In 2017, the Curriculum Development Council (CDC) issued the latest secondary education curriculum guide with the highlighted theme “Learning to Learn 2+”, which introduced “Vocational English” for senior secondary level in the “Progression of VPET with Diversification” section, along with “Applied Learning as elective subject(s)” (ApL) and “Career-related Experiences in OLE”. To support this new initiative, the Education Bureau (EDB) launched a new Language Fund Project “Vocational English Programme” (VEP) Grant for schools to enrol senior secondary students on related vocational English courses, which commenced in the 2018–2019 school year. The programme aims to boost students’ confidence and interest in English learning and prepare them better for vocational education and jobs / occupations. In this new programme, each participating school can nominate about 20 students to attend courses administered by third-party course providers. From a macro-perspective, the introduction of the VEP is a step to implement vocationalization of English which complements the advocacy of Vocational and Professional Education and Training (VPET) outlined in the latest curriculum guide. However, from a micro-perspective, the impact of VEP on the senior secondary and post-secondary level does raise some questions and concerns worth further investigation – for instance, the connection of the VEP to other VPET-related components in the “Learning to Learn 2+” curriculum; the influence of the VEP on the current senior English curriculum; and the curriculum design, accreditation and articulation of the courses. This paper discusses the potential impact of the VEP based on a thorough review of relevant policy documents and literature, together with the analysis of data from interviews with students and teachers from both secondary schools and post-secondary level institutions to triangulate their views on the VEP. There is an increasing need in Hong Kong kindergartens for exploring children with exposure to Science, Technology, Engineering, Art, Math (STEAM) in school settings. The aim is not the subject-based learning but the way of integrating the STEAM concepts in the holistic learning experience. Guiding children to explore the concepts in the process of solving problems, providing hands-on experience to stimulate children's intrinsic motivation. However, the challenge is apparent that the lack of professional development to prepare the teachers for STEAM education in early childhood education. This project adopted a Pedagogical Play-framework (Edwards, 2017) to prepare kindergarten teachers to integrate STEAM education through play. Accordingly, three types of play were explored, including 1) open-ended play, 2) modelled play and 3) purposefully framed play. The initial finding indicates that kindergarten teachers showed the positive attitude to involve STEAM education in the classroom practice, and used the Pedagogical Play-framework for improving children’s engagement. Teachers were lack of the subject concepts especially the science and the engineering areas. More school-based support were needed to create the multimodal learning spaces.越來越多香港的幼稚園開始探索融入STEAM的元素，包括科學、科技、工程、藝術及數學的學習範疇。但其目標不是主張孩子學習獨立學科，而是希望進行統整的學習，在解決問題的過程中探索所需的概念，以動手解難為基礎讓孩子整合學習經驗，激發孩子的內在學習動機。然而教師培訓是STEAM教育在幼兒教育推行的一個難點。本研究以一個幼師培訓課程為例，使用教學遊戲架構（Pedagogical Play-framework）來透過遊戲來設計STEAM教學活動，三類型遊戲包括1）開放式遊戲，2）示範式遊戲以及3）目的性的遊戲。研究初步發現大部分教師對STEAM教學的態度積極，使用教學遊戲架構能夠幫助教師提升兒童參與程度。但初步的研究結果顯示教師缺乏STEAM的學科知識，特別是在科學和工程方面，以及需要更多的校本支持來設計多元學習空間。 Copyright © 2018 Learning & Teaching Expo.

Literature suggests that state–market relations in Asian transnational education appear as a hybrid of economic socialism and economic liberalism as well as of supra-territoriality and sovereignty. Such a notion of hybrid focuses on how Asian states manage the struggles over the meaning and value of higher education, thereby addressing various ways in which states participate in neoliberal globalisation. This paper argues that Asian states’ higher education policy choices are restricted by local politics and the resulting policy agendas. This argument explains the paradoxical situation that Malaysia continuously encounters when developing its regulatory regime to govern transnational education. The argument also illuminates the recalibrations that appeared in the transnational education policies of Singapore and Hong Kong. The paradox and recalibrations reveal how a political perspective on transnational education is important to understand Asian states’ responses to globalisation in higher education regardless of the nature of their regulatory regimes. This comparative analysis aims to capture the complex roles and positionings of the International Baccalaureate (IB) in conjunction with local education systems in Hong Kong, Singapore, and South Korea. Our analysis focused on how the IB’s institutional legitimacy is presented in the three societies. We conducted a documentary analysis of texts on the introduction and implementation of IB programmes into local school systems. Our findings suggest that there are commonalities and variations in how the IB is interpreted by key local agents and is positioned into local education systems. Specifically, across the three societies, the IB has expanded continuously. At the same time, its institutionalisation process varies by each society’s socio-historical context and needs: substantive legitimacy as the international curriculum of choice in Hong Kong, a quiet supplement to elite education in Singapore, and instrumental curriculum borrowing for fixing the education system in Korea. We also find that the institutionalisation of the IB is limited at a symbolic level and controlled by the Singaporean government, while the IB is saliently promoted by local education authorities in the context of education reform in Korea. The institutionalisation process of the IB in Hong Kong is primarily swayed by market principles under the existing school choice system. Copyright © 2021 Educational Review.

Purpose - Knowledge sharing, the most important process in knowledge management, enables knowledge-intensive organizations to foster innovations and to gain competitiveness. Universities, the best contemporary embodiments of knowledge-intensive organizations, nowadays face fiercer competition in the changing world. Knowledge sharing is the key for academic departments to gain competitive advantages through innovation. However, limited studies examined the relationships between top management support, knowledge sharing and affiliation and trust. Based on the literature review, this study developed a research model which aims to examine the relationship between top management support and knowledge sharing, and the mediating role played by affiliation and trust.Design/methodology/approach - A questionnaire survey was conducted in eight universities in Hong Kong. Data gathered from 109 professoriate staff (including chairs, professors and [research] associate/assistant professors) were used to test the four hypotheses in the research model with partial least squares structural equation modeling.Findings - The results showed that top management support has a positive impact on affiliation and trust, and that affiliation and trust also have a positive impact on knowledge sharing. However, this study showed an insignificant linkage between top management support and knowledge sharing. Therefore, this study confirmed the mediating role played by affiliation and trust.Practical implications - Based on the results, this study provided recommendations on how academic management and knowledge management consultants increase the faculty members’ affiliation and trust, for instance, mentoring, performance appraisal system, social interactions and communication pathways.Originality/value - The findings of this study contribute to the literature in two ways. This paper introduces and summarizes the articles in this Special Issue of the Journal of Educational Change on “Identity Grafting: Teacher and School Development in Chinese School Systems.” (Lee, Managing Chineseness: Identity and ethnic management in Singapore, Palgrave Macmillan, London, 2017). It begins with Fengqiao Yan’s key thoughts and alternative views on the modernization of China’s academic system. Next, it surveys Fei Yan et al.’s study, which examines Beijing teachers’ and students’ responses toward the recent history textbook reforms in mainland China to instill the Core Socialist Values of the Chinese Communist Party. Third, it examines Wing On Lee and Ji Qi’s study, which maps the identity journeys of migrant Chinese communities in Beijing. Fourth, it summarizes Koon Lin Wong et al.’s study, which revisits the dilemma Hong Kong teachers face because of the obligation to implement the national education agenda. Fifth, it extends insights from Maxwell Ho and Daphnee Lee’s study of student behaviors in financial literacy education to understand the underpinning identity influences of the recent waves of student protests in Hong Kong. Sixth, the paper introduces Daphnee Lee’s study of the group dynamics of Singaporean Chinese teachers who engage in professional learning communities to achieve change, and the cultural identity processes that explain why some teams of teachers resist educational change, while other teams of teachers can come to embrace it. This article conveys the results of a reflexive investigation of the managerial practices and entrepreneurial discourses that shape the academic trajectories of early career scholars. Beginning with the experiences of early career scholars in research‐intensive universities in Canada and Hong Kong, the authors explore some of the social and political‐economic relations that are reshaping higher education systems across the world. Drawing on experiences navigating university governance, funding and performance management processes, the authors explore how participation in the marketised relations of higher education inserts people into competition with colleagues within and beyond a single university context, instrumentalises and constrains relationships with civil sector collaborators, and produces a shared sense that nothing one does is ever enough. In this way, the article illuminates some of the ways a new global knowledge economy conditions academic life.本文探討學術管理主義和企業論述如何塑造新晉學者的學術軌跡, 並匯報相關反思性研究的結果。本文以任職加拿大和香港研究型大學的早期新晉學者為例, 開始探討一些正在重塑全球高等教育體系的社會和政治經濟關係。作者利用新晉學者如何探索大學治理、資金和績效管理流程的經驗, 從而了解高等教育界的市場化關係如何將競爭意識植入在大學界的同事之間、令到與公民社會的協作關係工具化、並產生一種感到工作慣常不達標的意識。通過上述的方法, 本文闡明了新型全球知識經濟影響學術生活的一些方式。 Copyright © 2020 John Wiley & Sons Ltd.

Novice kindergarten (KG) teachers often encounter various challenges that may prevent them from performing satisfactorily during the transition from school to work. In Hong Kong, this issue has become more salient under the Free Quality Kindergarten Education Scheme which induces heavier workload and higher expectation on teachers’ performance. Self-control is a crucial factor that facilitates individuals’ performance via promoting positive thoughts, emotion, and behavior as well as preventing the negative counterparts. In this research, we examined the hypotheses that novice KG teachers’ pre-existing self-control would predict better subsequent job performance through promoting work engagement and preventing work stress. Students from an early childhood education (ECE) higher diploma program reported their self-control at the final semester of the program. Those working in the ECE classrooms after graduation rated their work engagement and work stress at the end of the first month of the new semester, and those who retained in the job also reported their job performance at the end of the first semester (final N = 117, 96.6% females). The results of mediation model fully supported our hypotheses. These findings suggest that enhancing self-control, improving work engagement and reducing work stress could be promising ways to facilitate novice KG teachers’ job performance during the school-to-work transition period. Moral education is not a new concept in universities; however, university students’ firsthand learning experience and valuation of moral education have not been fully explored. As part of a teaching and learning study conducted in two undergraduate classes in a Hong Kong university, this study explores the university students’ perceptions of learning moral education. Data were mainly collected through student interviews and their reflective journals. Most students supported the learning of moral education. They asserted that moral education has a lifelong nature; thus, they should learn it in universities. The study reveals that moral education can facilitate the university students’ personal and social betterments, showing the intrinsic and instrumental values of moral education. This small-scale case supplements the literature on the understanding of the development of moral education in higher education. This article examines the meaning and features of ‘internationalisation’ in higher education in the social and historical contexts of Hong Kong. From a perspective of shifting geopolitics of higher education aligned with a historical perspective of evolving academic traditions, this article discerns parallel developments featuring the transition of Hong Kong universities along two pathways—benchmarking Western universities’ internationalisation agenda, and converging with China’s projection for national integration and global outreach. The HK case provides a critique of liberal views of internationalisation of higher education based on the logics of neoliberalism, soft power, global citizenship, and internationalisation at home, suggesting a closer look at statist instrumentalism in conjunction with neoliberalism as competitive strategies in a realistic international higher education community.本文探究“高等教育國際化”在香港的社會和歷史背景下所呈現的含義與特徵。研究視角著眼於高等教育的地緣政治和學術傳統之間的聯繫，分析香港高等學府發展的兩條歷史脈絡：一則參照西方國家的大學國際化範式，二則趨於中國的國家融合和全球拓展計畫。這種發展軌跡反映以國家為中心的工具主義與新自由主義的戰略結合。 Copyright © 2020 John Wiley & Sons Ltd.
