In an era of rapid globalization, space and time are seriously compressed. People from different nations, cultures, religions and other backgrounds have become much more interconnected and interdependent. Since people are rapidly intermingling, what values should be considered as standards and norms in regulating this situation, so that people of different backgrounds can relate peacefully to each other with mutual respect? United Nations (UN) human rights standards could be considered as sets of shared global norms and values in a search for global ethics. As a consequence, the UN has been eager to promote human rights education (HRE), aiming at the cultivation of a human rights culture. This paper reports on two case studies of school-based curriculum development of HRE in two Hong Kong secondary schools. We also recommend some research directions important for the implementation of HRE in schools. It is hoped that the paper can provide some insight into the development of quality HRE in schools.

This article uses results from a cross-national analysis of the impact of varying approaches to civic education curriculum delivery on three learning outcomes, to draw conclusions about the value of a government-mandated compulsory, independent subject of civic education in the school curriculum. It starts from the context of Hong Kong, where there have been repeated calls for the government to reform civic education, and compares this context with that of England, where citizenship education was made a statutory subject in 2002. The article then examines from the cases of 25 societies whether a compulsory approach to and/or independent subject of civic education is associated with better learning of civic knowledge, knowledge of democracy, and patriotism. Finding that the impact of curricular approaches is somewhat negligible taking other factors into consideration, the article concludes that civic education reformers should consider the costs of limiting school autonomy in curriculum delivery.

This study explores how adapted action research could act as a catalyst for change in curriculum development and be used as an instructional strategy in a music teacher education programme to enhance the reflective practice of student-teachers. Two cases of in-service, part-time student-teachers of a music teacher programme who conducted an individually adapted action research project are documented. Qualitative data was collected. Triangulation and discussion with participants were used to verify the findings. The findings indicate that teachers valued the enhanced opportunity for them not only to reflect and improve professional practice in teaching, but also to help their students to learn better. Teachers experienced positive classroom changes and developed ownership of their professional growth. Constraints noted include the lack of experience in action research at the beginning, and the lack of time for teachers to prepare curriculum materials, given their heavy workload of teaching.

This longitudinal study examined the relationship between pedagogical continuity in literacy education and early literacy development by comparing Chinese children in Hong Kong and Shenzhen. Stratified random sampling was used to select 24 preschool and Primary 1 classes in four communities catering to middle-class families in each city. The 24 teachers were interviewed about their teaching methods and views on pedagogical continuity in individual sessions. Further, their teaching activities were videotaped over a period of a week. Their students (n = 758) completed a Chinese literacy attainment test at the beginning and at the end of the same academic year. Analyses indicated that Hong Kong students outperformed their Shenzhen counterparts in Chinese literacy attainment, at both preschool and primary levels, concurrently and longitudinally. This suggests that the holistic approach followed in Hong Kong might have a more positive impact on childrens literacy development than the approach followed in Shenzhen. Implications of the findings for early childhood curriculum reform are discussed.

Curriculum implementation as both an educational practice and a policy conundrum has been the focus of academic research since the 1970s. A new perspective is taken in this article by borrowing from the literature on policy implementation in multilevel systems of government. The concepts of 'hard' and 'soft' policy are used to show that policy-makers choose from a range of strategies and it is these choices rather than teacher attitudes that may account for the level of implementation of a policy. A case study of curriculum implementation in Hong Kong is used to show how 'hard' and 'soft' policy can be identified in practice.

This article examines how interest groups in Hong Kong have politicised national history, an unpopular school subject, for their own political ends and allied themselves with the PRC against the SAR government and its policy of not making it a single, independent, compulsory core subject in the school curriculum. The article argues that this has been made possible by the 'One country, two systems' administrative structure.
