對粵港澳大灣區高校專利權(申請權)轉移、許可現狀及地域分布情況進行研究分析。粵港澳大灣區內高校的專利轉移、許可較為活躍,為區域經濟發展形成創新支撐,但與灣區內高校雄厚的研究實力以及灣區建設國際科技創新中心的需求還不相匹配。建議粵港澳大灣區提高高校的高價值專利產出,完善高校的專利轉化運用機制,營造良好的專利轉移、許可環境,充分利用灣區進一步優勢資源,為灣區新興產業發展提供創新源泉和動力。

《粵港澳大灣區發展規劃》指出了教育和人才高地建設中高校合作發展的重要性與發展方向,高校集群建設是粵港澳大灣區打造國際一流灣區和城市群的動力源泉,在大灣區戰略發展全局中具有基礎性和先導性作用。目前,大灣區高校類型豐富、互補性強,集群發展優勢得天獨厚。為充分認識和實現高校集群發展帶來的獨特戰略價值,本文擬從"目標"、"特色"、"創新"、"競爭"和"品質"五個維度來探索其在區域中的發展導向。通過轉變區域宏觀戰略、完善頂層設計、豐富高等教育功能多樣性、轉型高等教育服務職能和升級高等教育合作機制等路徑將有助於粵港澳大灣區高等教育集群的構建。

建設粵港澳大灣區是習近平總書記親自謀劃、親自部署和親自推動的國家戰略,高等教育領域的開放協同創新發展將是粵港澳大灣區建設題中之義。該組筆談匯聚灣區高等教育建設謀劃之思,提出如下觀點:做實深港教育合作,建立法規保障機制,成立實體協調組織機構,基於全球化、智能化要求推進灣區教育開放與合作;著眼四個方面開展灣區高等教育發展定位與戰略研究;在粵港澳大學聯盟的基礎上打造各種專業子聯盟,拓展聯盟高校合作內容,規範灣區高等學校合作模式,實施大學集群戰略;建立"粵港澳高等教育大灣區協同創新發展試驗區",組建兩大共同體,構建統籌協調、利益共享、風險防範三大機制;理工科大學需緊密對接灣區制造業發展需求,服務、支撐區域產業尤其是制造業轉型升級;構建"粵港澳大灣區高等教育樞紐",加大並優化灣區高等教育資源投入,充分整合粵港澳三地建設,提高對外開放水平,推動高等教育創新發展。

基於史料的整理及分析,文章將20世紀香港高校的入學考試制度劃分為三大階段:第一階段為1913-1951年,香港教育司署及高校僅為英文中學畢業生辦理升學考試;第二階段為1952-1977年,香港教育司署及高校開始為香港中文中學畢業生辦理升學考試;第三階段為1978年以後,香港考評局統一辦理不同類型入學考試。三大階段的演進彰顯了開放融合、邊際瓦解、效率提升、迭代進步、廣泛對接的鮮明特征,且與教育關系規律呼應契合。

區域性高校智庫以區域發展為導向,以研究型高校為依托,以服務決策為宗旨。粵港澳大灣區的區域性高校智庫有著良好的發展基礎:智庫體系初具規模,治理結構多樣,服務形式多元,"灣區智庫"快速增長。由於粵港澳政策咨詢市場尚未實現一體化,三地高校智庫在組織建設、項目申報、數據共享、人員流動、成果轉化與評價方面缺乏協同。未來應確立協同共治理念,以機制創新促進灣區高校智庫協同發展:"高校--智庫--政府"聯動,建立灣區高校聯合智庫、灣區智庫研究基金、灣區聯合數據庫,健全人員流動機制,促進成果轉化與評價機制一體化。

298. ‘Diaspora at home’: Class and politics in the navigation of Hong Kong students in Mainland China’s universities

This paper draws on ‘diaspora at home’, a concept that encapsulates the unique dynamics between Hong Kong and mainland China, as an analytical tool to explore the cross-border experiences of 23 Hong Kong students at 11 universities in mainland China. It empirically ascertains how the made and imposed claims and identifications of these Hong Kong students resulted in inclusion and exclusion as their interactions with their mainland peers and institutions deepened. Specifically, it highlights how their ‘diaspora at home’ status offered exclusive access to privileged higher education opportunities, preferential treatments and opportunities for upward social mobility. Meanwhile, such a status also resulted in an overwhelming sense of political liability as they unwittingly became ‘political tokens’ and suspected political subjects amid the increasingly tense political atmosphere between mainland China and Hong Kong. 299. Moral education in Hong Kong kindergartens: An analysis of the preschool curriculum guides

Adolescent problems in Hong Kong have brought questions about their moral development and mental health to light. Moral education for preschool children will be strategically important to address these issues because applying early educational interventions to preschool children will effectively enhance their personal development. This article highlights the inadequacy of the Hong Kong preschool curriculum guides in the promotion of moral development in children. The lack of a consensus about the values and character that preschool children should develop is a fundamental problem of implementing preschool moral education in Hong Kong. If moral education is regarded as a school curriculum, either formal or informal, the objectives, content and assessment should be closely adhered to one another. In addition, the learning and teaching activities should also be in line with student's developmental characteristics and experiences. The O-C-A model is then proposed for moral education in the preschool settings of Hong Kong. Advice has also been made for the promotion of moral education in Hong Kong's early childhood settings.

300. Charting a new path toward economic prosperity: Comparing policies for higher education hubs in Hong Kong and South Korea

This article presents a comparative analysis of national policies, implementation strategies, and regional and global aspirations to establish education hubs in Hong Kong and South Korea. The authors argue that existing definitions of education hubs do not yet sufficiently consider whether a hub's orientation is global or regional and how its funding sources direct its mission and vision. The authors first review current definitions of education hubs and then use Ranga and Etzkowitz's Triple Helix conceptual framework to analyze Hong Kong and South Korea's national policies and their hubs' distinct vision, goals, strategies, rationales, and major stakeholders. The article concludes with an updated definition for education hubs which is inclusive of purpose, mission, role in the knowledge economy, and relationships between key stakeholders, including government, higher education institutions, and industry. This research identifies key indicators of a successful hub and provides additional necessary insights for policy makers working to develop future education hubs.
