This article presents a conceptual framework for evaluating the teaching effectiveness of distance education courses and demonstrates how student evaluations can be analysed by rigorous statistical techniques. The conceptual framework consists of four dimensions which relate to student development, assessment, learning materials, and a face-to-face component. Each dimension subsumes a number of attributes. Justification for inclusion of the dimensions and attributes is presented. Based on the conceptual framework, a student questionnaire was developed. The interrater reliability and construct validity of student evaluations collected by the questionnaire were demonstrated through analysis of variance and hierarchical confirmatory factor analysis, respectively.

Good tutoring requires appropriate interpersonal and pedagogical skills. Tutor personality is a major factor affecting how tutors communicate and deals with students, and yet it is a largely unexplored context of distance education. Using the Chinese Personality Assessment Inventory (CPAI)* this paper examines how the personality of tutors' affects their teaching effectiveness at a distance learning institution in Hong Kong. The results are compared to those reported by Chan (2001) in a similar study using the Myers-Briggs Type Indicator (MBTI). The results indicate that certain scales on the Chinese Tradition factor of the CPAI are significantly related to tutors' teaching performance, and that the MBTI could not subsume all the CPAI scales. Future research with the CPAI should explore whether this Chinese Tradition factor is unique to the Chinese culture or whether it comprises elements of a universal domain useful in understanding key interpersonal aspects of personality that have been absent from Western personality inventories.

Teachers beliefs about their ability to affect students' performance is an important part of professionalism. This study compared 725 Hong Kong and 575 Shanghai primary in-service teachers on their teacher efficacy. Two Chinese versions of the 12-item Teachers' Sense of Efficacy Scale were used in this study since some wordings of the Hong Kong version of the Scale (HK-TSE) were different from the Shanghai version (STSE) as a result of cultural differences. Basically, the Shanghai teachers reported significantly higher efficacy than did the Hong Kong teachers. After reviewing these quantitative results, 86 follow-up questionnaires from Shanghai in-service teachers who also participated in the first part of this study were collected. Results of this qualitative part showed that the three most commonly cited factors for the contribution of teacher efficacy were: respect and confidence placed in them by students and parents, the training they received from universities and the experience they gained from daily teaching practice. Though Hong Kong in-service teachers had lower efficacy scores than the Shanghai counterparts.

In the present study, the author investigated the role of thinking styles in university students' preferences for teaching styles and their conceptions of effective teachers. Students (121 men and 134 women) from the University of Hong Kong responded to 3 self-report tests: the Thinking Styles Inventory-Revised (R. J. Sternberg, R. K. Wagner, & L-F. Zhang, 2003), the Preferred Thinking Styles in Teaching Inventory (L-F. Zhang, 2003c), and the Effective Teacher Inventory (L-F. Zhang, 2003b). Results indicated that even after age, gender, and academic discipline were controlled, particular thinking styles predisposed students to particular teaching styles. Moreover, as expected, students were open to more than just teaching styles that precisely matched their own thinking styles. Results also indicated that students' thinking styles made a difference in thir conceptions of effective teachers. Discussions are focused on the study's contributions to both the style literature and the growing body of knowledge on characteristics of effective teachers.

This study outlines what 29 part-time adult learners perceive as effective teacher (tutor/instructor/lecturer) practice in supporting their learning. The positive characteristics of teacher support from the students' perspective are first examined, and then what they found to be disappointing. Finally, the underlying themes that emerge are considered and the data is subjected to a holistic interpretation. Overall, the study confirmed the usefulness of a framework developed from a consideration of literature on learner-centred education and students' conceptions of learning. The investigation was able to reveal both key differences between and key similarities among the groups of students. The differences relate to conceptions of the roles and responsibilities of both students and teachers, while the similarities relate to the relationships between the parties in the teaching and learning environment. The implications for tutors/lecturers in improving their support to their students are highly significant. However, the most challenging task in establishing a learner-centred context is to influence students' learning conceptions and help them take a more active role in their learning.

This study sought to measure general teacher efficacy levels of in-service primary teachers in Hong Kong. Participants included 725 Hong Kong in-service teachers, who were invited to take part in the study. These in-service teachers came from 28 different primary schools ranging from government, aided, private and direct subsidy schools. The Chinese version of the 12-item Teachers' Sense of Efficacy (C-TSE) Scale was applied to investigate the efficacy of the teachers. A factor analysis of these 12 items when male and female datasets were combined led to the extraction of only one factor. But separation of the two datasets led to the extraction of different factor analysis models. This could reflect the different perceptions that male and female teachers had about the formation of teacher efficacy. Overall, this study showed that female teachers were significantly more efficacious than male teachers. Moreover, years of teaching experience showed a weak but significant correlation to levels of general teacher efficacy. Interestingly, educational levels did not have a significant effect on the efficacy of this group of in-service primary teachers. Overall, the C-TSE was found to be a valid and reliable scale for measuring the efficacy levels of this particular group of in-service primary teachers in Hong Kong.

This article traces the processes for encouraging and/or ensuring the accountability of teachers in Hong Kong. It is argued that, if examined historically, the nature of teacher accountability has been determined by the government, whose approach has been ambivalent and paradoxical. Up until the mid-1980s, through inertia and non-decisions, the low level of professionalization of teaching was reinforced. Subsequently, from the late 1980s onwards, the government resisted and diluted attempts by the professional community to regulate itself. Most recently it has sought to introduce systems to allow the government to scrutinize teachers in an ostensible attempt to promote the level of teacher professionalism, whilst at the same time attempted to maintain the low status of the main institution dedicated to teacher education. These are analysed in terms of the differences between professionalism and professionalization, the government's own legitimacy and the changing political context.
