- 近年教師的持纘進修,經已成為教育發展的其中一項重要環節。自二零零二年開始,本港的校長已開每三年合共一百五十小時的校長持續進修(師資與師訓諮詢委員會,2003),而中、小學教師的持續專業發展(Continuing Professional Development, CPD)政策,亦隨著師資與師訓諮詢委員會於二零零三年十一月發表的「學習的專業、專業的學習一教師專業能力理念架構及教師持續專業發展」文件{下稱《文件》〉而正式啟動,開始進行為期三年教師持續專 業發展的「試行期」。 《文件》清楚表明教師持續進修的重要性,並進一步確立了教師「必需」持續進修的大方向,而其中一項重要內容,是為本港逾五萬名中、小學教師訂立「教師專業能力理念架構」 (Teadier Competencies Framework, TCF),為他們提供「一個通用的參照架構,從而確立持續進修專業發展的方向和加強動力」(師資與師訓諮詢委員會,2003,頁1) 。這項建議甚具前瞻性,對教師的專業發展有著舉足輕重的影響:這項建議不單將「教師持續進修」這觀念,作了一個十分清晰而具體的詮釋;但更重要的,是將歷久以來一些「非系統化」的教師進修項目作較系統的規範
