Educational issues in relation to ethnicity and language education policies have been underexplored in Asian contexts. In particular, issues related to ethnic and linguistic minority students have not received much attention in the post-colonial context of Hong Kong. This paper highlights challenges and tensions faced by Nepali ethnic minority students in two Hong Kong schools arising from language policies adopted by the post-colonial government. Based on data arising from interviews with 28 secondary school Nepali students in 2013 and 2014, and an observation of two schools with a sizeable population of Nepali ethnic minority students over a period of more than two years, this paper investigates how students face the pressures of learning through the medium of either English or spoken Cantonese and written Chinese. Analysis of the data reveals that these students face inequities in schools due to neglect of attention to their overall educational development, discrimination in the institutional settings, and lack of opportunities to maintain their own heritage language and identity. Based on the findings, this paper proposes a multilingual education model for ethnic minority students, drawing on the models set out in Adamson and Feng (2014. "Models for Trilingual Education in the People's Republic of China." In Minority Languages and Multilingual Education, edited by D. Gorter, V. Zenotz, and J. Cenoz, 29–44. Dordrecht: Springer), which has potential to redress the balance.

Since the mid-1980s,a number of East Asian societies have consistently performed well in international tests, and these 'high performing' education systems have emerged as models of 'best practice'. Policy makers in England (as well as some other Western systems) have been keen to reference Hong Kong, Singapore, Shanghai and South Korea when developing and promoting their own reform agendas. Although Hong Kong has been extensively cited and praised by politicians and their advisers in England local dissatisfaction with the education system has prompted a series of major education reforms. This mismatch between the two policy communities in their perceptions of the strong features of Hong Kong education is explored in this paper using documentary analysis and semi-structured interviews with policymakers and other key stakeholders. We analyse the ways in which features of Hong Kong's education system are reconstructed, used, and manipulated in policymaking in England. We argues that the referencing of Hong Kong is an act of political theatre, reminiscent of a pantomime, a traditional performance built around stereotyped villains and heroes, narratives of good conquering evil, and comical set-pieces that sometimes verge on the farcical.

We Vincent Kan and Bob Adamson use a theory-informed language policy analysis tool and conjecturing whether it is possible to make reliable policy outcome predictions. They look into the language policies of Hong Kong since its 1997 political handover, in particular the medium of instruction language for secondary schools, and make beforethe-fact predictions on the long-term outcomes.

Background: This paper analyses the role of, and approach to, policy referencing and borrowing in Hong Kong’s recent reforms that culminated in the creation of its New Academic Structure and the Hong Kong Diploma of Secondary Education. Main argument: It argues that Hong Kong has gone further than most jurisdictions not just in responding to global influences on education reform, but in taking explicit steps to internationally benchmark its curriculum and assessment, and in involving the global community at multiple levels in the process of education policy planning and implementation. Sources of evidence and method: The paper is based on the documentary analysis of policy documents in Hong Kong, and 23 interviews with key stakeholders in the policy network, including policy-makers, practitioners and community leaders. Discussion and conclusions: While policy referencing and borrowing in the Hong Kong context can, in part, be traced to a colonial legacy, the Special Administrative Region of China demonstrates a collaborative approach to education reform involving local and international engagement that may be relevant to other systems. Its approach was informed by a measured use of policy referencing that involved ‘horizon scanning’ of other systems’ policies and practices; international benchmarking; and engaging international expertise to facilitate implementation.

Over the past decade, the education systems in mainland China and Hong Kong have implemented major changes to language policy. In China, English has been introduced at Primary 3 level, while in Hong Kong the initial post-handover guidelines have been effectively reversed by the so-called “fine-tuning” of the language policy in 2009, which favours English as the Medium of Instruction. In both places, there is also huge parental demand in the Kindergarten sector for helping young children to learn English. This paper uses the triadic framework of Fagerlind and Saha (1995) that comprises political, socio-economic and educational perspectives, to understand the phenomenon of English in terms of its role and status in education in mainland China and Hong Kong, and to identify the implications of these language policies. It finds that, while the learning of English at a young age can benefit the children in preparing them for socio-economic advancement, there are issues of social equity, identity, resourcing and curriculum balance that need to be addressed. While the focus is on mainland China and Hong Kong, the findings are relevant to many education systems in the Asia Pacific region where English is a foreign language.

English is an important language in Hong Kong, an international city located on the southern coast of the People's Republic of China that, for over 150 years to 1997, was a British colony. This paper describes and analyses changes in teaching methodologies in the English language curriculum formally proposed for Hong Kong junior secondary schools from 1975 to the present day, to study how the curriculum developments reflect interrelated social, political, economic, and cultural factors of the period and the ideology in educational circles that was pre-eminent at the time. It finds that, while the rhetoric of the curriculum has changed in accordance with shifts in socio-economic conditions, the curriculum content and pedagogical approaches implemented in the classrooms have proved more constant across time. The paper suggests some explanations for the resultant curricula tensions.
