Language in education debates in Hong Kong focus on the role and status of English (as the former colonial language and an important means for international communication); Cantonese, the mother tongue of the majority of the population; and Putonghua, the national language of China. This paper examines the language policy formulated in 1997-1998, and finds that it radically departed from previous policies by mandating the use of Cantonese as the medium of instruction in secondary schools. The paper then analyses two subsequent policy revisions and concludes that, while the tonal emphasis on mother-tongue education has remained, the policy revisions have reversed the language policy to previous practices that emphasised the importance of English.

In the spring of 2005, students and alumni of the Chinese University of Hong Kong staged an adamant protest against University directives which they perceived would result in a significant increase in the number of courses taught in English. They denounced the administration of selling out on the founding mission of the University, for which, as stated in its Ordinance, the principal medium of teaching would be Chinese. The University, on the other hand, defended its policy in the name of 'internationalization' and the need to stay ahead in the midst of severe competition at home and abroad. This paper examines this language controversy against the wider context of English hegemony and the rise of academic capitalism, two forces which are inextricably linked for the non-Western societies in a post-colonial era. I will try to show that the controversy was ultimately a struggle over the meaning of university education, between what I would call the instrumentalists and the humanists in this age of globalization. I end the paper with a pessimistic note, saying that it is the former who have gained an upper hand, and that the scope and parameters of the language debate are heavily restricted.

Background: Recent government initiatives in Hong Kong have focused on raising the participation of students from South Asian backgrounds in mainstream schools, to encourage their further integration into Hong Kong's educational system and society. These students' learning in mainstream schools takes place within the context of the central curriculum and, thus, students face the challenge of learning Chinese as an additional language. Mainstream schools sometimes provide additional support, including the provision of bilingual teaching assistants to address the specific needs of the students from South Asian backgrounds.
Purpose: This exploratory study aims to investigate the roles of bilingual teaching assistants in Hong Kong.
Method: Interviews were held with two bilingual teaching assistants from the South Asian community in Hong Kong who were working in a mainstream secondary school. Teachers from the school were also interviewed. Open-ended interview questions focused on perceptions of the roles and responsibilities of bilingual teaching assistants in Chinese-language-medium classes. The data were analysed to identify any emergent patterns and themes.
Findings: The research findings indicate that the bilingual teaching assistants from the South Asian community not only took on the role of helping the learners from South Asian backgrounds in Chinese language acquisition, but also acted as cultural mediators between mainstream school culture and the culture of the South Asian community in Hong Kong.
Conclusions: This small-scale exploratory research study suggests the importance of the role of bilingual teaching assistants in promoting equal access to quality education for ethnic minorities in Hong Kong.

Previous research has rarely examined teachers' perceptions of school culture (perceived school culture) and well-being in Hong Kong's non-profit-making (NPM) and profit-making (PM) kindergartens. Thus, the purpose of this study was twofold: first, it examined the relationships between Hong Kong kindergarten teachers' perceived school culture and well-being. Second, it compared NPM and PM kindergartens in terms of teachers' perceived school culture, job satisfaction and mental health complaints. Kindergarten teachers were invited to complete a set of questionnaires including a School Culture Survey, Job Satisfaction Survey and General Health Questionnaire. Results showed that teachers' perceived school culture correlated positively with their job satisfaction but negatively with mental health complaints. Interestingly, teachers in NPM kindergartens had higher job satisfaction and fewer mental health complaints than those working in PM kindergartens. The implications of promoting kindergartens' school culture and teachers' well-being are discussed.

This monograph provides an overview of the language situation in Hong Kong from a historical perspective. Hong Kong has evolved in the past 167 years from a small fishing port to an international financial centre which forms part of a financial network hailed by Time Magazine as Ny.Lon.Kong (i.e. New York-London-Hong Kong). Hong Kong has gone through changes of sovereignty twice, once in 1842 as a Chinese territory ceded to Britain after the first Opium War, and a second time in 1997 as a British colony returned to China. It is a micro polity with no natural resources except its deep harbour. Economically, Hong Kong has gradually developed from a fishing port when British settlement began in 1841, to an entrepocirct during 1945-1950s, to a manufacturing hub during 1960-1970s, to an international financial centre since the 1980s. The historical, political and economic development has had a great impact on the language situation in Hong Kong. Its language community started with two separate monolingual groups: one consisting of local Chinese speaking Cantonese and other Chinese dialects, and the other composed of British colonists speaking English. Because of language spread and language shift as a result of political, economic and social changes, the monolingual group of Chinese speakers has become trilingual, speaking Cantonese, English and Putonghua, whereas the monolingual group of English speakers has expanded to include native speakers of such other English varieties as American English, Australian English, Canadian English, Indian English and Singaporean English. In addition, there is a large group of minorities composed of bilingual speakers of English and a south Asian language. Although the development of language use is a natural process, it can be influenced by the government's language policy and planning. An attempt was made to formulate a theoretical framework of leadership forces in school organisations, which includes bureaucratic linkage, cultural linkage, tight coupling and loose coupling. Two instruments, the School Values Inventory (SVI) and the Teachers' School Life Questionnaire (TSLQ), were created and developed for this study to assess the administrative values espoused by principals and teachers' feelings about school life. Based on data collected from 1395 teachers from a randomly selected sample of 39 secondary schools in Hong Kong, the four scales of leadership forces in secondary schools were confirmed. Findings show that cultural linkage and loose coupling were the most effective leadership forces to bind people together within schools, tight coupling the next, but the use of bureaucratic linkage was controversial.
