The discourse around combining local, national and international languages constitutes an important issue in the global education agenda (Kirkpatrick and Chau 2008). Ideas about how trilingual education ought to be designed and implemented vary across stakeholders. This study explores (1) the beliefs which early childhood education (ECE – ECE refers to teaching of young children up to the age of six) principals, teachers and parents exhibit about trilingual preschool education in Hong Kong; (2) the challenges in the trilingual preschool implementation processes, and (3) the mechanisms employed by ECE principals for coping with these challenges. Semi-structured interviews and observations were conducted to collect data from four preschools, and these were supplemented with documentary analysis. Findings indicate that the inconsistent beliefs among stakeholders about the aims of trilingual education and language choice, curriculum design, and instruction (pedagogy and activities) in trilingual preschools are the major challenge administrators-principals encountered impacting the implementation process. Teachers who lack professional knowledge and skills in the provision of trilingual education are also problematic. Moreover, the recruitment of native-speaking teachers of the target language is difficult due to perceived heavy workloads and poor pay. Since 1997, the Hong Kong government adopted a ‘biliterate and trilingual’ language policy, aimed at developing biliterate (written Chinese and English) and trilingual (Cantonese, Putonghua and English) citizens. However, Hong Kong secondary schools did not have an agreed approach for this policy implementation, and the Medium of Instruction (MOI) arrangements have been controversial. In response, the government decided to fine-tune MOI arrangements for secondary schools in 2009, allowing them the flexibility to decide on appropriate MOI arrangements. This paper reports on a case study of the trilingual education approach of a Hong Kong secondary school after the introduction of the fine-tuning policy. Research methods employed include questionnaire surveys, interviews and analysis of recorded lessons. Research findings suggest that various factors need to be considered when adopting a trilingual education approach. First, students found it more appropriate to use Cantonese than Putonghua as the MOI for teaching Chinese Language, and the effectiveness of using Putonghua as the MOI (PMI) was questioned by Chinese Language subject teachers and the principal. Second, although some subjects such as Integrated Science and Mathematics were taught using English as the MOI, mixed code is prevalent in classroom teaching. Third, the importance of using the mother tongue in teaching is emphasised. After the handover back to Mainland China in 1997, the Hong Kong government adopted a 'biliterate and trilingual' policy to help Hongkongers develop an ability to read and write Chinese and English, and to speak and understand Cantonese, English and Putonghua. However, there are no clear government guidelines on how and when the three languages should be introduced and taught in primary schools. Based on a survey of 155 Hong Kong primary schools, it was found that individual schools have adopted their own medium of instruction (MoI) policies, but these policies are decided by the school policymakers, without much consultation with the students and their parents. In this study, questionnaire surveys and interviews on students' and parents' perceptions of trilingual education were conducted in three case-study primary schools. The research findings suggest that students' and parents' views towards the use of different MoIs vary, which will be discussed in the paper in detail. Hong Kong is linguistically complex and diverse with three principal languages: Cantonese, English and Putonghua. A substantial debate on the language policies governing the three principal languages has continued for more than two decades among policy-makers and educators. The political transition in 1997 has greatly affected Hong Kong society, including language education. Since then, the HKSAR government has made a series of language policy reforms trying to create a reasonable balance among the three languages in Hong Kong. The policies of ‘biliteracy and trilingualism’ and ‘mother-tongue teaching’ are two of the most significant in terms of controversy and impact. They are now guiding the curriculum design in Hong Kong language education. The goal of the former policy is to train Hong Kong people to be truly biliterate (written English and Chinese) and trilingual (spoken English, Cantonese and Putonghua). However, Hong Kong primary schools presently do not have an agreed method for the implementation of trilingual education. After a comprehensive historical review of the development of language education in Hong Kong schools, this study aims to find out how the ‘biliterate’ and ‘trilingual’ language policy is currently implemented in Hong Kong primary schools. 155 Hong Kong primary schools participated in a questionnaire survey on how trilingual education is implemented in the schools. The findings suggest that the implementation of trilingual education varied significantly from school to school, and the effectiveness of the trilingual education models varied as well. It is hoped that the findings will help us to gain a better understanding of trilingual education in Hong Kong, and the study could lead to some insightful and theoretical contributions to multilingual education in general.

However, Hong Kong primary schools currently do not have an agreed method for the implementation of trilingual education. As a preliminary step in the investigation of methods of the implementation of trilingual education in Hong Kong primary schools, we carried out a detailed case study of the trilingual education model adopted in a primary school. Views of key stakeholders (the principal, teachers, students and parents), on how successful the model is, were collected, and a number of lessons taught using English, Cantonese or Putonghua as the medium of instruction were recorded and analysed. On the basis of the research findings, a possible model for implementing trilingual education in Hong Kong primary schools has been suggested.
