This paper critically reviews the thesis of managing globalization, which demonstrates how East Asian states have successfully selectively blended elements of transnational academic capitalism with their pre-existing models of political economy, thereby effectively responding to neoliberal globalization. This paper argues that the thesis overlooks the significance of local politics in understanding the global–local dynamics in higher education policy, thus insufficiently acknowledging the indeterminacy that arises in the transformation of the state. To address this argument, this paper examines the transnational higher education development in Singapore and Hong Kong and explains how political resistance and corresponding policy changes that emerged in these two societies help understand a zerosum opposition between global and local perspectives. This zero-summism shows that the conceptual contestation over globalization versus anti-globalization remains relevant.

This paper provides an overview of government policies and major challenges of refugee education in selected Western European and Asia-Pacific countries. The findings show that refugee education in Western European and Oceanic countries is in general better than East and Southeast Asian countries although many problems and challenges remain. Lastly, this paper also discusses the policy and practical implications of the findings on the improvement of education provision for refugee children in Hong Kong, an Asian international city and a special administrative region of China hosting to more than 10,000 asylum seekers, of which about 500 are school age children.

One of the main features of globalization is the increasing mobility of population. As an immigrant society, Hong Kong has witnessed waves of Mainland Chinese arrivals and assimilation into her mainstream, particularly around the change of sovereignty period. school-aged children constitute a substantial fraction of the new population. Given their potential impact on Hong Kong's present and future, how these immigrant youngsters perform in school has always been a concern to the public as well as the government. This study compared Hong Kong 8th-graders' mathematics performance in the four rounds of the Trends in International Mathematics and Science Study by their immigrant status. The results showed that the first-generation immigrant students' performance had obvious retrogression compared to native students in the past years. Among the natives, non-local-born students with only their father born in Hong Kong had the most similar performance as the first-generation immigrants. The causes for the differences are explored from both internal and external perspectives.

This article adopts the critical theory approach to reflect and analyse the impacts of globalization on the internationalization process of higher education in the Asia-Pacific region. It argues that globalization forces many of the higher education institutions in the region to follow global practices and ideologies of the Anglo-American paradigm without developing their own unique systems and honouring the rich cultures of their own countries. While higher education institutions are indulging in internationalization in terms of marketization and economic pragmatism, they have to ask themselves, 'What is missing in the process of internationalization?' This article argues that internationalization of higher education contributes to building more than economically competitive and politically powerful states. It represents a commitment to the development of an internationalized curriculum where the pursuit of global citizenship, human harmony and a climate of global peace is of paramount importance.

This paper reports on Stage 1 of a learning and teaching project focused on students studying in the Chinese and English language delivery of transnational Master of Business Administration (MBA) programs of an Australian university. The programs are delivered using limited and intensive face-to-face teaching augmented by self-directed and web-based learning, and ongoing (mainly email) contact with lecturers before and after they have returned to Australia. The aim of this stage of the project is to provide a greater understanding of students' instructional preferences so that, where appropriate, lecturers can better scaffold learning and teaching arrangements (Stage 2 of the project) to assist them to meet the learning objectives of the MBA program. Survey data were collected from students studying the MBA in Hong Kong and Singapore in English (EMBA), and in Hong Kong, Singapore and Taiwan in Chinese (CMBA). Findings demonstrate that whilst students ranked teacher-directed face-to-face instructional delivery highly, they also indicated that an independent, web-based learning environment was their least-preferred approach to learning. These findings put lecturers in a more informed position when it comes to them planning how to best assist students from Confucian-heritage backgrounds to work productively and successfully in their studies.
