Many are concerned with education’s role in preparing societies to meet challenges related to globalization. Among various educational aims related to globalization is that of developing in young people a critical awareness of the lives of disadvantaged people, in their communities and across the world, to become compassionate, or socially responsible, ‘global citizens’. This general interest is shared by policy makers envisioning global or twenty-first century citizenship education, as well as by philosophers of education and social justice-oriented teachers. However, the aim of such education or its most appropriate pedagogy or schooling context is not always spelled out, owing to the controversial nature of various interpretations and recommendations related to poverty and injustice today (i.e., economic redistribution versus austerity; privatisation versus socialism).In this essay, I ask whether altruism can be usefully elaborated as an educational aim for global citizenship and social responsibility. First, I examine philosophical treatments of altruism such as by Thomas Nagel and Lawrence Blum, and consider the educational implications of significant features of a useful definition of the concept. Next, I juxtapose these views with those of Confucian and Buddhist scholars, to consider whether a universal value of altruism for contexts of west and east is plausible. Finally, I apply my conceptualization of altruism to Hong Kong curriculum, providing a concrete context for considering altruism as a useful educational aim. I end by highlighting the tension of teaching for altruism in settings (unlike Hong Kong) where moral education is contentious, while citizenship education is not. Copyright © 2013 PESA CONFERENCE.

Purpose: The purpose of this paper is to compare the curriculum developments of civic education in three emerging Chinese societies: China and two Special Administrative Regions of Hong Kong and Macao, which are increasingly under the impacts of globalisation in this information world.Design/methodology/approach: The analytical method is used and the following are identified: active and global civic education-related learning units and key themes and main contents in official curriculum guidelines and updated textbooks related to civic education.Findings: A major finding is that elements of both active and global citizenship, such as participation in the community and understanding about the world and thus forming multiple identities, can be found alongside their emphasis on enhancing national citizenship. Thus, ideas of global citizenship and multiple levels of citizenship from local, national to global start to develop in these three Chinese societies.Social implications: The implications of such findings of both active and global citizenship, as well as multiple identities, found in these three Chinese societies could be huge for informing civic literature and sociological point of views, in particular, pointing to the next generations receiving a broadened and transcended notion of multiple levels of citizenship, apart from local and national citizenship.Originality/value: The significance of this paper is that it argues that ideas of active citizenship in terms of community participation and global citizenship have been found in China, Hong Kong and Macao civic education curriculum and textbooks because of the expectations placed on students to compete in a globalized world, though national citizenship and patriotic concerns have been primary concerns. Despite the wealth of theoretical literature on globalization and global citizenship, empirical studies on the topic are lacking, especially in the context of pedagogical needs in relation to global citizenship education. In order to address this gap, a study was conducted in Hong Kong to investigate the attitudes of university students towards various dimensions of globalization and global citizenship. The initial results indicate that Hong Kong university students are generally quite aware of globalization's impact on the economy and personal consumption choices and that while there is considerable apathy towards international affairs, there is also a great interest in cross-cultural service learning opportunities that is not being met by the available programmes. Moreover, this study finds almost no association between age, gender, and religion and any of the measured dependent variables on attitudes towards globalization and global citizenship, the only exception being the factor of past intercultural experiences, where a significant difference in measured attitudes was found between respondents who had and respondents who had not participated in such experiences before. Explanations of the findings and the implications of findings for policy and future research are discussed.

This article adopts the critical theory approach to reflect and analyse the impacts of globalization on the internationalization process of higher education in the Asia-Pacific region. It argues that globalization forces many of the higher education institutions in the region to follow global practices and ideologies of the Anglo-American paradigm without developing their own unique systems and honouring the rich cultures of their own countries. While higher education institutions are indulging in internationalization in terms of marketization and economic pragmatism, they have to ask themselves, 'What is missing in the process of internationalization?' This article argues that internationalization of higher education contributes to building more than economically competitive and politically powerful states. It represents a commitment to the development of an internationalized curriculum where the pursuit of global citizenship, human harmony and a climate of global peace is of paramount importance.
