Despite growing calls for media education in different parts of the world, little consensus has been reached over what to teach and how to teach. The implementation of related initiatives varies across different contexts as well as cultures. The outcomes depend largely on the beliefs, attitudes and efforts of individual teachers. This study aims to identify and discuss teachers' beliefs about media through an analysis of documents related to school media. It examines how 13 secondary schools in Hong Kong justified their applications for funding to set up a school television station. Using methods in documentary research, the study analyses the claims made for school media. The hidden assumptions held by schools towards school media, new media, mass media, media education and media literacy are discussed.

This study investigated the challenges and opportunities associated with the introduction of information and communication technologies (ICT) into the early childhood curriculum in Hong Kong kindergartens. Thirty-one principals completed questionnaires before they implemented a new curriculum initiative plan that involved the integrating of ICT into children's learning activities. They completed the same questionnaire and were interviewed within 1 month after they had implemented the curriculum. Findings indicated that the main problems were as follows: the low level of teachers' ICT competence, hardware and software problems, the lack of resources and technical support, and parental level of ICT competence. In-service training was regarded as the pivotal solution to these problems. The 5 levels of ICT transformation of the educational and learning processes (Mooij & Smeets, 2001) were evident in the participating schools. Most of the principals admitted that they were just "technology learners" (Yee, 1999), with regard to their information technology leadership. Sociocontextual accounts and implications of these findings are discussed.

The tremendous influence of today's mass media can hardly be matched by the sum of its works from the past. There are more sources of media, more types of information and entertainment, more interactive modes for consuming these messages of the mass media in a more interconnected global village available than ever before. Since many pupils spend much of their time on the media, the call for media education is urgent. This article first describes the aims and objectives of media education, then portrays the power of the media and how the education sectors have responded. Finally, it argues for the need to implement media education into the secondary curriculum in response to proposed curriculum reform in Hong Kong.

Recent reform in the Hong Kong senior secondary education has awakened the need for a balanced and comprehensive learning experience in the academic, vocational, organizational, social service, arts and sports domains to prepare students for employment, for learning and for life. Following on from its recommendation, the Education and Manpower Bureau (EMB) launched a programme—the Career-Oriented Diversified Curriculum (CODC) in 2003, renamed the Career-Oriented Curriculum (COC) in early 2004, with the purpose of providing students with the opportunity to explore their possible directions for further study, and to fulfil their career aspirations. This study attempts to examine the effectiveness of, and the issues involved in, the first phase of implementing a CODC programme in a class of 32 senior Secondary 4¹ students from 19 different schools. The results suggest that providing a diversified career-oriented curriculum is an alternative way to widen a student's learning horizon. Course providers and students agreed that the participants enjoyed the CODC pilot programme more than they did mainstream subjects. They also found that the programme was useful and relevant for future employment.

The authors report that, in assessing the influence of Target Oriented Curriculum (TOC) at the level of resources and implemented curriculum, an ongoing three year project has been pursued to study the interpretation and operation of the 15 case study schools, commercial publishers, and the Education Department of Hong Kong in English language learning based on the TOC curriculum.

The study being reported in this paper examines the professional competencies of teachers who implemented Target Oriented Curriculum (TOC), and makes recommendations concerning the types of resources and professional development programs which may facilitate the development and implementation of TOC initiative.
