This article presents a comparative analysis of national policies, implementation strategies, and regional and global aspirations to establish education hubs in Hong Kong and South Korea. The authors argue that existing definitions of education hubs do not yet sufficiently consider whether a hub's orientation is global or regional and how its funding sources direct its mission and vision. The authors first review current definitions of education hubs and then use Ranga and Etzkowitz's Triple Helix conceptual framework to analyze Hong Kong and South Korea's national policies and their hubs' distinct vision, goals, strategies, rationales, and major stakeholders. The article concludes with an updated definition for education hubs which is inclusive of purpose, mission, role in the knowledge economy, and relationships between key stakeholders, including government, higher education institutions, and industry. This research identifies key indicators of a successful hub and provides additional necessary insights for policy makers working to develop future education hubs.

This study builds on research which contends that just as effective principals must lead across a broad purview of responsibilities in order to build successful schools, so too must middle leaders. Decentralisation of school management has resulted in an expansion of school principals' responsibilities, contributing to a further distribution of leadership responsibility to middle leaders. This conception of middle leadership requires a shift in understanding of the nature of middle leaders' work. There is vast potential for middle leaders to contribute to their schools beyond subject administration, yet the research base yields limited insight on such work and on how middle leaders can be supported to accomplish it. This research finds that middle leaders who expand their leadership responsibilities do so in contexts that utilise school mission, policy enactment and organisational design as platforms for enhanced middle leadership. This article analyses and compares the responses of parents to education policy initiatives in Singapore, Shanghai and Hong Kong. The education reform in three localities converges on changing an exam-centric culture and equipping students to thrive in a globalised world. Through a discussion of three representative policy initiativesDirect School Admission in Singapore, extended and inquiry/research curricula in Shanghai and Liberal Studies in Hong Kongthis article contends that the parents variously make sense of, negotiate, support and circumvent the policy initiatives. Their strategies, it is argued, are grounded in and shaped by their shared habitus, manifesting the four processes identified by Zhao, Selman and Luke (Bourdieu and Chinese education: Inequality, competition, and change, Routledge, Oxon, 2018) for understanding the formation of habitus. A major implication arising from the study is the usefulness of the concept of habitus in illuminating the educational expectations and proposed actions of parents when confronted with educational changes.

Since the mid-1990s, important education policy changes, such as the growth of Direct Subsidy Scheme (DSS) schools and the reform of the medium of instruction (MOI) policy, have been made in Hong Kong. Little is known about their impact on school segregation and educational inequality. We address this issue using six successive cycles of the Trends in International Mathematics and Science Study data. We found evidence for rising levels of secondary school segregation in terms of family socio-economic status and mathematics achievement from 1995 to 2011, whereas segregation declined from 2011 to 2015. We speculate that the salience of the MOI policy in expediting the segregating tendencies of the DSS sector might explain a growing magnitude of the effect of family socio-economic status on academic achievement between 1995 and 2011, and the reversed direction of such trends between 2011 and 2015. Implications are discussed.

This qualitative study examined the role that middle leaders and their professional learning communities (PLCs) play in focusing teachers’ attention on student learning. The study presents an analysis of this phenomenon across multiple school types in Hong Kong and Shenzhen, China using case study methodology as a vehicle to uncover factors which support and inhibit the work of middle leader-led PLCs in varying school contexts.This thesis demonstrates that middle leaders use a plethora of skills and exhibit myriad attributes to form and maintain their teacher teams. The nine critical attributes presented here: (a) shared values and vision; (b) collective responsibility; (c) reflective professional inquiry; (d) collaboration, (e) promotion of group, as well as individual, learning; (f) mutual trust, respect and support among members; (g) inclusive membership; (h) looking beyond the school for sources of learning and ideas and (i) shared leadership, when present, create an environment where robust structures can be formed. Such structures create a forum for teachers to collaborate on instructional initiatives, curriculum enactment, teacher empowerment and team building. These opportunities for professional dialogue were welcomed by middle leaders and teachers across the study.The findings from the interviews with middle and senior leaders, as well as with members of their PLCs, revealed there were five aspects that impacted middle leaders effectiveness with their prospective teams, depending on their school context: (a) funds for professional development; (b) the competitive environment; (c) staff stability and longevity; (d) the leadership style of the principal and (e) middle leader authority and role recognition. The nexus between school type and these five aspects impact on the middle leaders’ actions when working with their teacher teams. “新農村學習型學校社區建設工程”是一項由政府、大學與非政府組織、學校與社區、城市與農村共同參與的大型夥伴協作項目。該項目的實施採用了一種演化漸進的取向，參與各方對目標的詮釋各有側重。從變革實施的“忠實觀”和“調適觀”兩種觀點來看，該項目取得了一定的成效。今後同類項目的實施可考慮在學校領導、社會參與及評價方法等方面做出改進。 "The Construction of New Village Learning School and Community" is a large-scale project which involves the partnership between local government, a local university and a non-government organization from Hong Kong, the school and the community, the city and the village. The implementation of this project is featured by an evolutionary orientation allowing local adaptation. Participants of various parties have different emphases about the goals of this project. From the two perspectives of change implementation, i.e., fidelity and adaptation, this project brings a lot of changes to local schools and communities. 為了推動香港小學管理的優化，教育局 2019 年接納教師專業發展專責小組意見，調整香港小學副校長的薪級，這令小學副校長的進修受更多的關注。2010 年已有本地研究發現人力管理是小學副校長擔當的職責，為了進一步了解小學副校長在這方面的進修需要，香港初等教育研究學會於 2013 年進行一個相關調查。此文將結合該調查數據和新近文獻，分析香港小學副校長在人事管理的發展需要，並就其在職培訓作出適切的建議。In order to promote the optimization of primary school management in Hong Kong, the Education Bureau accepted the advice of the Teacher Professional Development Task Force in 2019 to adjust the salary scale of vice-principal in Hong Kong Primary Schools. This has made the vice principal's training more concerned. In 2010, local research found that personnel management was the responsibility of vice-principal in primary school. In order to further understand the needs of the primary school vice-principal in this area, the Hong Kong Primary Education Research Association conducted a related survey in 2013. This article will combine this survey data with recent literature to analyze the development needs of Hong Kong primary school vice-principal in personnel management and make appropriate recommendations for their on-the-job training. 「優質學校改進計劃」是個大學與學校夥伴協作計劃，自1998年起一直給予中、小學全面專業支援，目的是整體學校改進。2000年，教育統籌委員會發表了《香港教育制度改革建議》，在充滿理想的改革原則策動下，中、小學教育及課程有明顯改變，但在推行及實踐各樣改革時，教與學的實際困境亦一一浮現。本文以香港「優質學校改進計劃」下的學校個案，探討學校領導為何在由上而下的改革浪潮下，引進大學專業人員的知識及實踐經驗，並從學校領導的視角，探索「計劃」在學校教育的不同層面所起的作用。Quality School Improvement Project (QSIP) is a university-school partnership program for comprehensive school improvement. Since 1998, QSIP has provided holistic professional support to primary and secondary schools in Hong Kong. In 2000, Education Commission published the Reform Proposals for the Education System in Hong Kong to outline some desirable education reform principles and proposals for schools. Following the reform principles, school education system and curriculum have some remarkable changes. When implementing the various education reforms, challenges and difficulties have also surfaced in the teaching and learning environment in schools. This article reviews why school leaders introduce QSIP into their school reform environment and how the professional supports from QSIP have influenced school education in different levels from school leaders' perspectives. 本文從一名內部人士的視角來說明在香港參與補習的生活經歷，分別以學生、補習導師和研究人員的角色，對影子教育普遍存在的幾個問題給予分析並獲得啟示。本文採用自傳式敘事研究方法，數據來源於作者的事件回憶錄，受啟發於自身作為學員和導師時使用的教材、自己的視頻錄課，以及研究項目的反思日記。基於作者在補習行業扮演不同角色的敘述，本文討論了幾個主要問題，包括(1)影子教育對主流教育積極和消極影響的反思，(2)缺乏對補習教師和廣告質量的嚴格規範，(3)影子教育如何加劇教育不平等以及一些補習機構和非營利組織如何解決這一問題。就作者所知，本文是唯一一篇從作者自身作為學生、導師和研究人員的個人經歷來討論影子教育問題的文章，它從內部人士視角闡述了香港補習行業的實踐和政策發展。 This article aims to illustrate the lived experiences of engaging in private tutoring in Hong Kong as a tutee, a tutor, and a researcher and draw implications on several issues arising from the prevalence of shadow education. This article adopted an autobiographical narrative approach. Data were collected through the author’s memoir of events, stimulated by the tutorial materials he used when he was a tutee and a tutor, his video-recorded lessons of tutoring, and reflective journals from his research projects. Various issues are discussed based on the narrative of the author playing different roles in the tutoring industry, including the positive and negative washback on mainstream education; the lack of strict regulation of the quality of tutors and advertisements; how shadow education may exacerbate education inequality; and how some tutorial companies and nonprofit organizations are addressing the issue. This article, to the best of the author’s knowledge, is the only one that discusses the problems of shadow education from an author’s own personal experiences as a tutee, a tutor, and a researcher. It illustrates how practices and policies of the private tutoring industry are evolving in Hong Kong from an insider perspective. Copyright © 2020 華東師範大學.
