公民教育是港澳兩地近年熱門的課題，兩地政府為準備回歸祖國都加強了學校公民教育的推行。在1996年，香港課程發展議會修訂了八五年的學校公民教育指引。新的學校公民教育指引提出以學生為本的公民教育理念架構，並於1998年編訂初中公民教育科課程綱要。與此同時，澳門政府透過立法途徑，於九四年開始在學校引入品德公民教育科，要求所有中文學校以此科為主修科。 正如莫禮時 (1995) 指出推行新課程必須得到教師的支持，對於公民教育的推行，了解教師的意見是重要的。這個研究利用量性問卷和質性面談了解港澳兩地的中小學教師在推行公民教育的需要性、內容和教學方法等三方面取向的異同，並根據兩地的社會環境的特色，分析和理解兩地資料。 從量性問卷中發現港澳皆有九成的教師因政治轉變而認為需要加強推行公民教育；在公民教育內容方面，香港教師比澳門教師較重視培養學生的獨立探究精神和批判性思考素質。至於在施行公民教育方面，澳門教師不大注重滲透模式來推行公民教育。看來港澳兩地雖然接近，但兩地教師對公民教育的看法卻有所不同，這顯示出教師對公民教育的取向是會受到各社會獨特環境所影響的。若要有效地推動學校的公民教育，那就必先使當地教師透過在職培訓了解該地特定的公民文化及反思其公民教學的技能。

This article reports the findings the researchers obtained from a study of prominent civic education teachers in Hong Kong with regard to how they perceived national identification and the nurturing of national identification through civic education in Hong Kong schools. A qualitative method of data collection by in-depth semi-structured interviews was engaged. Original quotes are given whenever necessary so that readers can understand how the arguments in the article were derived and can arrive at their own conclusions. The teachers in general believed that national identity is ethnicity-based. But they agreed that national identity should coexist with other local and global civic identities. All of the teachers agreed that their schools worked assiduously in nurturing national identity. However, they also pointed out that a top-down compulsory national education programme, aimed at glorifying the nation, would not work in Hong Kong. Alternatively, students would accept civic education with a fair representation of the nation that allowed for critical judgment.

This study examines the interrelationships amongst and between news attention, education, and political tolerance. Based on the theoretical presumption that the mainstream news media tend to reflect the prejudices and ideologies of the dominant groups in a society, news portrayal of groups regarded as deviant and/or controversial can be expected to be negative in valence. Hence, news attention is expected to lead to more negative attitudes toward such groups, which in turn breeds intolerance toward them. Meanwhile, education may moderate the relationship between news attention and tolerance. Research questions and hypotheses are examined through analyzing the data from a representative survey conducted in Hong Kong. The findings confirm the negative, indirect effect of news attention on tolerance through attitude toward deviant groups. Education is also found to relate to tolerance in a complicated and contradictory manner: while education has a direct positive effect on tolerance, it also strengthens the negative impact that attitude toward deviant groups has on tolerance. The theoretical and social implications of the findings are discussed.
