This chapter explores different factors that contribute to the school failure of ethnic minority young people in Hong Kong. It draws on a case study approach based on 15 in-depth interviews with 11 “out of school” ethnic minority young people, of whom 6 were dropouts, 4 were at risk of dropping out, and 1 never attended a school. It was also augmented with an additional 22 in-depth interviews with 20 other stakeholders related to ethnic minority education including 3 principals, 6 teachers and support staff, 3 school social workers and NGO professionals, 2 government officials, 3 ethnic minority community leaders, and 3 parents. Several themes were created using schema analysis that help explain different factors making them “out of school.” It has been common to attribute school failure for ethnic minority students in Hong Kong to problems with Chinese language education, yet this study shows that a number of other interrelated factors contributed to their lack of successful schooling. The key influences are multilevel – with individuals themselves, within families, within schools, and within the community. Implications are drawn at the levels of policy, practice, and theory to better support ethnic minority young people’s schooling success in Hong Kong. Current educational development discourse is characterized by the Sustainable Development Goal Four (SDG4) that aims to “ensure inclusive, equitable and quality education and lifelong learning opportunities for all”. This paper explores the challenges of achieving SDG4 for Hong Kong in regard to ensuring equitable and quality educational opportunities for its ethnic minority young people, with a particular focus on equality in educational outcomes. The paper argues that school failure of ethnic minority students in Hong Kong is an educational outcome issue which poses significant challenges for Hong Kong to achieve SDG4. In addition to the Chinese language factor, there are many other interrelated factors at students’ individual, family, school and community level contributing to ethnic minority students’ school failure in Hong Kong. Unless all of them are addressed, it will be hard to achieve any marked success against school failure. Above all, an education policy is needed that recognizes and responds to cultural diversity to support Hong Kong’s ethnic minority students.

School participation rates in Hong Kong are acknowledged to be high but not always for the city’s ethnic minority students. Case study was used to portray the ‘out of school’ phenomenon for ethnic minority students at a secondary school in Hong Kong through the experiences of one such ethnic minority student. Morshed, a Pakistani student, participated with the researchers in an unstructured in-depth interview. In addition, interviews were also conducted with the principal, two teachers, and one support staff from the school. The study showed the complex interaction of school contexts and personal life issues that influenced Morshed’s dropping out of school. Implications are drawn for providing better school support that can facilitate more positive schooling experiences for Hong Kong’s ethnic minority students.

This paper reports a case study on Maneesha Rai, a Nepalese girl living in Hong Kong and an “out of school” student. Based on in-depth interviews, a case was constructed of her previous school days and current “out of school” days. These provided a vivid picture of her life and several themes were created using schema analysis that help explain the reasons for her “dropping out” of school after Form Five. It has been common to attribute school failure for ethnic minority students in Hong Kong to problems with Chinese language education. Yet Maneesha’s case study shows that her experience of failure in other subjects such as Mathematics and Science contributed to her lack of successful schooling. Maneesha’s school failure was more than simply a consequence of academic failure. Rather, there were many other interrelated factors such as peer and community factors, dropout history in the family, racism, differences in schooling culture found that contributed to her school failure. In addition, Maneesha, like many of her ethnic minority friends, enjoyed the freedom afforded her in Hong Kong, but it seemed such freedom also meant inadequate attention from her teachers.

Hong Kong is a predominantly Chinese society but just over 6 percent of the population is made up of ethnic minorities. This composition flows into schools where teachers in selected schools need to cater for a diverse school population. The purpose of the present study was to investigate whether assessment environments in Hong Kong schools are able to cater for the learning motivation of ethnic minority students as well as their Chinese peers. Students were surveyed to gain an understanding of the assessment practices they experienced as well as their own learning motivation goals. The results indicated that both Chinese and ethnic minority students experienced teacher-dominated assessment environments most often, and each group strongly endorsed learning motivation goals that stressed academic development and competence. Both groups of students provided moderate support for social learning goals, with somewhat stronger support coming from ethnic minority students. Teachers can build on ethnic minority students' strong learning orientation by providing high-quality feedback even in a teacher-dominated assessment environment. A more interactive classroom characterised by feedback may provide teachers with a better idea of the learning needs of all students.

There is a growing body of literature highlighting issues concerning current educational provision for ethnic minority students in Hong Kong. The popular media is also featuring these issues. In addition, the Equal Opportunities Commission has formally notified the Education Bureau of its concerns about the education of ethnic minority students. This article reviews a range of issues and concerns that have been raised regarding educational provision for ethnic minority students in Hong Kong. It particularly raises the issue of "out of school" ethnic minority children in Hong Kong. To date, most of the existing literature has been on ethnic minority students who are already in the school. Yet a careful analysis of the reports and tables published from the 2006 census data suggests that a good number of ethnic minority children are probably not in school, including pre-primary, lower secondary, upper secondary and post-secondary age groups. Despite the fact that some legislation is in place to protect the educational rights of ethnic minority children in Hong Kong, they are nevertheless facing a number of issues and challenges inside school. In addition, the fact that ethnic minority children are "out of school" raises new issues about access and equity in Hong Kong's education system.
