Assessment is generally seen as one of the key challenges in the field of self-access learning (Gardner & Miller, 1999; Champagne et al., 2001; Lai, 2001; Kinoshita Thomson, 1996). Many researchers and practitioners point to difficulties with assessing language gains in an environment in which variables cannot comprehensively be controlled for. Furthermore, assessing the development of learning gains, such as the ability to plan and manage independent learning or to approach a learning task strategically (a key aim of self-access learning) relies on underdeveloped methodologies and assessment tools.
This article reports on a study of current approaches to assessment in self-access in 46 centres in 5 countries (Germany , Hong Kong , New Zealand, Spain and Switzerland). These centres were visited and extensive interviews were conducted with their managers. The interviews were based on a SWOT analysis (strengths, weaknesses, opportunities and threats) of each centre. Data from the interviews were analysed to identify current assessment practice. It was found that more than half of all centres conducted no form of assessment at all. The remaining centres showed a wide range of assessment measures such as self-assessment, which was the most common type of assessment, collaborative assessment with an advisor, external examinations and tests, teacher assessment, advisor assessment, peer evaluation and assessment through a panel. There was little evidence of a consistent approach to assessment in the centres, and its application seemed haphazard. There was no evidence that the instruments were checked for validity or reliability.

The present study is an analysis of curriculum-related papers in primary education published by the education departments of New South Wales, Australia, and Hong Kong, a Special Administrative Region of the People's Republic of China. The aim is to unravel and contrast the ideological positions adopted by the two communities in their approaches to first language education so that common-sense beliefs and practices may be challenged. Analysis shows that the Australian school discourse system exhibits characteristics of progressivism, utilitarianism and reconstructionism whereas the Chinese system in Hong Kong displays combined elements of European classical humanism and Confucianism. It appears that the Australian system prefers flexibility, free choice, individual autonomy, student-centredness, and exploratory spirit, whereas the latter inclines towards uniformity, orderliness, harmony, language-centredness and discipline. The Australian emphasis in language education is social, functional and communicative, while the Chinese focus is on formal correctness and integration of language, morality and aesthetics. These different ideological inclinations are suggestive of similar orientations at the societal level and affect the discourse practices at the situational level of the classroom.

Differential gender performance in standardized mathematics assessment has long been a heated topic. Gender gaps of varied magnitude have been identified on large-scale assessments in the United States. To continue the investigation, this study examined male and female performance on the Programme for International Student Assessment (PISA) 2003 mathematics along four in-depth dimensions (strand, content topics, competency cluster, and item format). Furthermore, to identify the shared and unique patterns of gender differences, students from Hong Kong were brought into the comparison. Males in both counties demonstrated superior performance, particularly on complex multiple choice items. Females scored higher on probability, algebra, and reproduction items. Hong Kong students showed a larger gender gap than U.S. students. However, the within-country gender differences were considered small compared with the significant between-country performance differences. (Some PISA participants are not countries, but education systems representative of countries (e.g., Hong Kong). However, for purpose of simplicity, instead of using "countries/systems" every time, the generic term "countries" was used to refer to countries or systems.) Hong Kong students predominantly outperformed U.S. students, including items that measure complex mathematical reasoning, an area well documented to favor U.S. students.

The authors used the Twenty Statements Test in 2 studies to investigate gender and country differences in the spontaneous self-descriptions of 811 college students from Hong Kong, India, Nepal, Nigeria, and Zimbabwe and 136 secondary school students from Taiwan and Hong Kong. The authors performed statistical analysis and found no significant gender differences in the percentage of responses classified as belonging to the idiocentric self in either study. However, the authors found significant Country effects in both studies for responses classified as representing the idiocentric self and some aspects of the collective self, and the authors found significant Country x Gender effects involving all 4 categories of the idiocentric self and the collective self for the college students. These findings raise questions about the generalizability of Western findings that males are more likely to espouse an independent conception of self than females. However, as the authors predicted, females were more likely to use small group self-descriptions than their male peers.

What international framework, if any, is higher education subject to in terms of its work, not in the sense of validating its programmes or safeguarding its academic freedom, but in terms of its funding, its operating environment and its stakeholders? Is it viewed as a business in some sense? Is it subject to trade rules and negotiations? All of these questions have, to some extent, been raised in the World Trade Organisation's 'Doha Round' of negotiations. Has agreement been reached or has the overall operating context of economies submerged higher education, in particular agriculture? This article analyses the brief history of the Doha Round and the possible categorization of higher education within a commercial framework. Conclusions are reached at the end.

The Education Department of Hong Kong issued the Medium of Instruction Guidance for Secondary Schools in October 1997. The policy stipulates that the use of Chinese as the medium of instruction in all but English language and literature subjects in secondary schools will be enforced with effect from September 1998. This signals a change in language policy in post-1997 Hong Kong, from bilingual to monolingual education. Traditionally English medium instruction has been more popular than Chinese medium instruction in Hong Kong secondary schools. Despite the Hong Kong government's recent efforts to promote Chinese medium education, the number of Chinese-medium schools was small before the handover. This is a documentary study investigating changes in Hong Kong government's medium of instruction policy amid political, economic and sociolinguistic changes in the last three decades. The study also explores some possible impact of the Chinese medium instruction policy proposed in the wake of change of sovereignty on English language learning. I will critique this new policy and make recommendations pertaining to the direction of Hong Kong's language education. The theoretical underpinning of the study is bilingualism and bilingual education. The model I propose will provide new insights for language teachers, language planners and policy makers.

The philosophy and practice of lifelong learning has a long history in China, being traceable to Confucius's idea (circa 500 BC) of 'education for all'. However, very little research has been done on the development of the Confucian idea of lifelong learning in ancient China, or on its influence on current practices of lifelong learning within the wave of educational globalisation. This paper contains three parts that explore these topics. The first describes how Chinese people perceive and practise lifelong learning in the Confucian tradition. Apart from an updated review of Confucian ideas and practices, the development of Confucian tradition in selected dynasties is also examined. The second analyses characteristics of Confucian heritage learning cultures and their strong impact on present-day Chinese learners, including: pursuit of lifelong learning, teacher authority, collaborative learning, and the function of effort in successful study. The final part discusses negotiation and integration of Chinese and Western learning cultures in a globalising world.

In recent years, studies have proposed the use of intercultural communication to promote understanding among students across geographic distances and foster students' global awareness and international experience. This study compared Hong Kong students' WebCT discussion postings with those of U.S. students to investigate differences in their online communication patterns. Results showed that while Asian students were more interactive by inviting other students' opinions, American students were less responsive and more interested in stating their own views. In addition, American students tended to be direct and straightforward in expressing their positions whereas Asian participants used ambiguous language and conveyed their thoughts implicitly.
