Minoritised students with dis/abilities in Hong Kong may face aggregated challenges. As a minoritised student with dis/ability or impairment, they may be doubly marginalised or triply marginalised, as in the case of a female or poor minoritised student with dis/ability or impairment. Little is known, however, about these students or about the underpinning philosophies of existing support. Adopting an intersectionality approach and dis/ability critical race theory (DisCrit), this paper explores the educational provision and existing support measures for minoritised students with dis/abilities and the issues and challenges faced by them. It draws on various policy documents from related government departments and others. The paper presents three theoretical arguments: (1) that dis/ability discourse needs to be more inclusive; (2) that the medical model currently provides limited support for minoritised students with dis/abilities in Hong Kong; and (3) that a social model, rather than the current medical model would provide inclusive support. This edited book highlights the identities and practices of ethnically diverse families and schools in contexts where multicultural policies are not always a priority. In an era of globalization and ensuing population mobility, it places a focus on Asia-Pacific, a continent with diverse customs, populations, and languages, but grapples with what it might mean to be multicultural.The book features studies and frameworks that illustrate how minoritized communities engage with the diversity they live in and strategies in adjusting and adapting to their sociocultural environments, including practices that might support these efforts. This book represents initiatives and interdisciplinary scholarship from Japan, Hong Kong, mainland China, Australia, South Korea, Thailand, and Taiwan, which underscore the intersection of identities, cultural values, efforts, conflicts, and religions in making diversity work in their contexts. Collectively, these works make a unique contribution by invigorating debates on the flows and evolvement of cultural values and practices within and across families and institutions.This book will appeal to researchers, practitioners, and readers with interest in the current state of cultural diversity among minoritized families in Asia-Pacific and beyond. There is a growing literature including popular media articles reporting many issues about the current education provision for the ethnic minority students in Hong Kong. The Equal Opportunity Commission has also formally noticed Education Bureau of its concerns about the education of ethnic minority students. It especially recognized an issue with reference to the disproportionately low participation rates of ethnic minority children in upper secondary and post-secondary education compared to the majority ethnic Chinese children. This paper uses two important frameworks to focus on the extent of ‘out of school’ ethnic minority children in Hong Kong i.e. ‘Five Dimensions of Exclusion’ by UNICEF and the UNESCO Institute for Statistics and ‘Seven Zones of Exclusion’ by Consortium for Research on Educational Access, Transitions and Equity (CREATE). An analysis of 2006 census data confirms that a good number of ethnic minority children are not within the school; this includes the pre-primary, lower secondary, upper secondary and post-secondary age-group children. This paper concludes with suggestions concerning a research and policy agenda in the area of ethnic minority education in Hong Kong. In 2013 the newly elected Chief Executive of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China delivered his first Policy Address. Among other things, it highlighted the issues of education for ethnic minority students in Hong Kong focusing on Chinese language difficulties. This paper reviews the Chinese language issues for ethnic minority students as well as other issues and challenges that have been raised. It draws on education reform documents, available policy documents from the Education Bureau (EDB) and other departments regarding the educational provision for ethnic minorities, the Race Discrimination Ordinance (RDO), census and statistics reports including the recent ‘2011 Population Census, Thematic Report: Ethnic Minorities’, existing literature and newspaper articles. While the focus of the discussion is on the challenges that ethnic minority students are facing inside the school, the issue of the ‘out of school’ or ‘dropout’ phenomenon for such students is also highlighted. The paper concludes by suggesting that an exclusive concern with Chinese language education misses other significant issues that impact on the education of ethnic minority students in Hong Kong. This chapter explores different factors that contribute to the school failure of ethnic minority young people in Hong Kong. It draws on a case study approach based on 15 in-depth interviews with 11 “out of school” ethnic minority young people, of whom 6 were dropouts, 4 were at risk of dropping out, and 1 never attended a school. It was also augmented with an additional 22 in-depth interviews with 20 other stakeholders related to ethnic minority education including 3 principals, 6 teachers and support staff, 3 school social workers and NGO professionals, 2 government officials, 3 ethnic minority community leaders, and 3 parents. Several themes were created using schema analysis that help explain different factors making them “out of school.” It has been common to attribute school failure for ethnic minority students in Hong Kong to problems with Chinese language education, yet this study shows that a number of other interrelated factors contributed to their lack of successful schooling. The key influences are multilevel – with individuals themselves, within families, within schools, and within the community. Implications are drawn at the levels of policy, practice, and theory to better support ethnic minority young people’s schooling success in Hong Kong. Current educational development discourse is characterized by the Sustainable Development Goal Four (SDG4) that aims to “ensure inclusive, equitable and quality education and lifelong learning opportunities for all”. This paper explores the challenges of achieving SDG4 for Hong Kong in regard to ensuring equitable and quality educational opportunities for its ethnic minority young people, with a particular focus on equality in educational outcomes. The paper argues that school failure of ethnic minority students in Hong Kong is an educational outcome issue which poses significant challenges for Hong Kong to achieve SDG4. In addition to the Chinese language factor, there are many other interrelated factors at students’ individual, family, school and community level contributing to ethnic minority students’ school failure in Hong Kong. Unless all of them are addressed, it will be hard to achieve any marked success against school failure. Above all, an education policy is needed that recognizes and responds to cultural diversity to support Hong Kong’s ethnic minority students.

School participation rates in Hong Kong are acknowledged to be high but not always for the city’s ethnic minority students. Case study was used to portray the ‘out of school’ phenomenon for ethnic minority students at a secondary school in Hong Kong through the experiences of one such ethnic minority student. Morshed, a Pakistani student, participated with the researchers in an unstructured in-depth interview. In addition, interviews were also conducted with the principal, two teachers, and one support staff from the school. The study showed the complex interaction of school contexts and personal life issues that influenced Morshed’s dropping out of school. Implications are drawn for providing better school support that can facilitate more positive schooling experiences for Hong Kong’s ethnic minority students.

This paper reports a case study on Maneesha Rai, a Nepalese girl living in Hong Kong and an “out of school” student. Based on in-depth interviews, a case was constructed of her previous school days and current “out of school” days. These provided a vivid picture of her life and several themes were created using schema analysis that help explain the reasons for her “dropping out” of school after Form Five. It has been common to attribute school failure for ethnic minority students in Hong Kong to problems with Chinese language education. Yet Maneesha’s case study shows that her experience of failure in other subjects such as Mathematics and Science contributed to her lack of successful schooling. Maneesha’s school failure was more than simply a consequence of academic failure. Rather, there were many other interrelated factors such as peer and community factors, dropout history in the family, racism, differences in schooling culture found that contributed to her school failure. In addition, Maneesha, like many of her ethnic minority friends, enjoyed the freedom afforded her in Hong Kong, but it seemed such freedom also meant inadequate attention from her teachers.

Hong Kong is a predominantly Chinese society but just over 6 percent of the population is made up of ethnic minorities. This composition flows into schools where teachers in selected schools need to cater for a diverse school population. The purpose of the present study was to investigate whether assessment environments in Hong Kong schools are able to cater for the learning motivation of ethnic minority students as well as their Chinese peers. Students were surveyed to gain an understanding of the assessment practices they experienced as well as their own learning motivation goals. The results indicated that both Chinese and ethnic minority students experienced teacher-dominated assessment environments most often, and each group strongly endorsed learning motivation goals that stressed academic development and competence. Both groups of students provided moderate support for social learning goals, with somewhat stronger support coming from ethnic minority students. Teachers can build on ethnic minority students' strong learning orientation by providing high-quality feedback even in a teacher-dominated assessment environment. A more interactive classroom characterised by feedback may provide teachers with a better idea of the learning needs of all students.
