The present paper tries to identify the societal factors and psychological factors that motivate students to have better performance in English as a second language and to postulate a theoretical model subsuming these socio-psychological variables to explain and predict the performance in English as a second language for Hong Kong students in Australia. Since the proposal of socio-educational model of second language learning by Gardner (1959), a number of studies have focused on identifying the potent factors in second language acquisition. Giles and Byrne (1982) emphasized the need to have variables intended to determine the perceived relationships operating between ethnic groups. Kraemer (1993) included ethnolinguistic vitality perception construct in her study on social psychological factors in the learning of Arabic in Israeli schools. 247 students of ethnic Chinese in the Sydney metropolitan area who were studying in weekend Chinese schools and 628 Hong Kong students who were studying in primary and secondary schools were sampled. Path analysis was used to determine the relationship between the performance of Chinese and English with societal and psychological variables.

This study used item response modelling to develop measures of the development of proficiency in speaking, reading and writing English among Hong Kong primary students. Home and family background factors were identified that could be linked to higher than average levels of development in proficiency across two school years, from Primary One to Primary Two or from Primary Two to Primary Three. Participants were 2133 Hong Kong students and their parents, sampled from 140 primary schools that had employed a native-speaking teacher of English to work with the students. Higher than average improvement in English proficiency was associated with the students' attitudes to learning, their opportunities to use English in everyday life, access to books in any language at home and school, parents' level of education and parents' support of their child's English studies. The year level and gender of the student also interacted with home background factors in predicting development of second language acquisition.

This paper reports the interim findings of a longitudinal study which aims at exploring the effectiveness of a 3-year English Enrichment Programme, on top of the regular English curriculum, in exposing secondary students to more subject-specific English while they learn their content subjects in the mother tongue. The study was carried out in response to the Hong Kong government's decision to firmly promote mother tongue teaching in her post-colonial era after 1997. To evaluate the effectiveness of this programme on students' learning of English, in-depth study with selected schools was done and different research tools including questionnaires, lesson observations, interviews and language proficiency tests were used to collect both qualitative and quantitative data. It is found that the increased exposure to English may have had a positive effect upon students' perception of learning English, if not on actual performance. A closer look at the cases, however sheds light upon the intricate interplay between factors leading to the different degrees of perception about the effectiveness of the programme. These factors include: the willingness of the school to pool resources and efforts in making the most of the programme, the language competence of students, and the teaching focus and methods in class. Recommendations on the way forward will be discussed.

Gardner (1959) hypothesized that students would have higher performance in the second language performance if they exhibit the desire to learn the second language in order to integrate themselves with the target culture than when they exhibit the desire to learn the language for pragmatic reasons. The perceived status of language affects the use of and attitude toward a language. Giles, Bourhis and Taylor (1977) defined Ethnolinguistic vitality as structural characteristics such as socio-economic status, demographic representation and institutional support pertinent to a language. Smolicz, Hudson and Secombe (1998) described multicultural policies of Australia as a solution to the dilemma of reconciling the immigrants' love of their homeland and its culture and their desire to adapt to the overarching Australian framework. 247 students of ethnic Chinese in Sydney metropolitan area who were studying in weekend Chinese schools (age 8 to 16 with mean age of 10.1) and 628 Hong Kong students who were studying in primary and secondary schools (age 8 to 16 with mean age 10.5) were sampled. Path analysis was used to determine the relationship between the performance of Chinese and English with ethnolinguistic vitality, motivation, attitudes and use and class anxiety in the learning of English.

This paper describes a plausible values imputation approach for deriving population estimates on several language proficiency domains. The approach harnessed a multi-dimensional item response analysis combining student responses, rater judgements and student background variables. The target population comprised lower grade primary school students enrolled in the Hong Kong schooling system. The raters were local teachers of English employed within the sampled target schools. The consideration of student background variables in conjunction with student responses and rater judgements facilitated the process of "conditioning" (Reckase, 2002). The primary objective of this research was to impute plausible values for students where no data was provided or where rater data was deemed suspect. By necessity, a secondary objective of this study was to establish rules for justly excluding particular data on the basis of questionable validity. Surveys such as TIMSS, PISA and NAEP have used such "plausible value" methodologies to account for incomplete test designs and person non-response (Beaton & Johnson, 1990; Yamamoto & Kulick, 2000; Adams & Wu, 2002). The point of difference in this study was the use of item response theory (in particular plausible values imputation) to identify and correct for invalid rater judgements in a large-scale educational survey.
