Enormous variation exists among nations and regions in their inclusive education provisions. In addition to comparisons based on policy documents and figures, in-depth and contextually grounded comparative studies involving qualitative data based on stakeholder’ experiences are needed, especially between western and Asian regions or nations where socioeconomic and cultural contexts vary greatly. This study thus compared how the conceptualization of inclusive education and elements that affected inclusive education in Guam and Hong Kong where vastly different socioeconomic, and cultural contexts were present. A qualitative approach of interviewing school leaders was adopted to permit an in-depth understanding of these contexts. Findings affirmed the significance of contextual analysis in understanding the conceptualization and practices of inclusive education in the two study sites. It was concluded that more cross-national qualitative studies are needed to examine contextual factors for meaningful understandings of school reform policies, practices, and challenges.

This article examined and compared how the conceptualization of inclusive education and elements that affected school leaders’ decisions to participate in inclusive education in Guam and Hong Kong where vastly different socio-economic and cultural contexts were present. An interpretive qualitative approach of interviewing school leaders was adopted to permit an in-depth understanding of these contexts. Findings revealed that the legislation-based versus the cultural heritage of Confucianism and the geographical location versus the elite education system of Guam and Hong Kong were key contexts affecting conceptualizations and challenges in the two regions. Large scale cross-national qualitative studies are called for to examine contextual factors from other key stakeholders, to give meaning to statistical figures and policy documents, and to offer more meaningful interpretation of the relationship between national contexts and inclusive education provisions.

This chapter considers the cutting-edge of educational leadership in Asia, which people view as encompassing leadership research, policy, and practice. It uses the concept of geography, literally and metaphorically, to examine the terrain in which the three dimensions of educational leadership are enacted. To do this, the chapter first defines the broader Asian region to demonstrate its complexity and diversity. Then, it delineates the scope of the research knowledge base, the physical terrain, on educational leadership in Asia, focusing on the diverse Confucian heritage societies of East Asia, which tend to have newly emerging research capacities. The chapter uses the research knowledge base to examine the dimensions of policy and practice by considering the political influence on educational leadership and then on the cultural contexts. For this portion of the analysis, it focuses on five Confucian-heritage societies: mainland China, Hong Kong, Taiwan, Singapore, and Vietnam.

This book provides an up-to-date account of relevant early childhood policy and practice in five Chinese societies: the People's Republic of China or Mainland China, Hong Kong, Macao, Singapore, and Taiwan. It analyses how traditional Chinese values, Eastern and Western curricular approaches, and socio-political, economic, cultural and demographic changes influence current policies, services and practice. It addresses responses to global concerns about the excluded and disadvantaged, and about quality, and explains lessons from and for Chinese early childhood education. This book is the first English-language research-based review of early childhood education and the factors that affect it in different Chinese societies. It is particularly timely given the increased recognition of the importance of early childhood education for human capital development globally, and the international interest in understanding early education in Chinese societies.

In recent decades, globalization and regional integration have brought significant economic and demographic changes in East Asia, including rising economic inequality, growing population movements within and across borders, and the emergence or renewed geopolitical significance of cultural and linguistic minority populations. These trends have coincided with significant changes in family formation, dissolution, and structures. How have these changes played out in the diverse educational systems of East Asia? In what innovative ways are East Asian governments addressing the new demographic realities of their student populations? This volume offers a snapshot of key educational stratification issues in East Asian nations, and their evolution in conjunction with changing student populations. Ten empirical pieces address issues ranging from Japan's education reforms and changes in teacher work patterns as the system adapts to globalization; persisting and new forms of educational stratification in China; educational stratification and new multiculturalism in educational policy in Korea; and the ways that migration is shaping education in the city-states of Hong Kong and Singapore. Collectively, the pieces in this volume represent a first attempt to investigate national responses to critical regional trends.

The purpose of this study was to determine the nature of marketing experiences that selected transnational university program providers had in Asia during 2002--2003. The study also determined what the selected transnational educational leaders saw as the important aspects of a framework for institutions of higher education to use for market entry into selected Asian countries.
