Within the context of the broad application of online teaching and learning during the COVID-19 pandemic, this chapter aims to explore two questions: What are the well-being challenges for Hong Kong university students in online learning during the pandemic? And what are university students’ responses to these challenges? This chapter is based on a quantitative analysis of the well-being-related survey data collected from 1227 Hong Kong university students. From the perspective of well-being, this chapter finds that the sudden transformation to online learning has brought many issues related to Hong Kong university students’ physical (like eye fatigue) and psychological (like increased stress) status. These issues have been augmented by the compact living situation of some university students from low-income families in Hong Kong. This chapter proposes that higher education institutions and instructors should ensure students’ physical and psychological well-being through course restructuring (e.g., scheduling frequent breaks and applying interactive tools to increase student engagement) and relevant professional development programs for instructors (e.g., online platform training and online course design and delivery). Higher education professional development trends increasingly focus on areas of quality improvement, quality assurance and optimal technology delivery models to achieve academic excellence. World-class universities rely on their faculty professional development centres for an array of professional development programmes to support teaching, research and student learning. This article examines faculty development centres at eight world-class universities in Australia, China, the United Kingdom and the United States: Australian National University, London School of Economics and Political Science, Carnegie Mellon University, University of Hong Kong, University of Melbourne, University of Oxford, University of Pennsylvania and University of Pittsburgh. Findings from this study include the structural characteristics of each centre as well as a summary of best practices in terms of programme development and resource management. In Hong Kong higher education, students' learning outcomes are increasingly treated as evidence to inform course and teaching improvement. Therefore, outcome-based teaching and learning (OBTL) has been encouraged by the University Grants Committee (UGC) since 2007. OBTL has gradually been implemented by Hong Kong higher education institutions (HEIs) to enhance student learning outcomes. Relating OBTL to the social cohesion/regulation matrix, this chapter aims at analyzing how OBTL is being implemented by the HEIs in Hong Kong. Given the high institutional autonomy and academic freedom afforded to individual HEIs, each university has established its own systematic framework for integrating outcome-based approaches into its teaching, learning, and assessment. Unlike other higher education systems in Asia with strong government supervision, the government in Hong Kong acts as an enabler and facilitator, leaving the UGC to invite international experts as an independent audit body to assure the quality of student learning. As a result, this chapter chooses the eight UGC-funded universities to investigate how they engage their faculty members in OBTL, and what the enabling and hindering factors are. Based upon the social cohesion/regulation matrix, the Hong Kong higher education system is featured by the individualist way of promoting OBTL. Nonetheless, while universities are empowered with institutional autonomy to decide upon teaching, and student learning matters, their strong orientation with OBTL means they cannot simply do whatever they like. Adopting a robust quality assurance mechanism in evaluating university performance through University Accountability Agreements, the institutional autonomy that universities enjoy rests heavily upon their performance in teaching and student learning, which is assessed through rigorous international benchmarking via the Quality Assurance Audit conducted by the UGC and research performance through the Research Assessment Exercise.

This chapter discusses the development and role of graduate education within a liberal arts college context by examining the case of Lingnan University, Hong Kong. With a student-centered focus, Lingnan University applies evidence-informed teaching and experiential learning to integrate liberal arts education, graduate programs, and research to enhance students’ learning experiences and maintain the core of whole-person education. Lingnan University’s efforts demonstrate the potential of developing graduate education in the liberal arts context, which can serve as implications for other liberal arts higher education institutions. The outbreak of the COVID-19 pandemic in early 2020 has brought tremendous challenges to higher education teaching and learning. Much attention has been put on online course construction and delivery to ensure the effectiveness of online learning. However, higher education assessment deserves more attention as it is also significantly impacted by the sudden switch from face-to-face to online. To examine how higher education institutions responded to the challenges in higher education assessment during the pandemic, this chapter conducted a case study of postgraduate programs at Lingnan University (LU) in Hong Kong to explore an appropriate assessment framework for online learning in a liberal arts education context. Through a quantitative approach, this study surveyed taught postgraduate students to explore the effectiveness, efficiency, and fairness of the assessment approaches applied by LU faculty members in the online and hybrid-mode classes. The COVID-19 pandemic outbreak has forced online teaching and learning to be the primary instruction format in higher education globally. One of the worrying concerns about online learning is whether this method is effective, specifically when compared to face-to-face classes. This descriptive quantitative study investigates how students in higher education institutions in Hong Kong evaluated their online learning experiences during the pandemic, including the factors influencing their digital learning experiences. By analysing the survey responses from 1,227 university students in Hong Kong, this study found that most of the respondents felt dissatisfied with their online learning experiences and effectiveness. Meanwhile, this study confirms that respondents? household income level and information technology literacy affected their online learning effectiveness. Moreover, this study highlights the significant contributions of the community of inquiry, which places social presence on the promotion of a whole person development that could not be achieved when relying mainly on online learning. Findings encourage university leaders and instructors to search for multiple course delivery modes to nurture students to become caring leaders with the 21st century skills and knowledge set. • COVID-19 pandemic significantly decreased international student mobility. • Mainland China and Hong Kong university students lack interests in overseas study. • East Asia countries and regions become popular studying abroad destinations. • Health and safety become students' primary concerns for studying abroad. • Post-pandemic management becomes a key factor in attracting international students. The study critically examines how students in Mainland China and Hong Kong conceive overseas studies plans against the COVID-19 crisis. Amongst the 2739 respondents, 84 % showed no interest to study abroad after the pandemic. For those respondents who will continue to pursue further degrees abroad, Asian regions and countries, specifically Hong Kong, Japan and Taiwan, are listed in the top five, apart from the US and the UK. The pandemic has not only significantly decreased international student mobility but is also shifting the mobility flow of international students. This article also discusses the policy implications, particularly reflecting on how the current global health crisis would intensify social and economic inequalities across different higher education systems. Eight University Grant Committee (UGC)-funded public universities in Hong Kong positively and successfully responded to the global call for sustainability efforts in higher education institutions (HEIs). Various initiatives are transpiring within these eight campuses. The Hong Kong Sustainable Campus Consortium (HKSCC) was co-established by eight UGC-funded universities, which is an excellent example of integrating resources and efforts to achieve sustainable development goals and exert positive social impacts. Through interviews with HKSCC administrators and members and reviewing relevant documents, this study aims to examine the roles and challenges of HKSCC toward Hong Kong HEIs’ sustainability efforts, and present the good practices and achievements of HKSCC. Findings of this study reveal that although HKSCC and each UGC-funded university contribute in reaching the sustainability goals, they should pay considerable attention to the external impact of sustainability practices on communities and society. Moreover, we propose that the sustainable development of public universities in Hong Kong should look beyond the narrowed definition of sustainable development and broaden their roles to exert a social impact by addressing the negative consequences of the massification, privatization, and internationalization of higher education.

The cost of higher education (HE) continues to grow at an unsustainable rate in many country contexts, including in East Asia. With recent and projected HE growth in this region, HE administrators are increasingly faced with how best to provide cost-effective delivery while at the same time addressing how to meet workforce demands of increased quality, accountability, and international standards of excellence. In this article, we examine good and best practices of HE finance models in China, Hong Kong, and Taiwan. A primary objective of this article is to highlight a select number of exemplary models of HE financing that can reduce or at least help level off this unsustainable trend. We conclude with recommendations to assist policy makers, government planners, and HE administrators in their attempts to meet the financial challenges of today and in the future.
