This study investigated how the Performance Indicators (PIs), a quantifiable check of school effectiveness and accountable issued by the government, was used by Chinese preschools to do self-evaluation and improvement in Hong Kong. Sixty-four representative pre-primary institutions of 15 035 children and 1 600 practitioners, and 9 project members worked collaboratively through the self-evaluation and improvement cycle within 18 months. Post-project surveys, group interviews, documentation analysis, and multiple case studies were conducted to gauge the participants’ views on the progress and problems regarding school improvement. The results indicated that: (1) the revised 7-step Chinese model of self-evaluation and improvement was workable for Hong Kong pre-primary institutions; (2) the institutions did benefit from the project and got better understanding of the PIs, reflections on children’s learning and teacher’s teaching, professional development, heightening of organizational morale and team spirit; (3) the common difficulties encountered in the processes were time limitation, lack of resources, and under-qualified teachers; and (4) the successful experiences might include strong leadership, team work with deep collaboration, school-based training, peer observation, useful instruments, and support from external advisor. The sociocontextual factors and the educational implications of these findings are discussed.

Assessment and evaluation are essential educational practice. In December 2003, a set of Performance Indicators on the Domain of Child Development (revised edition) was published by the Education Manpower Bureau and Social Welfare Department to assist preschools in Hong Kong to evaluate young children’s performance in learning and development. This paper outlines how a project conducted by the Hong Kong Institute of Education has empowered 15 Hong Kong preschools using Performance Indicators to formulate strategies for self-evaluation on the Domain of Child Development. Implications for successful change of the assessment culture in the preschoosl are discussed.

In 1996, OMEP-Hong Kong published a document titled “Criteria for High Quality Programmes of Early Childhood Education and Care in Hong Kong”. We recently received funding from the Government’s Quality Education Fund for a research project to develop and (validate) a Programme Assessment Scale (PAS) for kindergartens and child-care centres. This paper describes preliminary findings from our study and we hope that this scale will be useful tool for administrators of early childhood programmes. The PAS was developed based on the OMEP criteria and included the following ten area: Curriculum design, Interactions between staff and students, Interactions between staff and parents, Staffing patterns, Staff qualifications and development, Physical administration, and Evaluation. The degree to which programmes met the criteria in these area was assessed utilizing a 3-point rating scale (not met, partially met and fully met) and through observation of classes for 4-year-olds. Preliminary results suggest that (i) it was possible to make a distinction between meeting minimum and high quality standards in the various areas measured by the PAS; (ii) there was variability in the ratings for the different areas; few programmes achieved uniformly high ratings in all areas; and (iii) administrators were concerned with improving the quality of their programmes. More detailed findings will be presented and their implications will be discussed.

The seminar aims at disseminating the research findings of the research project exploring the “Project Approach in Hong Kong Preschools: A Collaborative Effort” funded by the Teaching Development Grant. The research was led by two lecturers of Hong Kong Institute of Education, School of Early Childhood Education, in collaboration with 5 graduates of CE / KG Course who separated into two teaching teams implemented two different projects in two collaborated kindergartens. One objective of the research was to explore how the project approach could be implemented in Hong Kong preschools as a contemporary teaching approach that provides children with the opportunities for interactive learning, intrinsic motivation and child directed activities. The research started in July 1997 and two major findings were observed: (a) Teacher conception of their roles in the Project Approach is crucial to the successful implementation of this approach; (b) For kindergartens beginning to implement the Project Approach, the concept of scaffolding’ initiated by Vogosky should be applied to help the less experience staff. Two videos, one on the implementation of the two projects and the other on the changing roles of a teacher during the implementation process will be shown in the seminar. Discussion will focus on issues arisen from the videos. The participants will be requested to fill in a questionnaire evaluating the effectiveness of the videos as a guide to implementation of the Project Approach in the Hong Kong context.
