為了推動香港小學管理的優化，教育局 2019 年接納教師專業發展專責小組意見，調整香港小學副校長的薪級，這令小學副校長的進修受更多的關注。2010 年已有本地研究發現人力管理是小學副校長擔當的職責，為了進一步了解小學副校長在這方面的進修需要，香港初等教育研究學會於 2013 年進行一個相關調查。此文將結合該調查數據和新近文獻，分析香港小學副校長在人事管理的發展需要，並就其在職培訓作出適切的建議。In order to promote the optimization of primary school management in Hong Kong, the Education Bureau accepted the advice of the Teacher Professional Development Task Force in 2019 to adjust the salary scale of vice-principal in Hong Kong Primary Schools. This has made the vice principal's training more concerned. In 2010, local research found that personnel management was the responsibility of vice-principal in primary school. In order to further understand the needs of the primary school vice-principal in this area, the Hong Kong Primary Education Research Association conducted a related survey in 2013. This article will combine this survey data with recent literature to analyze the development needs of Hong Kong primary school vice-principal in personnel management and make appropriate recommendations for their on-the-job training. 近年，香港教育當局落實了校本管理的政策和推行著多項教育的變革，在學校大大增加了中層人員的工作量和他們在領導方面的需求。最近的研究指出，有很多學校的中層人員在領導方面遇著很大的困難，它們主要來自四方面：對自己領導的信心不足、同工的不合作、與校長不合拍、及環境的影響等，以致大大影響中層人員領導方面的信心與效能。其中「與校長不合拍」可能有很多原因，如雙方是否願意充分合作、溝通是否足夠、彼此是否遷就對方的處事方式等等。有研究亦指出，聰明且有幹勁的管理人員，常會忽略調理與上司的關係，最終傷害了自己及危及组織。要成為高效能的中層領導，他不僅需要努力建立團隊的關係，還要與上司有良好的關係及得到他的支持。本文以小學中層人員及校長為研究對象，透過面談，瞭解中層人員與校長之間相處的困難及協作方式，並且作出分析及建議。

為了跟進香港小學設立副校長職級後，研究小學副校長對專業發展的需要，香港初等教育研究學會於2010年開展了一個問卷調查。此論文將結合相關的研究資料和國際文獻，分析和討論香港小學副校長的專業發展需要；並就相關培訓課程作出適切的建議。

隨著新來港兒童的增加，政府撥出了額外的資源，以學校為本的方式，為這些學童提供支援，讓他們能夠漸漸適應香港的環境，最終能融入香港的社會。適值香港教育當局大力推行「校本管理」，校方能有較大的自主權去運用資源，有助於推行新來港學童教育。本文透過訪問幾位校長，了解校本管理的配合及校長的領導對新來港學童教育的重要性。

香港自1991年開始推行「學校管理新措施」，1997年教育統籌委員會第七號報告書落實「校本管理」，以至2000年全面在香港官立及津貼中小學校推行「校本管理」，迄今已超越10年。最近政府更擬立法改變辦學團體的管理學校模式，使其他持份者有機會及有名份參與學校的決策。中華基督教會香港區會為香港主要辦學團體之一，早於1997年已開始在中央校董會架構下，設立了個別學校之「學校管理委員會」，至今運作多年。本文內容主要介紹該辦學團體下放權力之進程，及報告有關最近發給「學校管理委員會」委員問卷調查之結果。研究回收的問卷共200多份，本文會就辦學理念之清晰度、校董類別之認同、「學校管理委員會」之運作及擔任校董之感受等方面加以討論，並作出建議。

中層人員的能力和承擔，對於一所學校的管理和發展有重要的影響。近幾年，本港教育界對中層人員的培訓日漸關注。為了支援小學中層人員的發展與成長，香港教育學院教育政策學系於零五至零六年，舉辦「學校中層人員領導培訓課程」，課程除了有系統的講授外，亦安排學員進行實踐學習。此文是根據幾個學員的焦點訪京和相關文獻，討論和分析實踐學習，其中包括友校參觀、角色扮演和同儕交流等對小學中層人員專業成長的成效。
Middle managers play an important role in the development and management of a school in terms of their capability and commitment. This has gained attention in the education field in recent years. In order to support the professional development of middle managers in primary schools, the Department of Educational Policy and Management ofThe Hong Kong Institute of Education started to offer a middle manager leadership programme in 2005. Altogether 264 participants were trained within 2005 and 2006. In addition to the systematic lectures and workshops, participants had to go through action learning which included school observation, role-play and peer sharing. This paper aims to review the effectiveness of the programme, with special interest on action learning. Based on the empirical evidence from the semi-structured interview, participants reflected that they learned better in the experiential in-service training.
