Service-learning (SL) is a pedagogy that can consolidate students' learning of academic knowledge and nurture their care about the needy in the community. In the West, SL is a popular pedagogy to promote civic engagement in high school students. In contrast, although high schools in Hong Kong emphasize the importance of community service provided by high school students, such service is seldom conducted within the context of academic service learning. In response to the lack of systematic academic SL programs for high school students in Hong Kong, we have launched a project supported by Chow Tai Fook Charity Foundation and Keswick Foundation to promote SL amongst high school students in Hong Kong. Besides developing an online training program on Service-Learning for high school students, we argue that there is a need to strengthen the leadership foundation of students who intend to carry out SL. As such, we have developed an online Service Leadership education program based on the Service Leadership Theory, which highlights the importance of 3Cs (competence, character and care) of an effective leader. In this paper, we outline the design and content of an online Service Leadership education program for high school students which is unique in the literature on youth leadership particularly in different Chinese contexts. © 2023 Nova Science Publishers, Inc.

While participation in occupying protest is publicly remarkable, its impact on participants' approval of government, is empirically uncharted. Meanwhile, current research and theory have not been consistent about the impacts of protest participation specifically and civic engagement generally. As the impacts are particularly of concern to college education and democratization, the present study surveyed 527 college students in the Chinese metro- polis of Hong Kong to clarify the impacts. Results reveal that both occupying protest participation and civic engagement increase since the participation tended to reduce approval of government substantially. Such reduction reflects competing commitment between government and protest and civic organizations. The results thus show that the participation and engagement represent challenges to government to meet participants' concerns. Copyright © 2021 Elsevier.

This special issue of Educational Philosophy and Theory considers the Hong Kong Umbrella Movement as an educational event, which has impacted attitudes and outlooks and conceptions of young people’s role, of education, and of society. This essay serves as an introduction to the more substantive pieces that follow. It describes two alternative perspectives on youth civic engagement in Hong Kong historically; and in so doing, it addresses some of the challenges related to free academic expression that hinder scholarly research and publishing on the area of Hong Kong-China relations looking into the future. Drawing on two surveys conducted before and after the 2014 Umbrella Movement, this paper discusses the dynamics of how Hong Kong (HK) university students constructed their own ideals of citizenship. The former survey reveals that HK university students’ ideas about citizenship were mainly associated with their visceral sense of HK belonging. They aspired to social movements as a site for learning and exercising citizenship. However, the findings of the later survey show that students’ sense of HK pride, identity, attachment, and interest in voting were in decline. Such changes were partially due to their feeling of political exclusion and disappointment, and partially due to their unpreparedness to make informed decisions or judgement in the contested political sphere. I argue that students’ experiences mirrored unresolved problems in HK politics and citizenship education, and have implications for the civic role of HK higher education alongside the global wave of youth activism. This study aims at assessing the existing effort in civic education in Hong Kong secondary schools after the implementation of the 3-3-4 educational reforms from 2009 onwards. The assessment framework is based on the IEA civic education model (Torney-purta et al., 2001). Qualitative data were collected from focus group interviews from 18 Form 3 students of four schools. The findings support the previous research that adolescents engaged actively in the process of political socialization. Rather than political activities, the majority of interviewees preferred to engage in social activities. Moreover, interviewees held positive beliefs in civic efficacy in changing school policies though they might not be confident to change government policies when they became adults. Interviewees suggested having more "space" in the present civic curriculum by allowing more discussion / activities on current issues or news. Finally, students had positive comments about existing efforts in civic education during Liberal Studies lessons.

Hong Kong underwent tremendous changes after the transfer of its sovereignty to China in 1997. This study attempts to explore the changing role of schools in preparing students for future democratic citizenship in the post-colonial era. Different researchers have postulated that schools play a crucial role in the political socialization process in meeting the developmental needs of adolescents. A mixed-method sequential explanatory research design was adopted to assess the effectiveness of Hong Kong schools in promoting civic learning. The significance of the present study was to analyse the school context by using the assessment framework from the International Association for the Evaluation of Educational Achievement (IEA) Civic Education Study (CivEd) to generate citizenship education studies. An extensive review of research related to the role of schools through formal and informal curricula was conducted. This process helped extend the current understanding of the effectiveness of the political socialization in secondary schools in Hong Kong and contributed to the further development of the research on political socialization in the Chinese context. The findings from this study would help educators or policy makers rethink the future role of schools in citizenship education.
