It has been a decade since the implementation of Hong Kong's policy of inclusion, that mainstream schools should admit students with special educational needs (SEN). This study reports on music teachers' experiences of teaching SEN students in inclusive music classrooms. Data were derived from a qualitative multiple case study comprising10 government-funded primary school music teachers. These music teachers lack knowledge of ways to support the musical development of pupils with SEN and reported learned helplessness and effective exclusion of SEN students. The major barrier to effective inclusive music teaching evidenced is the absence of in-service training in inclusive music education.

Seeking to address a gap in the literature, this article reports the development of an instrument to measure Hong Kong primary school music teachers' concerns about inclusive music education. To do so, a 25-item music teachers' Concern of Inclusive Music Teaching (CIMT) scale was constructed and administered to 317 primary schools music teachers in Hong Kong, data from whom indicate that the CIMT scale comprises six concern factors ? 'learning support', 'learning difficulties', 'learning needs', 'resource', 'training' and 'curriculum design and assessment'. Although these data results do not support either Parsons and Fuller's (1974) three-factor model or hierarchical three-factor-related model, they do support a discrepancy noted elsewhere (Kazelskis and Reeves 1987; Schipull, Reeves, and Kazelskis 1995; Boz 2008; Borich 2013) that may reflect the impact of teaching context.

Parents are key stakeholders in education and their support is pivotal to policy implementation. Through a large-scale survey, the present study investigated the validity of a structural model describing the relationship between attitude, knowledge, and perceived social norm among parents of children with special needs. Results revealed that knowledge and perceived social norm were powerful predictors of parents' attitudes towards inclusion and the two predictors were intercorrelated. Exploratory analyses on the effect of demographic variables on parents' attitudes demonstrated that male parents exhibited more positive attitudes towards inclusion than female parents; and parents of children at a higher grade level indicated less positive attitudes. Cultural issues of parents' concerns about inclusive practice are discussed.

Population of ethnic minorities in Hong Kong has been growing, and many Muslim minorities are now studying in the mainstream kindergarten. In the midst of global wave of Islamophobia and the lack of understanding towards the cultural traditions of local Muslim minorities, this paper explores teaching Islam art as an inclusive attempt of childhood education program. With the example of promoting Islamic art workshop of Hong Kong Islamic schools and madrasahs, this paper foresees broadening Chinese students’ world map and cultural geography through teaching and learning Islamic art. Interacting with ethnic Muslim students, it may help students avoid unintentional insults and errors of etiquette.

This research investigated the attitudes of Chinese students toward inclusive education, by dividing the research into two studies with different subgroups included. Study 1 invited 340 secondary students and 129 secondary teachers from 9 mainstream secondary schools in Hong Kong to participate. The Chinese version of the 16-item Attitudes toward Inclusive Education Scale originally developed by Wilczenski⁶⁹ was applied. The results were analyzed at item and variable levels. Hong Kong students had significantly more positive attitudes toward inclusive education than their teachers. However, both groups did not show positive attitudes towards inclusive education. Based on the results of study 1, study 2 tried to cross validate these findings by inviting 135 teachers and 260 students in Macau to participate. As well, study 2 extended the horizon of comparison by inviting 260 parents to participate. They were either the mothers or fathers of the 260 students who participated in study 2. The same scale was applied in study 2 and the results showed that neither the Macau students nor the teachers were particularly positive toward inclusive education. The Macau parents had the more positive attitudes toward inclusive education than the Macau students and teachers. The results from the two studies in Hong Kong and Macau were compared and discussed.
