This study examines changes in attitudes, teaching efficacy, and concerns about inclusive education in a sample of 2361 teachers in Hong Kong who took a professional learning course about inclusive education. Participants completed a questionnaire seeking demographic information and their perceptions about these three aspects of inclusive education both before and after their course. Items were selected from the Sentiments, Attitudes, and Concerns about Inclusive Education Scale Revised and Teacher Efficacy for Inclusive Practices scales that were of relevance to the objectives of this study. The results indicate that in all three areas of acceptance, teaching efficacy, and concerns about inclusive education, positive improvements were made as a result of training, although generally this improvement was strongest in areas that teachers felt were under their direct control. The small amount of change in areas that teachers felt were not under their control may indicate that whatever change initiatives are put in place, they need to be holistic and systemic.

As a worldwide movement, some forms or stages of inclusive education have been experimented and/or mandated in various countries since the mid-1970s. Integration was piloted in Hong Kong in 1997 and remains the official rhetoric and policy. Three developmental phases of inclusive education, namely, integration, integration in transition to inclusion, and inclusion, are described in this article according to the defining characteristics of integration and inclusion. Issues in policies and practices as reported in various studies are described to illustrate the development of each phase in Hong Kong. Based on a critical review of the said defining characteristics, current policies and practices which offer insight into the indicators signifying the migration to inclusion, I argue that Hong Kong has entered the stage of inclusion and that it was achieved by public pressure for improvement of practices instead of policy directions. This article concludes with recommendations made to sustain effective practices of inclusion.

This article presents a collection of personal perspectives of three academics and one ministry official from various countries in the Asia-Pacific region, namely, New Zealand, Hong Kong, Malaysia, and Thailand, on the importance of inclusive education. These perspectives offer an insider's understanding of the universal and country-specific contributions of inclusive education, as well as their individual visions for the future of their countries. Although discernibly different in terms of the issues raised by the authors specific to their individual countries, these perspectives, nonetheless, echo and announce the same hope and call - to build a better and more inclusive future for all in society.

This study aimed at providing explanation and prediction of principals' inclusive education intentions and practices under the framework of the Theory of Planned Behaviour (TPB). A sample of 209 principals from Hong Kong schools was surveyed using five scales that were developed to assess the five components of TPB: attitude, subjective norm, perceived behaviour control, intention, and behaviour. Rasch analysis was utilised to examine the psychometric quality of the scales and generate principals' measures, which were subsequently subjected to path analysis to investigate the relationships among the five components. The results revealed a good model-data fit. Principals' attitude and perceived subjective norm were strong and significant predictors of their intention to implement inclusive education. The predictive power of perceived behaviour control on intention was not significant. Intention and perceived behaviour control were found to have significant predictive power for principals' reported inclusive practice. The implications of the findings are discussed.
