Shifts toward an interconnected global economy have raised concerns among middle- and upper-middle-class parents about the role of multilingualism and multiculturalism in child-rearing. Affluent parents have been previously recognized as 'cultivating' childhood experiences to promote competitiveness in the professional sphere (Lareau, A. (2003). Unequal childhoods: Class, race, and family life. University of California Press. ). The cultivation of multiple languages and a multicultural stance has, as the global economy has broadened, become part of 'good parenting' for many. Against this background, this qualitative study uses a language policy theory (Spolsky, B. (2007). Towards a theory of language policy. 22 (1), https://repository.upenn.edu/wpel/vol22/iss1/1) to examine beliefs, practices, and behaviors of parents of children enrolled in an early childhood program at a private international school in Hong Kong. The findings show how the focal parents created and enacted their own language policy based on their beliefs about languages, the practices they carried out, and their management of their children's multilingualism, even during the COVID-19 pandemic. This study highlights contemporary tensions between ideologies and practices of language in present-day multilingual and multicultural school settings; in addition, it expands the existing research on language policy and parental engagement by providing a nuanced analysis of how social actors devise ways to manage and support the complex process of language learning, even under dire conditions. Asia as Method, in decolonial thinking, endorses the value of local knowledge while concurrently recognizing colonial and global knowledges' ongoing influence and potential value in knowledge production. The author takes such a decolonial approach to examine how actors interact in translating the Fine-tuning Medium of Instruction Policy in a Hong Kong school. To grasp the nuances of actor interaction, the Cantonese term mohap (wearing in) is employed. Three concepts from distinct traditions are used to explain mohap: meritocracy, harmony and agency. This study examines actors' mohap process through three stages: How actors perceive the government guidelines, form the school-based policy, and develop the school-based policy. The findings show that actors' mohap in the local context entails the meritocracy ideology, sought-after harmony, and actor agency. Students’ experiences and practices regarding English as a lingua franca (ELF) have been central to the discussion in research on intercultural communication in academia as it provides the basis for English language policy and practices in the international university. To date, however, few previous studies have explored diverse factors for perceptions of ELF communication with a single framework. To fill this gap, this study provides the integrative research model for perceptions and behaviours regarding ELF communication in the international university context, using Theory of Planned Behaviour. It further explores the effect of those factors on actual intentions to engage in ELF communication. Data were collected from 232 questionnaires and seven interviews on the offshore campus of a Hong Kong university in mainland China. Findings showed that factors such as acceptance, social expectations, the sense of control over linguistic knowledge for intercultural communication, and self-esteem had significant effects on intentions. The study concluded that ELF speakers’ decision-making process to engage in ELF communication is not simply based on individual behaviour, but on social performance in academic communities of practice. This study suggests academic and educational implications for incorporating the ELF perspective into English language policy and practices in the international university. © 2020 Walter de Gruyter GmbH.

This paper provides an overview of English language education policies and practices in Hong Kong. It examines changes and developments in policymaking and implementation across the education system. Based on a qualitative analysis of government documents and empirical studies, this review utilizes a sociocultural framework in characterizing language policy decision making processes and implementation strategies in colonial and post-colonial Hong Kong. Findings revealed a multilayered context within which English language education policies and practices are enacted, highlighting the interplay among political, social, economic and educational agendas in policy formulation and implementation. The incongruence between policy recommendations and actual classroom practices, as well as the relationship between government responsiveness and public preferences suggested the power and agency of multiple stakeholders (e.g. parents, teachers and community members) in the interpretation and appropriation of language education policies. This review provides additional insights to understanding the status of English against the backdrop of changing local conditions and to identifying forces of continuity and change in the development of language education policies and practices in Hong Kong. Since 1997, the Hong Kong government adopted a ‘biliterate and trilingual’ language policy, aimed at developing biliterate (written Chinese and English) and trilingual (Cantonese, Putonghua and English) citizens. However, Hong Kong secondary schools did not have an agreed approach for this policy implementation, and the Medium of Instruction (MOI) arrangements have been controversial. In response, the government decided to fine-tune MOI arrangements for secondary schools in 2009, allowing them the flexibility to decide on appropriate MOI arrangements. This paper reports on a case study of the trilingual education approach of a Hong Kong secondary school after the introduction of the fine-tuning policy. Research methods employed include questionnaire surveys, interviews and analysis of recorded lessons. Research findings suggest that various factors need to be considered when adopting a trilingual education approach. First, students found it more appropriate to use Cantonese than Putonghua as the MOI for teaching Chinese Language, and the effectiveness of using Putonghua as the MOI (PMI) was questioned by Chinese Language subject teachers and the principal. Second, although some subjects such as Integrated Science and Mathematics were taught using English as the MOI, mixed code is prevalent in classroom teaching. Third, the importance of using the mother tongue in teaching is emphasised. Educational issues in relation to ethnicity and language education policies have been underexplored in Asian contexts. In particular, issues related to ethnic and linguistic minority students have not received much attention in the post-colonial context of Hong Kong. This paper highlights challenges and tensions faced by Nepali ethnic minority students in two Hong Kong schools arising from language policies adopted by the post-colonial government. Based on data arising from interviews with 28 secondary school Nepali students in 2013 and 2014, and an observation of two schools with a sizeable population of Nepali ethnic minority students over a period of more than two years, this paper investigates how students face the pressures of learning through the medium of either English or spoken Cantonese and written Chinese. Analysis of the data reveals that these students face inequities in schools due to neglect of attention to their overall educational development, discrimination in the institutional settings, and lack of opportunities to maintain their own heritage language and identity. Based on the findings, this paper proposes a multilingual education model for ethnic minority students, drawing on the models set out in Adamson and Feng (2014. This article presents an overview of language policy in Hong Kong education during the colonial and post-colonial periods. The article is divided into three main sections. The first section outlines the sociolinguistic background of Hong Kong, including the demographic trends that have been crucial in determining the course of educational development in the city in the past 170 years. The second section offers an overview of language policies and practices during the colonial era (1842-1997). This section is divided into the two distinct phases which characterised education under the British; namely, (1) the period between the 1840s and the 1960s, during which English-medium secondary education was the preserve of the elite in society, and (2) the years between the 1970s and 1997, during which the majority of students in each age cohort attended schools in which English was the official medium of instruction. The third section examines developments in language policy since the handover, focusing on the promotion and subsequent fine-tuning of a controversial policy to promote Chinese-medium instruction at secondary level.

This paper evaluates the exceptionally forceful "mother-tongue" (MT) education policy in force in Hong Kong from 1998 to 2010, where instruction, print materials and assessments were required to be done in students' first language, Chinese. Apart from relevant literature, a number of sources are searched, including the quantitative data obtained from the Hong Kong Examination and Assessment Authority (HKEAA), qualitative data of surveys, and the official documents commissioned by the Education Bureau (EDB) within the period. While MT education has arguably minimized mixed-code teaching in content subjects, there is clear evidence that it failed to raise L2 standard through specialized teaching as promised. Much more students off the top tier being denied for admission to university, the principle of equality of educational participation is violated. A postmortem analysis, drawing on the more recent findings from the field of applied linguistics, shows that the adoption of bifurcation medium of instruction model and the ineffective L2 exposure are the culprits. All this, together with the lack of monitoring of the policy in its initial stage, are speculated as the major causes of its failure.
