Globalisation and the evolution of the knowledge-based economy have caused dramatic changes in the character and functions of higher education in most countries around the world. However, the impacts of globalisation on universities are not uniform even though similar business-like practices have been adopted to cope with competition in the global marketplace. The pressure for restructuring and reforming higher education is mainly derived from growing expectations and demands of different stakeholders in society. In the last decade, government bureaucracy, public service institutions and higher education institutions and universities have been significantly affected by the tidal wave of the public sector reform around the world. Apart from improving the efficiency and effectiveness of public services, universities are confronted with a situation in which the principles of financial accountability and responsiveness to stakeholders prevail amidst the massification stage under the condition of global economic retrenchment. In response to such pressing demands for change, policies and strategies of decentralisation, privatisation and marketisation are becoming increasingly popular measures in university governance. Reform strategies and measures like quality assurance, performance evaluation, financial audit, corporate management and market competition are adopted to reform and improve the performance of the higher education sector. This article examines the most recent higher education reforms and restructuring in Hong Kong, Taiwan and Mainland China, with particular reference to the issues related to globalisation of decentralisation and marketisation in higher education.

As growing numbers of countries adopt market-oriented policies for steering higher education, there is increasing interest in accountability mechanisms that improve the capacity of colleges and universities to independently assure the quality of their academic degrees and student learning. Academic audit, first developed in the UK and subsequently adapted to countries such as Sweden, New Zealand and Hong Kong, offers such an approach. What problems have these countries encountered in implementing academic audits with regard to: the focus of audits; the selection and training of audit teams; the nature of audit self-studies; the conduct of audit visits; audit reports; and audit follow-up and enhancement activities? This paper reviews the lessons learned from these early experiments with academic audit and suggests guidelines for the design and implementation of effective audit processes.

Singapore and Hong Kong are vying to be the principal educational hub for the Asia-Pacific region and have begun to compete with Australia, Britain, Canada and the USA in providing cross-border education. Although these four Anglo-American countries still dominate cross-border education, Singapore and Hong Kong hope to make inroads into this export market and compete on the global stage. To create "world-class" universities, Singapore and Hong Kong have introduced quality assurance mechanisms, diversified funding sources, and restructured their university governance systems. This article compares the accountability measures introduced into Hong Kong and Singapore universities, and the responses of academics and administrators to these measures. The results indicate that both countries introduced greater autonomy as they augmented accountability for their universities, and the term "decentralised centralism" describes the kind of government control exerted in these Asian universities in the twenty-first century.

After World War II, Chinese residents of Singapore demanded the establishment of local Chinese universities. The ruling regime, however, which was under the shadow of the neighboring Malay-dominated Malay Peninsula, was forced to suppress the development of such schools. In Hong Kong, the British needed to install a Chinese university to counter Beijing's and Taiwan's campaigns for recruiting students from the colony. As Hong Kong was a monoracial Chinese society, the government, not having to worry about the reaction of other indigenous groups, met this challenge by founding a fully recognized Chinese university. This research demonstrates that under diverse backgrounds of racial politics, state authorities have unequal latitudes to accommodate the educational institutions of subordinated racial groups. It also reveals that state education policies in small and dependent settings, unlike those in big and sovereign nations, are more susceptible to pressures from external powers and influences from the metropolis. These findings urge scholars to pay more attention to the factor of race and use comparative methods when employing the theories of state and hegemony to investigate education and power.

As countries convert from state to market-centered public policies, there is increasing interest in new forms of public accountability. Capacity building initiatives that reform institutional frameworks are useful policy instruments during this period of transition. What are the impacts and implementation problems characteristic of this approach? This article reviews the experience with "Academic Audit," a capacity building accountability instrument for universities adopted in the UK, Sweden, New Zealand, and Hong Kong. Academic audits altered the incentives for cooperative behavior among faculty members to improve student learning. Identified implementation problems included: training for the new process, the uncertainty of capacity building benefits, and the central role of information.

Adjustment in university students admitted based on their high school counselors' or advisors' recommendation is an issue for revealing the appropriateness and fairness of the nontraditional admissions procedure. The newly-issued admissions procedure in Hong Kong has not been subject to empirical investigation. To evaluate the procedure, the present study surveyed 21 new students admitted by high school principals' recommendation and 29 of their classmates admitted by traditional means. They generated 93 cases from three waves of surveys over one year. Analysis of the data controlled for all available background and academic factors and random disturbances due to students and their groupings with their classmates. It revealed no significant effect due to nontraditional admissions on the student's grade-point-average, attachment, and adjustment in academic, social, and personal-emotional aspects. Moreover, detailed analysis discovered only a few significant differentials in the admissions effect due to background and academic factors. Thus, the nontraditional admissions procedure appears to be effective and fair.
