During 1980, many Western countries launched public administration reforms. These reform waves also blew over to many Asian countries. With the advent of globalization and the rise of knowledge-based society, education and innovation are regarded as the driving forces behind social and economic growth and development. To enhance the national capacity, education reforms have also become common agendas among nation states since the 1980s. This paper aims at critically reviewing and comparing major policies and strategies of the higher education reform adopted by the respective government in Greater China, including mainland China, Hong Kong, Macau, and Taiwan and Singapore. The key research questions are why these countries attempted to reform their higher education and if these countries achieve the desired results and comply with good governance. In this paper, four areas, "Rule of Law," "Transparency," "Effectiveness," and "Accountability" are evaluated to examine how these selected cases' governance in higher education have been implemented in the past 30 years. Despite the trendsetting of East Asian HPES, education policy commentary and literature on this region remains rather underdeveloped and predictable. In Comparing High-Performing Education Systems: Understanding Singapore, Shanghai, and Hong Kong, Dr Charlene Tan moves scholarship on East Asian HPES in a new, sorely needed direction. This review essay of Comparing High-Performing Education Systems describes the guiding conceptual framework of the book and summarizes the book, chapter-by-chapter. This review essay also comments on two striking issues – the explanatory power of Confucian habitus, and the intersectionality of performativity, Confucianism, and neoliberalism. The aim in this review essay is to both celebrate the boldness of Comparing High Performing Systems and offer questions to further enrich the employment of Confucianism as a conceptual and analytical tool to examine education policies, processes, and outcomes in East Asian systems.

Purpose: The purpose of this paper is to systematically analyze the neoliberal challenges and problems facing public schools in the particular Hong Kong context.Design/methodology/approach: Based on a systematic and critical analysis on the history and socio-political context of Hong Kong's school policies and practice as well as the official documents and statistics, this paper examines the impacts of neoliberalism in four main aspects of school education in Hong Kong: school governance, accountability, privatization and government expenditure.Findings: Convergence, as well as deviation, on neoliberal globalization occurs in the particular Hong Kong context. School bureaucracy has irresistibly expanded. Policymakers have placed increasing emphasis on instrumentally evaluating schools while decentralizing, diversifying and privatizing education. School leadership has become focused solely on succeeding within those imposed performance management and metrics, pulling ahead of school competitions and prioritizing easily quantifiable and measurable tasks. Teachers have faced a potential threat from the loss of autonomy through the market logic and consumerist metrics. The rise of privatized education has further intensified school practices based on competitiveness and performativity. On the other hand, resource cutbacks and financial constraints – problems that are generally inflicted by neoliberal discourse – have rarely occurred in Hong Kong.Research limitations/implications: This study is part of concerted efforts in research that adopts the comparative and critical perspectives emerging from different social contexts to consider and flesh out how neoliberalism look across the school systems, how it challenges the systems differently, and how it evokes various responses from within the systems (Apple, 2001). Taken all the efforts together, a finely nuanced understanding of the trails of neoliberalism can help collectively re-discover school education as a social good

This paper examines the relevance of hybridization to the development of higher education (HE) governance in Hong Kong. It begins by briefly reviewing conceptual issues about HE governance. Based on these conceptual elements, an analytical framework is then proposed to understand the institutional balance of power in university systems and the cultural equilibrium in the academia. Afterwards, an overview of the key features of HE governance in Hong Kong is presented. Three controversial incidents involving the individual academic freedom and institutional autonomy of universities that occurred in Hong Kong after 1997 are also studied. Given that these incidents are linked with the social and political changes in postcolonial Hong Kong, the controversial incidents and associated confrontations in the university sector are regarded as signals of an ongoing hybridization process in the city. Such a process indicates a continued East–West cultural divide in the arenas of HE governance and academic culture.

This study explored the nature and effects of leadership for learning in the context of Hong Kong primary schools. Employing a mediated model of leadership for learning, the study examined how school leadership practices are perceived and shaped in the high accountability context of Hong Kong school education. Consistent with other recent empirical studies of school leadership effects, the research explored the relationship between school leadership, school-level capacity for improvement and student learning outcomes. Regression analyses found a negative impact of principal leadership practices related to strategic direction and policy environments, but a positive impact of staff management and resource management practices in terms of enhancing support for students. Contrary to expectations, schools’ capacity in supporting students had less impact on student academic outcomes than the negative impact of resources capacity and workload of teachers. Instead, mixed impact was found between principal leadership and student academic outcomes; it was negative regarding practices in strategic direction and policy environment, but positive in leader and teacher growth and development. The study refines our understanding of how the socio-cultural and organisational contexts of schools shape successful school leadership.

Purpose The purpose of this paper is to trace the development of school autonomy and accountability and related multiple changes and impacts in key areas of school education in Hong Kong since implementing school-based management (SBM) from 1990s. Design/methodology/approach To explore the evolution and the uniqueness of autonomy and accountability in the Hong Kong school system, the paper begins with an historical account, followed by an evaluation of the effects of SBM as shown in policy documents, local research, international reviews and illustrative findings from a case study. The local and international implications of SBM for research and practice are then discussed. Findings This paper shows the links between school autonomy and accountability by exploring the potential effects of both of these factors on educational management and student achievement, which are increasingly emphasised in educational policies. The investigation shows that the assumed links and effects are not always consistent or empirically supported. The positive effects that school autonomy has on school governance and management, teachers' work, school-based curriculums and student learning are all significant when there is also strong leadership, comprehensive continuous professional development and a positive, collaborative school climate. These key elements work alongside school autonomy to facilitate positive change. Research limitations/implications School autonomy and accountability should be viewed as necessary, but not sufficient, conditions for school improvement and development. Further characterisation of the processes happening in schools is needed to explore the different realisations of school autonomy and accountability. Originality/value This investigation of school autonomy and accountability in Hong Kong provides the international audience with a deeper understanding of the dynamics involved in the development of SBM.

This article presents the findings of a study into the leadership practices of Hong Kong principals working within an environment of increasing accountability. The study set out to investigate the relationships between sets of principal leadership practices and the levels of alignment, coherence and structure and support for students in the school. Results indicated that principals tend to emphasise the professional development of teachers and key staff as a way to strengthen alignment within the school and between school and government policies. However, findings also suggest that working in an accountability environment can have a negative impact on the support provided for students.
