Continuing professional development (CPD) for teachers must be situated within the context of the practice of teachers and be relevant to their teaching and learning needs. A CPD project was conducted in a Hong Kong kindergarten class. For five years prior to the CPD project, the class had used a mixed curriculum of project approach topics and thematic units. The novice teachers, however, repeatedly expressed their concerns regarding the project work, including their lack of control over its direction. The author (the school consultant) offered to conduct a school-based CPD project at the kindergarten in order to enhance the teachers' professional development using the project approach. This paper tracks a novice teacher's professional growth and development through her experience in the CPD project. Specifically, the paper discusses how a project involving kindergarten children evolved in the classroom, as well as the reflections of a novice teacher regarding the project approach and CPD.

There has been a substantial rise in the number of students enrolling in part-time taught postgraduate awards. This study investigates the reasons or motivation for students to spend significant amounts on tutorial fees and find time alongside work, family and social commitments to take a taught postgraduate award. Data were gathered through interviews with 21 part-time students in taught postgraduate programmes in Hong Kong. Students all held several motives for studying, so the outcome was a framework for explaining multiple interacting motives. Main categories of motivation were related to qualifications, current career, potential future career, interest, perpetual students and professional and social networks. Individual students displayed varying degrees of these motivations and the sub-categories of them. Students were able to specify their needs in terms of advanced specialised study, so enrolment satisfied a need for continuing professional development. The rise in taught postgraduate enrolments, in search of advanced specialised knowledge, seems set to continue as undergraduate degrees become broader and more attribute-oriented and the knowledge explosion makes it harder to reach the frontiers of knowledge.

With the constructivist view of learning as a conceptual lens, this paper examines student teachers' professional learning in initial teacher education (ITE). A mixed-method study was conducted with student teachers of a Bachelor of Education Programme in Hong Kong. The quantitative element of the study reveals that student teachers held a constructivist conception of teaching and learning, and this conception was related to their learning experiences in different aspects of the ITE Programme, including the core components of the formal curriculum, informal and hidden curriculum, field experience and non-local experiences. The qualitative findings added further understanding of the dynamics and complexities of student teachers' development of the constructivist conception through learning in ITE coursework and fieldwork as well as their active construction of the professional artistry of teaching. Implications for enhancing student teachers' professional learning in ITE in support of the constructivist conception of teaching and learning are discussed.

'Soft' policy has newly emerged as a policy implementation concept in relation to governance. Non-binding in character, 'soft' policy is designed for multi-level systems of governance in which there is relative autonomy at different levels of collective decision-making. 'Soft' policy has gained attention since the adoption of curriculum reforms in various countries that involve governance and coordination among multi-level systems. In real practice, 'soft' methods or measures are used to assist implementation at various levels. The present study explores how 'soft' policy has been realised in recent large-scale curriculum reform in Hong Kong. In essence, the study explores the 'soft' measures used by the government in the curriculum change, how these 'soft' measures have brought changes to schools, and how they were received by school principals and teachers. Implications are also drawn from these real cases of 'soft' policy implementation.

Lynch and Purnawarman (2004:50) point out that "a solid electronic portfolio can show reflection, evolution of thought and overall professional development". Research shows that electronic portfolio assessment, if implemented thoughtfully, can successfully engage learners in critical thinking and problem solving, promote lifelong education, encourage self evaluation and allow learners to have a higher degree of control over the learning process (Pierson and Kumari, 2000; Mason, Pegler, and Weller, 2004). Given the value of electronic portfolios, there has been growing interest in using electronic portfolio assessment to support teacher education (Lynch and Purnawarman, 2004). In this paper, we discuss on-going efforts at the University of Hong Kong to design assessment tasks for a language awareness course entitled "Pedagogical Content Knowledge". The final-year student teachers taking the course are required to compile an electronic portfolio based on their reflections on the relevance and applicability of the issues relating to dealing with the content of learning in pedagogical practice discussed in the course. This paper sets out to describe and analyze issues relating to the design and implementation of the assessment, focusing specifically on the challenges that the research team faces. In our paper, we draw on a range of data, including student teachers' feedback on the assessment and in-depth reflections of two student teachers after the assessment to critically evaluate the extent to which the assessment has achieved the intended learning outcomes. The reflective study shows that apart from technical support, methodological and psychological preparation designed to help students to take on a more active role in the learning and assessment process are also needed to help students to perform effectively in the computer-supported assessment. Implications are drawn for those who plan to conduct electronic portfolio assessment in higher education.

This article documents the authors' reflections on a teacher professional development programme conducted in 38 Hong Kong primary schools on the teaching of English through Process Drama. The authors draw upon the views of school principals, subject panel head teachers, English teachers, students and parents in focus group interviews to examine the learning and teaching experiences at the heart of the Programme. These reflections focus on how Process Drama can enhance second language acquisition by accommodating more affective factors in learning, by stressing creativity and by shifting the didactic discourse in the classroom to one that is more authentic and less threatening and which encourages increased amounts of student talk. The authors describe how, based on the focus group interview data, a piece of Verbatim Theatre was created and used as a stimulus to elicit deeper reflective responses to the Programme. They also reflect upon the level of understanding of Process Drama's complex pedagogy and artistry demonstrated by those teachers new to it and consider what further research might help the long-term implementation of drama in Hong Kong classrooms.
