This study captures the thoughts and perceptions of a group of Hong Kong principals on the transfer of sovereignty and its effects on education. The investigation addressed the following guiding research question: What, according to their perceptions, have been, and will be, the effects on education policy and on school-level management and curriculum, of the transfer of sovereignty? A qualitative approach was adopted, using naturalistic methods of inquiry. Nine principals of aided secondary schools were selected for interview according to procedures of purposive sampling. Findings indicate that, faced with uncertainty arising from the change of sovereignty, principals feel confident of managing and coping with situations at the school level in connection with curriculum and management. However, they express concern and greater uncertainty about their ability to manage changes emanating in the broader socio-political educational environment, especially in regard to values and norms and access and opportunity, all of which are likely to impact on their schools. Studies on school leadership in Hong Kong have mainly focused on primary and secondary schools, with only a handful of studies looking at leadership in early childhood education. This paper aims to report the findings of a study on strategic leadership in Hong Kong's kindergartens. It discusses the challenges that Hong Kong kindergarten leaders are facing and the need for practising strategic leadership. It then reports the findings of practices valued by the leaders of Hong Kong kindergartens. The findings of this study reveal, that apart from the abilities to exercise sound planning and management in school, leaders' reflective, flexible and systems thinking and their willingness in continuous professional and network development are crucial to leading today's kindergartens. This study also indicates that leaders' contextual intelligence is important for exercising strategic leadership. The significance of this study lies in its contribution to the investigation of leadership practices in early childhood education, the need to further explore how well kindergarten leaders are practising strategic leadership and the implications for the development of principal preparation programmes.

Aims: This paper was intended to explore the leadership practices of principals for knowledge management (KM) in the school context, and the influence of KM on the strategic planning (SP) capacity of school organizations to provide quality education for effectively coping with the challenges from education reforms. Methodology: A single-case study was conducted in a secondary school in Hong Kong. The school participated in a two-year QEF project for applying KM concepts and mechanism. In-depth interviews were conducted with the school principal, middle managers, and front-line teachers to investigate the leadership practices of the principal to implement KM in the school, and the influence of KM on the school's SP capacity for providing quality education. Results: Setting school direction for KM, developing teachers' skills and awareness for KM, creating supporting conditions and infrastructures for KM, aligning KM with the school's teaching and learning process, and building external coalitions for KM were found as the principal leadership practices for school KM. These practices could support the school in adopting the codification and personalization KM strategies and facilitate the acquisition, storage, and sharing of knowledge in the school. KM could help the school to effectively acquire, store, and share the knowledge for strategic analysis, choice, and implementation in the SP process, improving the school's SP capacity for providing quality education. Conclusion: Principal leadership has significant effect on the successful implementation of KM in the school context, which in turn plays an essential role on the school's SP capacity for providing quality education.

教育局於 2008/09 學年起開設高級小學學位教師職級，為小學副校長，其職責是要協助校長處理下列四方面工作：課程發展與管理，學與教及學生評估；全校參與的關顧輔導與學生支援；人力資源管理；學校管理、評估及發展。自職位設立後，本地學者和專業團體對副校長的專業成長有更多的關注和研究，基於早年研究發現人力管理是小學副校長常擔當的職責之一；香港初等教育研究學會其後進行小學副校長人事管理的調查，就副校長的職責、人事管理困難和持續發展需要作深入研究。此文將結合該調查數據和文獻資料，分析和討論香港小學副校長在人事管理的專業發展需要，並就相關在職培訓作出建議。

Purpose: Empirical research on leadership for social justice is in progress in many parts of the world. The purpose of this paper is to explore principals' school-leadership journeys in response to social-justice issues caused by specific contextual changes at times of uncertainty. It seeks to answer the following key questions: What social-justice issues do principals identify as arising from their schools' transformation due to contextual changes? How do principals practise leadership for social justice in response to these contextual changes at different levels? Design/methodology/approach: This paper is based on qualitative data from a cross-case study of two principals' school-leadership journeys. The authors pay particular attention to the understanding of leadership for social justice grounded in principals' efforts to foster equality in learning development for a diverse student population. Findings: Timely adverse conditions may be required to foster leadership for social justice in schools. The principals reacted to contextual changes at several levels, planning and implementing innovative and flexible interventions to ensure equality in students' learning development. These findings contribute to international accounts of educational leadership. Research limitations/implications: This study of leadership for social justice in schools is contextually specific. Therefore, more empirical comparisons of school leadership are required in future studies, as principals' practices vary between education settings. Originality/value: This paper offers insights into the evolution of leadership for social justice in schools in response to contextual changes. Principals' leadership strategies can be reoriented and their actions reshaped to overcome threats to social justice in schools. Accordingly, although leadership for social justice in school communities is culturally and pedagogically inclusive, it is also socially distinctive.

This study examines changing nature of school leaders’ work during education reform in complex settings. We adopted a case study of investigating how two Hong Kong principals’ work was changed in responding to the 10-year education reform and demographic changes. Multiple qualitative data were collected. The results show that the principals’ scope of work had been changing and expanding to identify new opportunities for school development. Implications for school improvement and effectiveness are discussed.

The roles of principal leadership in change management have long been documented. The key concern to examine in this study was the dilemmas and measures confronting principals’ when they led changes to instigate inclusive education in Hong Kong. Thus, this paper aims to report sources of dilemmas and how principals tackled them in the change process. Ten principals of schools recognized for effective inclusive education practices were interviewed in a qualitative study. Findings suggested that the process of leading change was very complex. Two dilemmas were identified: (a) principals’ struggles between benefits and issues of participating in inclusive education and (b) autocratic initial decisions versus need for staff involvement. The second dilemma stemmed from not involving key staff while the implementation required their active participation. Thus, the existing organizational culture and personnel capacities became obstacles required for the success of inclusive education. The leadership measures to tackle the obstacles began by building a shared vision which in turn required both transactional and transformational leadership activities in order to increase teacher commitment to reforms. This study has contributed to change leadership theories in affirming the need to include socio-political contexts in examining leadership decisions toward school reforms.

有效的校長領導，有助學校提升。香港現時的校長支援系統鮮有從個人出發，未盡滿足個別校長所需。「剪影法」乃支援校長領導的新方向，本文檢視其背景、緣起、設計、發展、實踐，並對校長專業產生的影響。訪談的過程中，採用「個人」、「朋輩」、「私隱」三原則，訪者和受訪者在暢所欲言後，整理出個人的「剪影」以作參照。這可補充現時香港校長培訓課程的不足，有助解決校長人才短缺、繼承等問題，值得進一步探究。

The findings are based on a larger study on systematically comparing leadership development and practice in seven differentially performing education systems (Malaysia, Australia, Hong Kong, England, Indonesia, Russia, and Singapore) (Harris et al.). The contextual background of principalship training in Hong Kong was the Principals’ Continuing Professional Development Framework introduced since 2002 (Education Department, 2002). Under this Framework, all existing and newly appointed principals have been required to undergo continuous professional development or prior certification (Education Bureau, 2010). Based on 20 interviews with principals, key staff and teachers of three secondary schools in three different bandings. One of key themes identified in the data is the roles of the school principal as a change agent. This key finding is compatible with findings that highlighted the prominent role of the principal as a key change agent for the successful implementation of school-based management, both in Hong Kong (e.g. Cheng, 1992; Ma, 1993; Ko & Walker, 2014; Ko, Cheng & Lee, 2016) and in schools worldwide (e.g. Hallinger, 1992; Hopkins & Reynolds, 2001; Marks & Printy, 2003; Wohlstetter et al., 2008).More specifically, the roles of school principals are discussed in relation to the different conceptualisations and charaterisations of principalship in transactional, instructional, transformational, and distributed leadership theories.
