The present action research examined the effectiveness of one pre-school teacher professional development with the focus of deep understanding of autism behaviour and the practical application of three evidence-based strategies: social story (auditory means), TEACCH (visual support) and positive behavior support. The purposive and self-selected samples of 27 pre-school teachers and their students be diagnosed with or suspected of having autism were recruited (N=32) from seven local kindergartens. The teacher participants of the experimental group completed one two-day workshop and received school-based consultations with the input from autism experts. The teacher participants of the control group received delayed teacher training. The teacher participants completed two instruments in Chinese, the Aberrant Behavior Checklist and the Checklist for Learning, Social and Emotional Adjustment (Kindergarten version) to measure the student performance. The teacher participants completed another two self-reported instruments in Chinese, the revised 10-item Attitudes and Concerns about Inclusive Education Scale (SACIE-R) and the 18-itemTeacher Efficacy for Inclusive Practice Scale (TEIP). The data indicated that the student participants of the experimental group reduced the challenging behavior and at the same time they showed improvement in learning and peer interaction. For the teacher participants of the experimental group, they showed more awareness about the inclusion needs of their students on the spectrum. They also recognized the function of having expert input to further enhance teaching efficacy for inclusive practice. The preliminary outcomes here confirmed the positive impact of the holistic and practical approach to pre-school teacher professional development for supporting learning diversity.本硏究以行動研究探討一項著重知識及實踐的學前老師專業培訓，培訓內容包括深度理解自閉症特徵及實戰執行三項有循證數據的支援策略：社交故事（直接、具體的口頭指令）、TEACCH（視覺提示）及正向行為支持。參加者為來自七間幼稚園的 27 位老師及其 32 位有自閉症診斷或懷疑個案的學生。實驗組的老師完成兩日的工作坊和接受有自閉症專家參加的校本諮詢。比較組的老師於研究完成後接受培訓

Policies of career-planning education have been developed and implemented in different societies over the past decades. The policy facilitates the sustainable development of people, particularly the youth, in exploring career aspirations, identities and pathways at different stages of their development. In Hong Kong, the senior secondary school curriculum has been revised to incorporate career-related learning for all students. A teacher in the position of career master/mistress is responsible for the coordination of student career development in each ordinary public school. The teacher has specifically experienced increasing learning diversity in the school setting where integrated education is provided for students with special educational needs (SEN). This paper aims to explore the teacher’s experience in support of career development of students with or without SEN in the school. We adopted an interview method to capture three teachers’ experiences in three schools located in different districts in Hong Kong. What were the teachers’ experiences of implementing the policy of career-planning education for senior secondary students in the schools? What effects on the students’ career development did the teachers perceive? The findings can unveil the challenges facing the teachers for coordination of career-planning programmes in the schools. Although the programme can generally awaken the students’ self-understanding and career competencies, more resources and intense support for SEN students’ career development are needed. This seems to be an agenda missing in the current policymaking. Implications of the education for positive whole-person development of students are also discussed.過去數十年，不同社會都實施職業規劃教育政策。該政策有助於人們，特別是青年人的可持續發展，於不同階段中探索職業志向、專業身份和發展方向。香港的新高中學課程亦為所有學生提供多種職業相關的學習，而學校亦增設職業輔導主任及教師為高中學生制定職業規劃課程。不過，教師也要面對在融合教育環境內，不斷增長的學習多樣性。本文旨在探討職業輔導教師支援學生職業發展的經驗（包括有特殊教育需要學生）。透過面談，研究問题包括：學校為高中學生實施職業規劃教育，教師有甚麼經驗？職業規劃教育對學生的職業發展有何影響？調查顯示教師在統籌學校職業規劃教育活動所面對的挑戰。雖然職業規劃教育活動可以喚醒學生的自我理解和職業能力

近年本港出現多所由教育統籌局倡議成立的特殊學校暨資源中心，期望能為就讀於主流學校的具特殊教育需要學童及其教師提供支援，解決他們在學與教上面對的困難。這些特殊學校暨資源中心除提供一般的特殊教育服務外，承擔了融合教育的先導角色。就此，政府理應清晰地保證其適切的資源投入；在營運過程中，鼓勵及輔導這些機構因應實際需求，提供多元化的支援服務；而對其產出亦要有一定的問責機制，監察資源的投放是否能符合成本效益原則。這項措施實為本地特殊教育發展的一個重要里程，其成敗關係著融合教育的推展是否暢順，相信這是業界的共識。 本文作者從教育政策的制定、學校組織變改革兩個視點嘗試初步分析這項措施，指出多項在應然及實然層面間可能存在的問題，並提出知識型經濟社會下特殊學校暨資源中心的存在意義及可能模式。期望能引起業界關注及討論。 With the recent development on the pilot project to develop special schools into resource centers by the Education and Manpower Bureau for supporting students with special educational needs being integrated into the mainstream schools, a number of special schools are acting as pioneers for developing integrated education in Hong Kong. The Government should therefore take an active role for providing resources as well as monitoring the impact of the pilot project as the project will become one of the key milestones in the development of special education services as well as integrated education in Hong Kong. The article attempted to discuss the important issues involved in developing special schools into resource centers and the possible strategies for promoting such development.

融合教育的推行，靜靜地改變香港學校教育的生態。融合教育是西方發達國家的教育產物，通過國際組織的策動而擴散。它是一個建基於人權和平等觀念，強調尊重差異的教育發展方案，但也是一種知易行難的辦學手段。本文試圖理順融合教育的基本觀念，認識它的運作元素和討論它的實踐問題。藉着回顧一些國際和本地的研究發現和發展經驗，作者還希望為融合教育的持續發展提供意見。在天賦的「異」中求人為的「同」，是融合教育需要不斷面對的挑戰。

今日的學童常在多元的學校環境中學習。如同世界其他各地，香港亦有各不同程度學習困難的兒童，逐漸融入主流學校的大趨勢。一般教育工作者因而增加了這方面的覺醒與需求，來滿足每一名不論是否殘障或具獨有特質學生的教育目標。本文敘述相關概念、理論、與有效策略來達成融合教育的最大成效。 Children in today's school are learning in a diverse environment. There has been a steady trend of inclusive education for students at various level of learning abilities and/or difficulties. General education practitioners are increasing their awareness of the requirements to fulfill individualized conditions and needs of each unique learner, whether disabled or nondisabled. This article will share information regarding major concepts, theories, and promising practices that can be implemented for better success of inclusive education for all students and school personnel.

本文旨在討論特殊教育需要統籌主任在教師專業發展上可以發揮的角色。根據教育局的定義,統籌主任的職責在於協助學校管理層以全校參與模式推動融合教育,當中包括了系統層面的工作,如教師培訓等。教師認為當局提供的特教培訓不足,而即使進修了相關課程的老師,在學校的也未必能實踐新學到的知識。作者認為統籌主任有需要學習運用知識管理的工具,鼓勵教師在工作崗位上發掘新知識,並促動教師之間知識的流動,以彌補教師團隊在融合教育上所欠缺的知識。The article discusses a possible role the special educational needs coordinator can assume in the professional development of teachers. The Education Bureau defines the duties of the coordinator as assisting the school management in promoting the Whole School Approach to Integrated Education, including work at a system level such as teacher training. Teachers are of the view that the Bureau does not provide enough training in special educational needs. Even when teachers have completed relevant training, they may not be able to put what they have learned into practice. The author suggests that the coordinator should learn to use the tools in knowledge management to encourage other teachers to generate new knowledge and facilitate the flow of knowledge among them, thereby filling the gap of knowledge of the teachers in integrated knowledge.

基於獨特的歷史背景，加上東西文化頻繁往來的交流與歷練，以及政、經等環境的演化和變遷，對香港特殊教育政策的制定有一定的影響，香港的教育決策者、施政人員，協同前線同工，近年逐步摸索而推出一套略有所成，但仍須繼續加以改進且依序提昇，以便更擴大推廣的「全校參與」融合教育實行模式。此模式之優劣處有其值得探討和大家研究的地方。本文旨在就實現融合教育的發展做初步綜合介紹，並搭配亞太其他地區的互動經驗，與非正式研究所得到的一些結論，做一個簡咯的報告。藉以拋磚引玉，廣邀同行先進，深入討論，追求有更高品質的成就，來嘉惠學子。 Hong Kong's unique historical background and frequent exchange of Eastern and Western cultures and experiences, plus the recent evolution in political and economic situations, may have been the catalyst for the development of today's whole school approach model for inclusive education by policy makers, administrators, and frontline practitioners. This paper is an attempt to introduce initial-stage studies into Hong Kong practices, with confirmation and additional findings in the Asia-Pacific region. The author wishes to promote further collaboration for the advancement of programs and services to benefit our students.

本文敍述本地一所中學如何透過全面地改革課程、教材、教學法及評估,推進融合教育發展的一段歷程。該校副校長以局內人的身份,闡述學校如何打破教師「各自為政」的文化,培育着重分享協作的團隊,以照顧不斷增加有學習困難學生的需要。This paper chronicles the comprehensive restructuring in curriculum, learning materials, instructional practices, and assessment in a local secondary school moving towards inclusive provision. It is written from the insider’s perspective of the school’s Vice Principal who recounts how the school moved away from practices of teaching in isolation and embraced a culture based on sharing and collaboration among teachers to accommodate the needs of an increasing number of students with learning difficulties.

融合教育的理念在香港少有爭議，然而其實踐却引來業界以至整個社會的不安。而收納有特殊學習需要學童的主流學校數目亦有增無已，自1999年教育署正式啟動「融合教育計劃」後至去年止，已超過半數香港主流小學參加了「融合教育計劃」。這項標示人權、公平、與「反隔離」的教育倡導，漸成香港教育改革中的一項重要議程。然而，除了政府的正面報導外，不論在報章上、學術研討會上，或在學界的調查研究中，我們都可接收到各類有關持份者痛陳目前的融合教育政策與執行缺失的訊息。為數非少的家長、主流學校、及特殊學校都在這看似融合美境之中叫苦連連。本文從教育生態角度，剖析香港十年教改與融合教育措施的互動關係，分析主流學校與特殊學校的藍海策略，提出可借鏡某些國家承認雙重國籍的方案，提供融合生雙重學籍，以解構教育系統二分法造成的三輸局面。 The conceptual good will behind integrated education in Hong Kong attracts very little debate, while its implementation arouses unrest amongst the education sector and the community at large. Since the inception of integrated education by the Government in 1999, statistics last year indicated that there were more and more schools joining the programme and over half of the primary schools in Hong Kong have then joined the programme. This new trend, demonstrating the respect for human rights, equality and anti-segregation, is now becoming one of the key issues of concern within the education reform of Hong Kong. Except the favorable remarks made by the Government about the policy, there were heated debates in the education sector and the public concerning the negative impacts resulting from the implementation of integrated education within the media, academic conferences and researches. Parents, mainstream schools as well as special schools are all agonizing about the glossy picture painted for the policy. Using an ecological perspective to look at the implementation of integrated education in the past 10 years while focusing on the dynamics between the education reform issues and strategies for integrated education, the "Blue Ocean Strategy" can be adopted as a basic principle for mainstream and special schools to work successfully together. Similar to a country giving recognition to dual nationality, one of the strategies might be the adoption of a dual-registration system for students to register with both types of school for ensuring their successful survival within integrated education. "雲計算"甫自推出便被認定為︰面向所有普通用戶的計算系統。進入2010年，"雲計算"迅速普及，帶給社會的是訊息資源獲得的便利性及使用率的提高；而為支持者稱道的是其開放性和互動性。"雲計算"與"雲儲存"在工商界、在公共服務領域、在教育界的應用與探索備受多國關注，認為這是一項足以改變未來世界的重大科技發明。本文嘗從"雲計算"對特殊學習需要學童的學程經營的啟示，簡述一所特殊學校將生本學程經營平台轉移至"雲平台"上經營；讓教師、家長、及不同的專業工作者，透過即時、互動的網上協作活動，分享訊息並共參與建構生本的學與教流程。就這實踐經驗，筆者倡議為保障融合生在融入主流教育系統時的學習質素，可考慮為每一名特殊教育學習需要學生建立一個跨專業、跨家校、及跨教育系統的"融合雲"。 When 'Cloud Computing' was first introduced, it was regarded as a computing system for all users. Entering 2010,'Cloud Computing' was widely used and seen as an elevated tool of convenience and utilization to obtain information resources; while from the supporters' perspective, the benefit is the openness and interaction that it brings to the users. Many countries are attracted to both 'Cloud Computing' and 'Cloud Storage'. They thought that this technological innovation will bring huge changes in the future in the aspects of its application and discovery in both the industrial and commercial sectors, public services and education sector. This articles aims to summarize the transformation of traditional 'Student-based' learning platform into 'Cloud Platform' being inspired by 'Cloud Computing' that impacted on the learning process of students with special educational needs. And how the new platform enables teachers, parents and various professional workers to share information and participate in establishing the student-based flow of 'learning and teaching' as well as collaborative activities through instantaneous interactive web-based activities. The information sharing will bring about mutual participation and construction of teaching and learning activities. Based upon the practical experiences, the author suggests that in order to safeguard the quality of education services for integrated students in the mainstream education system, an 'Inclusive Cloud' comprising of interdisciplinary professionals, interactive home-school and educational systems should be constructed for every student with special educational needs.
