The author notes that, for more than three decades, there has been a poverty of political education in Hong Kong and that the political changes of de-colonization and national re-integration with China pose new challenges to the development of political education. This book concludes that the current objectives and the content, as well as the implementation, of civic education programs in secondary schools have problems and that their impact on students is limited.
