Diversity, equity, and inclusion (DEI) rhetoric and initiatives are gaining attention in Asian higher education. Yet, these are still underexplored in terms of their potential to bring about cohesive campus climates. As higher education institutions admit students from diverse backgrounds, there is room for examining how DEI might be leveraged to support growing student learning needs, particularly in contexts where cultural diversity is not the norm. Using Hong Kong as an example, this paper probes the genesis of DEI initiatives and sources of deficit thinking in higher education with reference to the experiences of ethnic minority (EM) students. It proposes a conceptualization of resilience theory from a social justice lens to counter deficit thinking and racism, which helps locate DEI initiatives in building culturally inclusive environments. Higher education internationalisation (HEI) emphasises the benefits of international research partnerships, knowledge production through education hub development, and global marketisation/exportation of education. The connections between internationalisation and student life are less documented in East Asian universities, particularly regarding social exclusion issues. This study takes an intersectional approach to explore and analyse students' social exclusion experiences at one international Hong Kong university using an anonymous online survey (n = 100). Thematic analysis revealed social exclusion in multiple student life areas across three major axes: Area of origin, particularly Mainland Chinese students; Sexuality, specifically lesbian, gay and bisexual-identified students, and the intersectionality of nationality, language and ethnicity. The study findings are situated within the sociocultural and political context of Hong Kong HEI since the mid-1990s. Internationalisation presents opportunities for Hong Kong universities to make needed commitments to addressing social exclusion issues, as they continue to affect campus ecologies and the increasingly diverse student population.

Educational issues in relation to ethnicity and language education policies have been underexplored in Asian contexts. In particular, issues related to ethnic and linguistic minority students have not received much attention in the post-colonial context of Hong Kong. This paper highlights challenges and tensions faced by Nepali ethnic minority students in two Hong Kong schools arising from language policies adopted by the post-colonial government. Based on data arising from interviews with 28 secondary school Nepali students in 2013 and 2014, and an observation of two schools with a sizeable population of Nepali ethnic minority students over a period of more than two years, this paper investigates how students face the pressures of learning through the medium of either English or spoken Cantonese and written Chinese. Analysis of the data reveals that these students face inequities in schools due to neglect of attention to their overall educational development, discrimination in the institutional settings, and lack of opportunities to maintain their own heritage language and identity. Based on the findings, this paper proposes a multilingual education model for ethnic minority students, drawing on the models set out in Adamson and Feng (2014. This article draws insight from a narrative inquiry to examine the complexities of educating immigrant students with disabilities in which language, culture, and disability collide. Issues related to language-in-education policy, teacher preparation, and the proportion and identification of culturally and linguistically diverse students were primarily reviewed within multicultural and multilingual education conceptual frameworks in English speaking countries between English speaking teachers and non-English speaking students. Little is known about potentially more complicated situations such as those in which teachers and students have a shared ethnicity and dialects with different levels of proficiency. This article thus attempts to illustrate and map the complexity based on the insight from a narrative inquiry situated in an inclusive school setting of Hong Kong. Multiple sources of data were included for a thorough understanding of and analyses on the place, temporality, and sociality within the narrative inquiry framework. Data were drawn from interviews, classroom observations, teacher diaries, school data, and student input. Analyses indicated that shared ethnicity and languages could complicate rather than simplify the teaching and learning contexts. The lived experiences of the special educator demonstrated and contextualised the complex issues of educating CLD children with ADHD of shared ethnicity in multilingual environments. Findings of this inquiry added an important dimension to immigrant and multicultural special education studies and concluded that current inquiry paradigm should be expanded to include shared ethnicity and different proficiency in shared dialects/languages.

This paper attempts to define cultural globalisation and cultural glocalisation in terms of cultural identity (CI) and language. Homogenisation, heterogenisation and glocalisation are three possible ways to face the challenge of cultural globalisation but glocalisation may be the most realistic solution as it seems to be the way to a better quality of life. The process of exporting CIs to other nations is cultural globalisation while adaptation of incoming foreign CIs to suit local needs is cultural glocalisation. Language is a CI in the domain of lifestyles as well as carrier of CIs of institutional systems and spiritual values. Incoming foreign languages and foreign CIs often cause changes in local CIs. This is an interactive process as changes of any CIs may lead to alterations of other CIs. To be an effective communicator in this multilingual world, people have to develop multilingual and multicultural competencies. The experience of Hong Kong and Singapore in glocalisation of Mandarin and the rapid growth in the number of Mandarin learners and speakers all over the world indicate the potential for development of Mandarin into an international language after English.
