In the current research, we developed and validated a questionnaire to measure Chinese working adults’ motivation to study accounting on a path of lifelong learning in Hong Kong, China. We conducted individual in-depth interviews with adult learners (n = 30) and professionals (n = 12) in study 1 and study 2. Qualitative analysis showed six specific common themes for Chinese working adults’ motivation to learn accounting. Based on these results and the research literature, we developed a list of 31 provisional items for the questionnaire. In Study 3, we administered the provisional questionnaire to students (N = 426) from sub-degree, undergraduate, and graduate programs. These data were analyzed using quantitative analysis. Exploratory factor analysis showed a six-dimensional structure. Removal of redundant items resulted in a 17-item questionnaire. Confirmatory factor analysis provided evidence of the reliability and validity of this measure, which assesses six domains of adult learners’ motivations for pursuing continuing education in accounting: development of knowledge and skills; family cohesion; reinforcement of social networking and communication; career development; enrichment of life; and self-development. This measure in the Chinese cultural context can be used for research purposes and for assessing students’ motivation in accounting programs in Hong Kong. Copyright © 2023 The Author(s).

Moral education is not a new concept in universities; however, university students’ firsthand learning experience and valuation of moral education have not been fully explored. As part of a teaching and learning study conducted in two undergraduate classes in a Hong Kong university, this study explores the university students’ perceptions of learning moral education. Data were mainly collected through student interviews and their reflective journals. Most students supported the learning of moral education. They asserted that moral education has a lifelong nature; thus, they should learn it in universities. The study reveals that moral education can facilitate the university students’ personal and social betterments, showing the intrinsic and instrumental values of moral education. This small-scale case supplements the literature on the understanding of the development of moral education in higher education. In the 2014 policy address, the Hong Kong SAR government decided to offer a grant for expanding the support of life planning education in secondary schools. It aimed to help students be better prepared for the transition from education to work. However, globalization and innovation of technology have increased future uncertainties. Students are suggested to have better preparation for different stages of life. Moreover, the expectations toward schools and education have changed. It is not limited to knowledge transfer but also whole-person development. Therefore, they were urged to provide life-based education to help students cope with various challenges in their life. This article discusses Life Planning Education promoted by the Education Bureau in terms of a Lifelong Learning perspective. It suggests expanding the current Life Planning Education to Life Education for covering all aspects of life and for achieving the goals of Lifelong Learning and whole-person development. Although worldwide practices of inclusive education aim to provide equal learning opportunities for students with special educational needs (SEN) to support their learning performance in schooling, comparatively less is known about these students' competences in preparing and achieving their post-secondary school outcomes. This study extended previous research on testing ordinary secondary students' career development self-efficacy to the population of students with special educational needs. Participants were grades 9 to 12 SEN students in Hong Kong. Eight types of SEN were included. The Career Development Self-Efficacy Inventory (CE-SEI) assessed five key domains of career development self-efficacy (i.e., career planning, career goal setting, training selection, job hunt preparation, and job hunting). The confirmatory factor analysis supported the consistency of internal structure of this instrument in SEN students. The correlation analysis showed statistically significant correlations among the five key factors of career development. This study has practical implications to help school stakeholders to develop effective career guidance to support SEN students by using this validated short form of CE-SEI as a useful screening tool to diagnose pre-existing problems of SEN students' career development self-efficacy. Implications of this study are also discussed in relation to current implementation of career guidance and lifelong education policy in secondary schools.

In response to the early Education Reform Proposal's recommendation to provide more diverse opportunities for lifelong learning at the senior secondary level and beyond, there has been a considerable expansion in the post-secondary education sector -- Professional and Vocational Education (PVE) -- in Hong Kong over the past ten years. The curriculum intention underlying these PVE programmes is straightforward: to equip youth with the necessary knowledge and skills to face future work challenges and continue their studies. However, this ideal is being challenged with regard to the extent to which students are 'culturally literate'. This paper reports 214 Hong Kong PVE students' views about how important it is for people to possess the knowledge and skills for cultural literacy, and how well they think they are performing in relation to the corresponding indicators. Supported by qualitative interviews, the results indicated that the proposed eight constructs are critical to understanding cultural literacy in the Hong Kong PVE context. Also, while students agreed that these sets of knowledge and skills were important, they were not performing them well. A paired samples t-test suggested a significant difference between their perceptions and performance, and large values of Cohen's d confirmed the size of the effect was medium to large. Among the measured eight constructs, nurturing students for 'social and civic responsibility' was found to be critical. This paper will contribute to the discussion about how to better position the PVE curriculum in Hong Kong to nurture students' cultural literacy.

This article argues that Burton Clark's notion of the expanded developmental periphery provides a useful conceptual framework for examining the differing relationships between continuing and professional education units and the institutional core of traditional research universities. The intent is to examine how Clark's notion offers a means to detect and analyse factors that assist in empowering some units and, conversely, those that are disempowering and lead to a perception of marginalisation in others. The article begins by examining differing perspectives in the literature on the relationship between continuing and professional education units and the university core. It then revisits Clark's work on entrepreneurial universities before focussing on just one of the five transforming elements that Clark argues underscore the success of entrepreneurial universities-the expanded developmental periphery. The article explains how this notion was developed into a conceptual framework and was used in the author's own research examining the contribution that three continuing and professional education units made to their universities in Washington DC, Hong Kong and Sydney. Clark's notion has been used as a diagnostic tool, which may have a wider application for examining relationships between the institutional core and its periphery.

Hong Kong's ageing population is growing at an unprecedented rate. Over the past two decades, the government has implemented policies and innovative engagement activities for elders in areas including lifelong learning and community participation. This paper aims to discuss conceptual, policy and practical issues relevant to the participation of elders in lifelong learning; examine the role of government, providers and community agencies in developing policy and practice for elder learning in Hong Kong; discuss the "Elder Academy Network" approach to elder learning set up in 1997, which is marked by the retrocession to China and establishment of the Hong Kong Elderly Commission; investigate new directions in elder learning policy and practice; and finally, identify the needs for future research and policy development of lifelong learning for elders in Hong Kong.

This paper explores the notions of active ageing and elder learning in Hong Kong where a strategic approach to elderly education is applied by the government to encourage lifelong learning. The paper outlines the policy development and support for elder learning in Hong Kong in two distinct periods: pre-1997 and post-1997. The post-1997 period is marked by the retrocession to China and the establishment of the Hong Kong Elderly Commission to provide advice on policies and programs for meeting the challenges brought about by an ageing population. The pertinent needs for research are identified to review the effectiveness and adequacy of the policies and provisions for elder learning in Hong Kong. To determine whether such policies and provisions have achieved the desired outcomes, they must be subjected to rigorous evaluation. Only then can these policies and provisions claim to have achieved significant and important outcomes for Hong Kong.

Lynch and Purnawarman (2004:50) point out that "a solid electronic portfolio can show reflection, evolution of thought and overall professional development". Research shows that electronic portfolio assessment, if implemented thoughtfully, can successfully engage learners in critical thinking and problem solving, promote lifelong education, encourage self evaluation and allow learners to have a higher degree of control over the learning process (Pierson and Kumari, 2000; Mason, Pegler, and Weller, 2004). Given the value of electronic portfolios, there has been growing interest in using electronic portfolio assessment to support teacher education (Lynch and Purnawarman, 2004). In this paper, we discuss on-going efforts at the University of Hong Kong to design assessment tasks for a language awareness course entitled "Pedagogical Content Knowledge". The final-year student teachers taking the course are required to compile an electronic portfolio based on their reflections on the relevance and applicability of the issues relating to dealing with the content of learning in pedagogical practice discussed in the course. This paper sets out to describe and analyze issues relating to the design and implementation of the assessment, focusing specifically on the challenges that the research team faces. In our paper, we draw on a range of data, including student teachers' feedback on the assessment and in-depth reflections of two student teachers after the assessment to critically evaluate the extent to which the assessment has achieved the intended learning outcomes. The reflective study shows that apart from technical support, methodological and psychological preparation designed to help students to take on a more active role in the learning and assessment process are also needed to help students to perform effectively in the computer-supported assessment. Implications are drawn for those who plan to conduct electronic portfolio assessment in higher education.
