- 文章指出，發展資訊教育乃是全民教育的問題，需要政府各部門重新進行「系統整合」（System Integration）。而建立學校資訊科技的文化，培養學校的教育，發展校本培訓工作是重要的方向。因此，「資訊科技統籌主任」（IT co-ordinator）的設立是需要的。
