The Hong Kong government had implemented a new senior secondary education system from the school year of 2009-2010. This paper is to review the educational reform and discuss the issues arising from the Managerialism Approach used in the reform and provides some suggestions for the impact of change.

This paper focuses on the impact of globalization in the domain of higher education, particularly, design education. It reviews how globalization may affect educational policy and planning in Hong Kong by drawing on an empirical study involving senior management, a course leader and a design trainer/facilitator. This paper not only illustrates the challenges of globalization to education sectors worldwide, but also brings the merits of globalization in education to the fore and considers the challenges that it presents to multidimensional phenomena. The diversity of curricula; professional mobility; accountability and quality remain as parts of a continuing dialogue in the context of the global community. Research into these issues could trigger and influence thinking on how local design education (in the tertiary and higher education sectors) might be restructured to satisfy educators' hopes and desires for an ideal future in which design is promoted as being more imaginative, innovative, and eliciting wider responses to ideas, experiences, feelings, emotions, and intercultural cooperation in a globalizing world in both developed and developing nations. Rich data were collected through a series of individual interviews with design students, teaching staff and design practitioners together with a focus group discussion with key members of a curriculum planing team. This data were analyzed with reference to current literature on globalization, education reform and course planning strategy. The author was inspired by the fact that globalization drives changes in education towards global perspectives. However, institutions, society, stakeholders and the public, as well as governments in this global world, should be sharing the goal of ever-increasing excellence in teaching combined with concern for local and global contexts. The impact of globalization on education (design education) is a subject of debate and discourse within the whole global community.

新高中通識科與社會科學有著相似的特質，可培養學生社會科學的想像力和透視力，及應讓學生在學習社會科學中發展多角度和批判思考的能力。同時，本文也指出新高中通識科在培養學生的思考能力時可能遇到的挑戰，並提出相關的建議。
Liberal Studies in New Senior Secondary Curriculum and the disciplines of social sciences share similar attributes. Therefore, fostering students’ social scientific imagination and perspective, and teaching students the knowledge and theories of social sciences will contribute to develop students’ multi-dimensional and critical thinking. Furthermore, this article also offers suggestions to overcome the challenges of developing students’ multi-dimensional and critical thinking.

Globally, vocational and lifelong education reform now places greater stress on employability skills rather than only simple technical skills. This study undertakes a thorough review of the vocational education curriculum offered at one institution in Hong Kong so as to explore personal development opportunities that support the development of skills useful to both employability and broader personal development. Data was collected from multiple sources, including documents, questionnaires and interviews: a range of rich sources from different perspectives that explore the truth of students' personal development opportunities. The study findings indicate that personal development opportunities at the pilot institution are ineffective and a review of existing personal development training is recommended. More innovative new learning strategies should be introduced in and out of class activities to facilitate personal development for students. This study offers a practical guide regarding personal development for educators, and formulates an active learning model to support people development.<

背景：為配合教育改革及學生成長的需要，本港小學於2002年推行「全方位學生輔導服務」體系，此體系涵蓋四個範疇，本研究選取了「政策及組織」範疇中之建構學校關顧文化作探討，探究香港小學的教職員如何建構學校之關顧文化。
目的：探究建構學校關顧文化之優良範例及其背後之促成因素。
研究對象：三個聚焦小組及四所個案學校的輔導老師。
研究方法：分析聚焦小組及個案學校之半結構式訪談。
研究結果：受訪輔導老師提出了很多建構關顧文化之優良範例，而促成因素有三個，包括校長之帶領和示範，教職員團隊之策動和鞏固，及全校教職員和師生之參與。
結論：研究提出了建立學校關顧文化之範例和促成因素，給教育工作者、政策制定者和師資培訓者帶來啟迪。
Background: To tie in with the education reform and cope with needs of students' growth, all primary schools in Hong Kong has implemented the Comprehensive Student Guidance System since 2002. The system covers four domains of services. This study looked into cultivating school caring culture which belongs to the domain of "policy and organization" and investigated how staff of primary schools in Hong Kong cultivates school caring culture.
Purpose: To investigate good practices of cultivating caring culture in schools and factors causing the success.
Sample: Three focus groups and student guidance teachers of four sampled schools.
Method: Analysis of responses collected in semi-structured interviews of focus groups and sampled schools.
Results: Participating student guidance teachers mentioned many good practices of cultivating caring culture and three factors causing the success, including leadership and acting as role models by principals, encouragement and strengthening of the culture by teaching teams, and participation by all teachers and students of the schools.
Conclusion: This study brought up good practices of cultivating school caring culture and factors for success thus has significant implications for school practitioners, policy makers and teacher educators.

The ascendance to popularity of the liberal ideologies and the concepts of political economy of education will be put forward as the root cause for an increasing subordination of education objectives to national economic goals. Through a case study of the educational development of Hong Kong, this paper will evaluate the extent to which educational planning and policy decision should be guided by economic considerations. Although the rapid economic growth of Hong Kong and the rapid expansion of its education system in the past decades took place in parallel, there is no evidence that Hong Kong's economic success is directly brought about by its education. It will be concluded that apart from economic contributions, education has its own intrinsic values. While economic considerations are useful for planning and policymaking at a macro level, it may not be appropriate to indiscriminately apply economic principles in an intrusive way to direct the priorities of institution management and classroom teaching.

This paper explores the construction of local and national identities among secondary school students in post-colonial Hong Kong. As a Chinese society that has undergone a prolonged period of British colonial rule, the reunification of capitalist Hong Kong with the motherland under socialism in 1997 has set the context for a negotiation of identities. It has been revealed that the Government of the Hong Kong Special Administrative Region has tried to foster a stronger sense of national identity and a sense of belonging among the younger generations through its education reform measures in the new millennium. Nation-building is part and parcel of the reform, although it is being interpreted and implemented diversely by local officials, school principals and teachers. The intersecting and overlapping nature of students' different identities has set the parameters of their identity formation but allows different latitudes of observance and/or choice of different identities.
