The author calls for a reappraisal of the priorities and the management of public means so as to address the issue of imbalance and to avoid getting into some of the pitfalls of the decade. The author also argues that the art policy needs to be spelt out more explicitly and in some detail by a mandatory body, for once the orientation and goals are determined, it will be possible to set priorities and short-term goals to tackle practical issues in the implementation of these policies. To the author, an explicit art policy is also necessary to provide goals for which priorities can be set and measures taken to guard against irrational consumption of resources.
