Despite the broadening participation in post-secondary education (PSE) worldwide, the conundrum of disproportionately low PSE enrolments among minority student populations continues to command scholarly attention. Yet, there is a lack of empirical research on the identities of secondary school teachers in the context of minority choice and access to PSE. Taking a critical poststructuralist conceptualisation of teacher professional identity as the complex interplay of macro discourses and policies, school contexts, and individual agency, this study interviewed 11 senior secondary school teachers in Hong Kong and explored the ways in which they perceived and enacted professional identities when navigating dominant ideologies, institutional conditions, and PSE-going possibilities of minority students. The findings revealed their in-situ identity as PSE-for-all educators against the institutional backdrop of the numerical majority of minority students in the study school that also celebrated its demographic and cultural diversity and inclusion. However, the findings also reflected their saviourist tendencies that perpetuated the ethnic, classed, and gendered stereotypes towards minorities in Hong Kong society. Such contradictory identities signified their agentic demarcation from external structural inequalities and ‘minority deficiencies’, thereby seemingly dismissing their responsibility or culpability for the PSE under-representation of minorities. Copyright © 2025 Informa UK Limited, trading as Taylor & Francis Group.

The presence of non-Chinese pupils has brought to the fore a widening spectrum of learning needs in Hong Kong schools. Curriculum and teaching standards have likewise made clear the importance of creating equitable - with a view of eliminating barriers to - learning. The pathways to these equity goals from a cultural aspect, however, are unclear. This chapter aims to articulate an innovative approach to curriculum for diverse students by considering a more explicit connection between the notions of “caring” and “equity.” It will be argued that the notion of caring provides an important foundation for equity in teaching, especially in a Chinese schooling context marred by pragmatic and neoliberal conditions. These conditions, in part, underlie the integrationist orientation of curriculum responses to Hong Kong’s increasingly diverse student population. These responses often animate familiar policy and curricular rhetoric on ethnic minority learners’ early acquisition of Chinese language that can eclipse the cultivation of culturally inclusive environments. An expanded vision of equity based on caring attitudes will thus be proposed for teacher education to draw closer attention to the cultural dimensions within the curricular emphasis on learner diversity. Copyright © 2025 selection and editorial matter, Huixuan Xu; individual chapters, the contributors.

Diversity, equity, and inclusion (DEI) rhetoric and initiatives are gaining attention in Asian higher education. Yet, these are still underexplored in terms of their potential to bring about cohesive campus climates. As higher education institutions admit students from diverse backgrounds, there is room for examining how DEI might be leveraged to support growing student learning needs, particularly in contexts where cultural diversity is not the norm. Using Hong Kong as an example, this paper probes the genesis of DEI initiatives and sources of deficit thinking in higher education with reference to the experiences of ethnic minority (EM) students. It proposes a conceptualization of resilience theory from a social justice lens to counter deficit thinking and racism, which helps locate DEI initiatives in building culturally inclusive environments. This paper captures the group dynamics underpinning preservice teacher identity formation to understand how childhood schooling and teacher education shape the teaching metaphors teachers construct of intercultural education. We propose a theory of identity grafting (IG) for a precise framing of the diverse ways teachers identify with intercultural education vis-à-vis other pre-established aspects of their teacher identities. Studying their IGs helped us connect the preservice teachers’ experiences with the experiences of other teachers that had emerged in global literature. We draw insights from our efforts to co-construct with preservice teachers their professional development in facilitating intercultural education. Adapting the activities based on their responses, we co-constructed with each other during the workshop teacher identities with a sense of connectedness between intercultural education and other pedagogical forms. We observed preservice teachers as we facilitated their discussions, employing ethnographic approaches to immerse ourselves in the interactions of the workshop participants. The findings revealed that preservice teachers had become more mindful of the implications of their intercultural education practices after having reflective dialogues with each other. However, although the teachers successfully integrated each other's views about intercultural education practices, this could not be sustained when they attempted to contextualize these efforts. The teachers could not reconcile their disparate childhood experiences with cultural diversity as students graduating from schools with differing academic performance rankings (school banding). Developing cultural inclusiveness has been a prominent agenda in European and North American teacher preparation programmes. Beyond these societies, however, discussion on teacher education programme diversity remains tokenistic. Hong Kong, a city often marketed as Asia's World City, is not an exception, given the relatively recent history in the representation of minority groups and the enactment of an anti-racial discrimination ordinance in 2009. This lacuna thus raises questions about teachers’ preparedness to engage with the growing concerns for educational equity for ethnically diverse learners. This chapter describes and reflects on an informal learning programme within a Hong Kong university that has taken up the challenge of engaging pre-service teachers more explicitly about cultural diversity. The informal programme applies a ‘to know, to care, to act’ approach in collaboration with a social enterprise to offer students virtual experiential learning opportunities with ethnically diverse communities. The programme aimed at developing learners’ global competence as aspiring teachers of diverse learners. In doing so, this chapter advances theoretical arguments about merging global and multicultural education frameworks. This is a means to foster contact and learning between pre-service teachers and ethnically diverse learners and provides a pathway for promoting cultural inclusion in schools. Multicultural awareness is crucial for teachers to promote equity in culturally diverse classrooms (Cherng & Davis, 2019). Positive attitude towards diversity predicts stronger cultural sensitivity in teaching (Abacioglu et al., 2020). In Hong Kong where it lacks any policy towards multiculturalism, despite the growing number of non-Chinese multicultural learners, empirical support as to how pre-service teachers develop multicultural awareness and beliefs remains scant. This study analysed preservice teachers' perception of multicultural classrooms qualitatively to elucidate their multicultural awareness. It addressed two questions: 1) how do pre-service teachers understand cultural diversity in classrooms?; and 2) How do they perceive teachers' roles in responding to culturally diverse learners' needs? Nine ethnic Chinese pre-service teachers who joined an informal multicultural education programme in a Hong Kong teacher education university were interviewed. The data were transcribed, and coded with NVivo 12 based on the above questions. The analysis showed that preservice teachers demonstrated awareness of cultural differences in Hong Kong schools, suggesting that the intercultural contact and experiences the programme facilitated were effective. Cultural cliques among students, they believed, can promote quality of learning through co-ethnic peer interaction. Yet, they anticipated the need to go "out of their comfort zone" to teach in English, a language they regard as essential in meeting the learning needs of ethnic minority students more fully, especially those who were less proficient in Chinese language. This edited book highlights the identities and practices of ethnically diverse families and schools in contexts where multicultural policies are not always a priority. In an era of globalization and ensuing population mobility, it places a focus on Asia-Pacific, a continent with diverse customs, populations, and languages, but grapples with what it might mean to be multicultural.The book features studies and frameworks that illustrate how minoritized communities engage with the diversity they live in and strategies in adjusting and adapting to their sociocultural environments, including practices that might support these efforts. This book represents initiatives and interdisciplinary scholarship from Japan, Hong Kong, mainland China, Australia, South Korea, Thailand, and Taiwan, which underscore the intersection of identities, cultural values, efforts, conflicts, and religions in making diversity work in their contexts. Collectively, these works make a unique contribution by invigorating debates on the flows and evolvement of cultural values and practices within and across families and institutions.This book will appeal to researchers, practitioners, and readers with interest in the current state of cultural diversity among minoritized families in Asia-Pacific and beyond. Using multicultural education as a lens, this article details the discursive formation of Hong Kong’s linguistic landscape with a focus on policy arrangements around teaching Chinese as a second language for non-Chinese ethnic minorities since the early 2000s. We pose two research questions: What are the identifiable policy trends in education for ethnic minorities? And how effective are the policy provisions in managing diversity and social justice for ethnic minorities in Hong Kong? The study draws upon documentary analysis to review existing local literature, which highlight the school admission, curriculum design, language teachers’ professional development practices, and assessment pertaining to the education of ethnic minority students. Our analysis reveals a narrow concentration of policies that focus exclusively on supporting ethnic minority students’ Chinese language learning regarded as the barrier to their advancement in education and an omission of other nonlinguistic, structural and ideological challenges and barriers. This barrier contributes to prejudices in school access, curriculum and assessment that function within an assimilationist integration framework. We call for policy measures that broaden the focus of multicultural education for ethnic minorities and that seek to manage ethnolinguistic diversity for equal citizenship rights in the Asian context.
