teaching profession and the education system, of teaching becoming less secure work. Sources of evidence: Governmental and institutional publications and data, along with research and survey findings, together with comparative literature underpin the reactions to past, present and possible future effects on teacher education in Hong Kong.
Main argument: Given its financial focus, Hong Kong would be expected to suffer significantly during the recent financial crisis and that this would impact across all its sectors including Education and Teacher Education. In addition to the financial crisis, other changes have affected teacher education in Hong Kong, including major reforms in curriculum and school and higher education structure and a significantly diminished birth rate reducing posts in teaching, and raising concerns about job security.
Conclusions: Hong Kong is a very prudently managed economy with substantial reserves and a commitment to "small government" and the impact has been different from many other systems. Places on teacher education programmes remained unchanged. Applications for teacher education programmes however increased significantly during the crisis.

The process of reforming Hong Kong's higher education sector commenced in 2001, and the system moved into the post-massification era. Within five years, the post-secondary participation rate for the 17-20 age cohort had increased to 66 per cent. This target was achieved much earlier than the Government had planned. More educational opportunities have been made available in order to help society cope with the challenges of the knowledge-based economy. This policy has drawn repeated criticism from the media, students, and pressure groups concerned about the quality of the self-financed sub-degree programmes. Drawing upon the literature and published data, this paper examines the development of the higher education sector in the past decade. The key motives for the Government to expand the mass higher education sector include a globalised economy, unemployment, ideological changes in political leadership, and weaknesses inherent in the elitist approach. Self-financed programmes are offered in the sectors where the Government has not faced problems of financial stringency. However, articulation opportunities, quality of education and educated unemployment are the key challenges ahead.

Universities are increasingly looking into self-service systems with intelligent digital agents to supplement or replace labor-intensive services, such as academic counseling. The Open University of Hong Kong has developed an intelligent online system that instantly responds to enquiries about career development, learning modes, program/course choices, study plans, and graduation checks. The intelligent counseling system (the i-Counseling System) was developed under the Center for Innovation initiative funded by the Hong Kong Government in order to provide an effective 24 x 7 academic counseling service to help prospective and current students plan their studies. The online system uses an animated character with multilingual, text-to-speech, and natural language capabilities as a front end for sophisticated search and information retrieval. In this article, the authors describe the design concepts and features of the i-Counseling System.
