廿一世紀是資訊科技發達和知識爆炸的時代，在全球化情境中，各地政府推出不少 教育改革以促進教育的發展；教育統籌委員會於2000年9月公佈了「香港教育制度改革建議」，對教育發展目標和改革提出建議。這篇文章整理新世紀後香港基礎教育的改革與發展，並就香港教改的成效作整體評論；除了十多年來所推行的教改和課改外，本文亦會分析中小學和幼稚園的發展，以及論述期間香港教育所面對的學生人口下降挑戰、優化教師隊伍和提倡學校自評文化等變化。

過往人們研究香港的教育發展，多從官方資料入手。官方資料雖然重要，但畢竟只是歷史建構的多種根據之一，只能提供一個角度。另外，1974年中文成為法定語言之前香港官方的資料單以英文表述，反映了英文所負載的利益和觀點。本文嘗試從民間和中文的角度去建構1930–1950年代香港教育的發展，透過對中文報章資料的系統分析，探討了這時期香港教育量的發展、公私營學校的消長、質的改善、教育機會與甄選、學生的精神面貌等方面的情況，揭示了少為官方資料所反映的社會各界人士的所思所想和所作所為，相信對更清晰地瞭解這一時期香港教育發展的來龍去脈，具有積極的作用。

自香港回歸中國，與珠三角地區的合作關係更為緊密。2009年香港特區政府施政報告提出發展香港成為區域教育樞紐和放寬內地學生來港入讀中學。本文首先回顧珠三角經濟融合的背景及教育在個中所扮演的角色，繼而探討珠三角融合與辦學範式的轉變和香港多元基礎教育辦學方式的發展路向，然後討論社會與教育界將面臨的困難和挑戰。
With the return of sovereignty to mainland China, the ties between Hong Kong and the Pearl River Delta region have been strengthened as never before. The 2009-10 Policy Address has proposed developing Hong Kong as a regional education hub as well as exploring possibilities for mainland students to pursue studies at non-public-sector secondary schools in Hong Kong. This paper first reviews the background of economic integration between Hong Kong and the Pearl River Delta. It then examines the changing role of education and the need for diversification and a pluralistic approach that schools could implement to fulfil basic education requirements in the context of rapid regional integration. A discussion of problems and challenges faced by educators and society is included in the conclusion.

作者首先回顧十多年來的基礎教育進程，其中包括探討幼兒教育、小學教育的缺失及中學教育面臨的問題。作者最後提出政府應有全面的檢討，以改善現時基礎教育的各項配套。
