This paper critically examines parents’ and service providers’ reception of the Pre-primary Education Voucher Scheme (PEVS), which was designed to enhance the quality of early childhood education in Hong Kong. The PEVS was a universal voucher policy that was designed to harness market forces and increase direct governmental control of quality in a private education market wherein pre-academic training and competition are emphasized. This paper presents the results of a survey of 413 parents and 215 service providers. Findings indicated that despite the government’s efforts in promoting quality as ‘child-centeredness’ and the efforts of preschools in meeting the quality standards, parents remained relatively neutral about the policy's influence on preschool quality. However, all parents appreciated the financial benefits they accrued from the PEVS, and more socially-advantaged families allocated the additional disposable income on extra educational activities and programs for their children. Findings suggest the implementation of the PEVS in a fully private market might unexpectedly exacerbate inequity in educational opportunities. The enrolment size of the preschool was also found to be a determinant of respondents’ views of the PEVS. We argue the government’s idea of ‘joyful learning’ may be even harder to achieve with the current means of service governance.

This study examines the quality of Hong Kong centre-based childcare services with the aim of identifying areas for further improvement. With the use of the Chinese version of the Infant/Toddler Environment Rating Scale-Revised (ITERS-R), the quality of the classrooms in nine non-profit centres located in different districts of Hong Kong was systematically assessed. The findings revealed the global quality of the childcare centres in Hong Kong and indicated the relative strengths and weaknesses of the specific areas of childcare services compared with findings from the international community. The results showed that the quality of centre-based care servicesfor infants and toddlers in Hong Kong was minimal. Compared to other countries, the health and safety practice in Hong Kong scored higher. However, the scores were especially low in space and furnishings, listening and talking, activities and programme structure. These results revealed that Hong Kong faced challenges with the quality of its centre-based care servicesin general. It was also surprising to find a negative correlation between the quality of the childcare centres and the teachers’ experience. Objective: This study examined the prevalence of insomnia and its psychosocial correlates among college students in Hong Kong. Participants: A total of 529 Hong Kong college students participated in the study. Methods: Participants completed a self-reported questionnaire that included the Pittsburgh Sleep Quality Index (PSQI), the Revised Life Orientation Test, the Perceived Stress Scale, and the Beck Depression Inventory, and questions about sociodemographic and lifestyle factors. A PSQI global score equal to or greater than 5 indicated insomnia. Results: Results indicated that 68.6% of the participants were insomniacs. Adjusted regression analyses revealed that optimism, stress, and depression significantly predicted insomnia (p .01). Conclusions: These results suggest that insomnia is very common among Hong Kong college students and associated with other psychosocial factors. This study provides preliminary data on sleep quality and risk factors for insomnia, which may be used to guide sleep hygiene promotion and intervention among college students.
