Research reveals that generic skills are essential for supporting students to not only finish school education but also achieve transition to the workplace and adult life. However, a comprehensive literature review found limited studies have been done to develop an assessment tool for examining the generic skills of students with special educational needs (SEN). Based on two sub-studies, the current study aimed to develop a short form of the Generic Skills Teacher-Rating Scale (GSTS) to assess six generic skills (i.e., Collaboration, Communication, Problem-solving, Self-management, Information Technology, Critical thinking) of SEN students. A total of 231 Hong Kong students from six special schools (including primary and secondary levels) participated in the two studies. Both CFA and Rasch analyses support a six-factor solution of the GSTS with reasonably good model fit indices. Researchers and educators may view the GSTS as an assessment tool, adding more information on SEN students’ generic skills beyond classroom settings to understand the daily-life functioning of students in special education and inclusive education settings. Background: Holistic competencies comprise various holistic skills (e.g., communication) and positive values and attitudes (e.g., empathy). There have been increasing efforts worldwide to foster students' holistic competency development within engineering curricula. While recent studies indicate a positive shift, it remains unclear whether such efforts are driven by only a handful of individuals or more widely supported by systemic changes to constructively align competency development with the engineering curriculum. Purpose/Hypothesis: This study investigates the extent to which endeavors to promote holistic competency development in Hong Kong's tertiary engineering education are supported by a broader, constructively aligned curricular system. The three key components of constructive alignment developed by Biggs in 2003—intended outcomes, teaching activities, and assessment—form the conceptual framework guiding this study. Design/Method: This study conducted document analysis of 245 engineering courses and interviews with five engineering instructors from three Hong Kong universities. Results: Only 34 of 245 syllabi analyzed incorporated holistic competencies in their intended outcomes. These outcomes were associated with both traditional and experiential pedagogies but were not matched with direct or explicit assessments. Data show that program leaders' conceptions of holistic competencies, instructor's limited capabilities, and issues assessing competencies pose challenges to constructive alignment. Conclusions: Challenges for achieving constructive alignment and recommendations for addressing them are discussed. Our findings highlight the need to train all levels of engineering instructors in student holistic competency development, to acquaint instructors with industrial experiences and expectations, to develop top‐down and bottom‐up reforms to refine engineering curricula, and to provide increased recognition for teaching quality and efforts. As many universities worldwide have incorporated holistic competency development into their course goals, developing assessment literacy in these competencies is placed high on the agenda. Yet, existing literatures on assessment literacy tend to focus on disciplinary knowledge, with little reference to holistic competencies. Based on 29 focus group interviews with 122 students from six universities in Hong Kong, this study first explores the extent to which previous conceptualisations of student assessment literacy also apply to assessing holistic competencies. Findings are subsequently used as a base for discussion towards a new framework of student assessment literacy in holistic competency development which constitutes four dimensions, i.e. knowledge, attitude, action and critique. The renewed framework incorporates features specific to holistic competency assessment, further highlights students' critical engagement with assessment, and understands learners as active agents who exercise discretion in holistic competency assessment. Hong Kong is moving towards a knowledge-based economy. In order to nurture and motivate a population to continuously achieve world-class success, Hong Kong‟s education system has been reformed extensively since 1997, with a balanced focus on academic and practical learning. Generic forms of learning outcomes are critical to allow students to demonstrate high flexibility and adaptability in response to ever-changing challenges in the future. By using two well-validated instruments which measure students‟ achievement of generic learning outcomes and their engagement in schools, the cultural literacy and student engagement scales, this study aims to assess the development of generic learning outcomes of Hong Kong senior secondary school students, the extent to which students are well-equipped with the skills to succeed in a knowledge-based economy. The results of a survey study of 1,715 students inferred that their performances were not up to standard and questioned in particular the success of the New Senior Secondary (NSS) school curriculum. A regression model further suggested that these generic learning outcomes could largely be explained by how schools plan and facilitate students‟ learning inside and outside the classroom. It is argued that the primary role of NSS schools should focus to provide students with meaningful and useful learning experiences so as to achieve the curriculum goal of fostering their generic learning. Capstone projects are common in undergraduate programmes, providing students with a culminating educational experience designed to draw on the knowledge and skills accumulated over the course of their studies. While there are many benefits to capstone projects, they are not without challenges. In particular, when these projects are conducted in groups, forming groups to optimise the learning outcomes and managing group dynamics can be challenging. In this article, we report on the analysis of data collected from 346 undergraduate business students who completed capstone projects at a Hong Kong university. Measures included students' learning goal (mastery and performance), satisfaction with their supervisor and group diversity in relation to gender, prior academic achievement, self-report nationality and programme of study. Analysis of this data in conjunction with student grades for the project was conducted to inform improvements in design and delivery of the capstone subject to improve students' learning outcomes. The results showed that for groups consisting of three students, group diversity in respect to prior academic achievement as measured by grade point average (GPA) is positively related to the grade achieved in the capstone project. However, diversity in respect to the nationalities in the group was related to poorer performance. Furthermore, the more teacher-focused the group supervisor's approach was, the worse the grade achieved for the project. The results suggest that groups made up of students of different nationalities tend to have lower grades compared to homogeneous groups. In contrast, having a group with a mix of GPAs can result in higher grades on the project. While these findings have informed our understanding of group performance on capstone projects, work is needed to fully understand what underlies the diversity effects identified which will be explored with future cohorts. The Hong Kong Secondary Education system moved from the traditional “5 + 2 + 3” system to a new “3 + 3 + 4” structure in 2012 with emphasis on whole-person development. Under the new reform, students are required to undertake a block of new general education (GE) subjects apart from their disciplinary-specific education in their university curriculum. While prior studies mainly investigated the reform of GE and curriculum design, empirical studies on the perceived benefits of GE are sparse. The current study primarily aims to investigate the impact of GE on the generic skills of university students. A survey of 424 undergraduate students enrolled in a self-financing programme in four higher educational institutions in Hong Kong was conducted. The perceived benefits of GE were measured by seven variables, including communication, critical thinking and problem solving, team-work, leadership, lifelong learning and information management skills, ethics, and professional moral knowledge. This study can contribute to the understanding of the interrelationship between GE and the development of generic skills. Results will provide a guideline for educators and management when planning, developing, designing, and reviewing the general education curriculum.

To facilitate lifelong learning, recent education reforms have emphasized the development of generic capabilities. However, despite various lists found in previous studies, generic skills and capabilities have neither been well defined nor statistically validated. The present study attempted to (a) conceptualize generic capabilities in terms of 3 dimensions--cognitive, academic, and self, and (b) test the construct validity of generic capabilities using confirmatory factor analysis. Students who attended a continuing education program that was designed to provide an alternative pathway for students who failed in the Hong Kong secondary school system to pursue continuing education (N=2,806) responded to 13 survey items about their generic capabilities before the program (Time 1) and 13 parallel items after it (Time 2). Results supported a multidimensional structure of generic capabilities with the three dimensions at each time point. The conceptualization of a multidimensional structure provides a useful framework for the study of generic capabilities. It also calls for attention to the importance of generic capabilities in curriculum design.
