- 粵港澳大灣區已上升為國家戰略,高等教育融合發展是提高灣區軟實力的重要途徑。粵港澳三地高等教育具有互補性與區位性,高等教育合作積累了許多成功經驗。但三地高等教育空間異質性明顯,高等教育融合發展存在一些障礙。要推動灣區高等教育融合發展,就必須加強頂層設計、國民教育、戰略規劃等強制性制度同構;實施教育聯盟、大學集群等模仿性制度同構;建立合作平台、拓展合作模式、健全制度保障等規範性制度同構。
