PurposeThis study examines education for sustainability (EfS) within the Chinese context, to specifically enrich the understanding on how EfS is structured and implemented to nurture citizenship in the policy practices of universities in Mainland China and Hong Kong.Design/methodology/approachA cross-case analysis is recruited to examine the commonalities and differences between two universities and identify patterns in cultivating sustainability citizenship within higher education institutions (HEIs) in China. Data were collected through reviewing documents, including two universities' strategic plans, action plans, department meeting memos, program introductions, course outlines and publicity coverage. Observation was also adopted to enrich the data for analysis, covering meetings, speeches by senior management, university events and informal conversations about university operations.FindingsCitizenship and sustainability in university strategic planning, curriculum and instruction, carriers of EfS institutionalization, and resources and impacts of EfS beyond the institutes were analyzed in a comparative manner, offering valuable insights into how EfS can be institutionalized in different universities based on their unique appeals, existing curriculum and management systems.Originality/valueBy exploring these intra-national distinctions in EfS, the study sheds light on the variation within China's citizenship education, which is traditionally seen as highly unified with limited room for differences. The detailed exploration of university strategies and program/course content enriches the literature of sustainability as an educational phenomenon on an international scale and modernized citizenship education in China. This study, adopting the Foucauldian lenses of citizenship, investigates how a group of students understand the prevailing social discourses and how such understanding and perceptions influence students’ sense of citizenship and coping strategies. Drawing on in-depth individual interviews with 28 participants from six universities in Hong Kong, the findings suggest that multiple factors have impacts on the university students’ sense of citizenship, including the media as technologies to shape citizenship, the essentialized ideological differences as an apparatus of intervention to shape and act upon individuals, and the legitimacy and discordance of opinions among individuals within both physical and virtual communities. The participants were found to gradually develop an awareness of the discursive construction of the social. They were found to search for their sense of citizenship through (a) opting for one ideological stance and/or keeping silent to avoid being othered within the social discourses existing at the social, community, and family levels; (b) adopting different coping strategies when dealing with their confusion towards conflicting comments; or (c) developing news reading literacy and coming to the realization of the role media plays in discursively constructing new citizens and exercising influence over existing and potential members of communities. The implications of the findings for curriculum design and policy making to develop support measures to facilitate students’ positive learning and whole-person development are discussed. In many societies, policy-makers have formulated different policies to strengthen moral development, character attributes and/or citizenship for young people. In this review, we examined the related education policies in the Asian (Hong Kong, Taiwan, and Singapore) and Western (the United Kingdom and the United States) contexts and compared them in terms of their aims, core values, strategy, lesson time, evaluation, curriculum materials, and teacher training. With particular reference to Hong Kong, the review shows that there are many challenges for the "moral and citizenship" education. These include a lack of theory and research based policy development, stagnant progress in the past two decades, blurred concepts in the related policies, weak emphasis on related education in schools, problems of the "penetrative" approach, lack of validated and standard curriculum materials, problems in implementation strategies and tactics, and unsystematic evaluation. This chapter examines the role of education in the socio-political development of Hong Kong from a historical perspective. Using the framework of “citizenship as process,” it reviews the way in which identity politics and civic movement took place in the condition of a weak political framework for citizenship and explains the Janus-faced nature of the Hong Kong political culture which oscillates between economic instrumentalism and political activism. The chapter proposes how teaching can be designed and conducted for the sake of cultivating a meaningful civic identity and global citizenship against the backdrop of the recent resurgence of nationalism worldwide. It argues that spoon-fed pedagogy of civic and national education is difficult to make positive impact on educational outcome, especially in global and entrepreneurial cities like Hong Kong situated in the digital age. Many are concerned with education’s role in preparing societies to meet challenges related to globalization. Among various educational aims related to globalization is that of developing in young people a critical awareness of the lives of disadvantaged people, in their communities and across the world, to become compassionate, or socially responsible, ‘global citizens’. This general interest is shared by policy makers envisioning global or twenty-first century citizenship education, as well as by philosophers of education and social justice-oriented teachers. However, the aim of such education or its most appropriate pedagogy or schooling context is not always spelled out, owing to the controversial nature of various interpretations and recommendations related to poverty and injustice today (i.e., economic redistribution versus austerity; privatisation versus socialism).In this essay, I ask whether altruism can be usefully elaborated as an educational aim for global citizenship and social responsibility. First, I examine philosophical treatments of altruism such as by Thomas Nagel and Lawrence Blum, and consider the educational implications of significant features of a useful definition of the concept. Next, I juxtapose these views with those of Confucian and Buddhist scholars, to consider whether a universal value of altruism for contexts of west and east is plausible. Finally, I apply my conceptualization of altruism to Hong Kong curriculum, providing a concrete context for considering altruism as a useful educational aim. I end by highlighting the tension of teaching for altruism in settings (unlike Hong Kong) where moral education is contentious, while citizenship education is not. Copyright © 2013 PESA CONFERENCE.

Since Hong Kong returned to Chinese sovereignty, national identity building became an important part of school education meeting some resistance in Hong Kong society. In 2012, thousands of school stakeholders protested against the introduction of the 2012 Guide of Moral and National Education (MNE). These conflicts have influenced teachers’ attitudes towards MNE and curriculum choices. Employing the Model of Teachers’ Perceptions of Moral and National Education, this research investigates the factors affecting teachers’ perceptions of MNE, as a national identity building curriculum. The findings indicated that “perceived other support for MNE,” “perceived non-monetary cost–benefits,” “perceived concerns of MNE,” and “comparison with the previous system (Moral and Civic education)” were the significant predictors for teachers’ receptivity of MNE. The results suggested that if teachers were supported by others, they were more likely to support MNE; and they were less likely to support the implementation of MNE when teachers had serious concerns about it. The results recommended adding media and socio-political factors into the Model of Teachers’ Receptivity to curriculum changes. The discussion will employ identity grafting (Lee in Managing Chineseness: Identity and ethnic management in Singapore, Palgrave Macmillan, London, 2017) as a point of comparison to identify the theoretical implications of MNE. Currently, the challenges deriving from the complex and dynamic socio-political context in Hong Kong influence principals’ and teachers’ relationships and interactions. Academic autonomy in Hong Kong secondary schools is not simply granted by the principals, it is influenced by the society, school conditions and key stakeholders. This study employed qualitative methods to examine how principals negotiate the political context surrounding citizenship education and how these practices influence the civic learning in schools. The results revealed that in school citizenship education, when principals lacked a clear vision of citizenship education, most teachers were compliant and avoided discussing controversial political topics with their students. Such teachers had less autonomy and consequently less self-efficacy. When principals mediated the diverse needs of students and balanced the different expectations of school stakeholders, there were both compliant and critical teachers. Teacher autonomy and self-efficacy were also affected by the current socio-political context in Hong Kong. When principals had a clear school civic mission, the results differed across schools. These findings suggest that principals have to reflect on their own understanding of the purposes and perspectives of citizenship education significantly to meet the multiple demands of a complicated and turbulent socio-political environment. This article compares and re-examines citizenship education (CE) teaching and learning in Hong Kong (HK) and Guangzhou (GZ), China. It questions two stereotypical perceptions-that China schools indoctrinate students, and that CE lessons in HK are more open than those in mainland China. Data are drawn from some 30 lesson observations, 1,200 questionnaires, and 80 teacher/student interviews from six sampled HK and GZ schools. The study used NVivo to examine qualitative data, and employed hierarchical linear modelling with the help of SPSS and AMOS to analyse quantitative data. The findings suggest both cities are similar in terms of teaching/learning CE, due to globalization and domestic changes, and have similar CE conditions more conducive to open pedagogies (e.g., inquiry-based approaches) than indoctrination. HK's greater socioeconomic openness does not ensure its CE is more open than GZ's, for pedagogical and non-pedagogical reasons.

This article examines how schools in Hong Kong attempt to craft South Asian migrant students into desirable citizens and how the youths understand themselves as members of Hong Kong and of a global community. The contestation has to do both with how South Asians are viewed in Hong Kong and with how post-colonial Hong Kong is related to China. The process of citizen-making of transnational youths, I argue, is best understood at the local-national-global intersection.
