Pintrich et al. (1993) had developed the MSLQ (Motivated Strategies for Learning Questionnaire), which was a self-report, Likert-scaled instrument designed to assess motivation and use of learning strategies by College students. The motivation part of this instrument was used to tap into 3 broad domains, viz. (1) value (intrinsic and extrinsic goal orientation, and task value); (2) expectancy (control beliefs about learning, self-efficacy); and (3) affect (test anxiety). The learning strategies part was composed of nine scales that can be recognized as cognitive, metacognitive, and resource management strategies. The instrument had demonstrated robust scale reliabilities, and confirmatory factor analyses revealed good factor structure. The questionnaire was adopted and translated into Chinese and a bilingual formatted questionnaire was administered to the pre-service teacher education students in Hong Kong. The objectives of this study was threefold. The first one was to identify the motivated learning strategies prevailing in the Hong Kong teacher education students. The second one was to examine if there was any significant differences in the learning strategies between gender and the third one was to investigate whether there were any significant electives difference in the learning behaviours of the student teachers. The findings certainly would give meaningful implications on the planning and development of teacher education program in views of the motivated learning strategies adopted by student teachers as related to different gender and electives.

To facilitate lifelong learning, recent education reforms have emphasized the development of generic capabilities. However, despite various lists found in previous studies, generic skills and capabilities have neither been well defined nor statistically validated. The present study attempted to (a) conceptualize generic capabilities in terms of 3 dimensions--cognitive, academic, and self, and (b) test the construct validity of generic capabilities using confirmatory factor analysis. Students who attended a continuing education program that was designed to provide an alternative pathway for students who failed in the Hong Kong secondary school system to pursue continuing education (N=2,806) responded to 13 survey items about their generic capabilities before the program (Time 1) and 13 parallel items after it (Time 2). Results supported a multidimensional structure of generic capabilities with the three dimensions at each time point. The conceptualization of a multidimensional structure provides a useful framework for the study of generic capabilities. It also calls for attention to the importance of generic capabilities in curriculum design.

One of the dilemmas in educational policy is how to reconcile individual rights with social demands and ease of administration. In 1978 the Hong Kong Department of Education introduced a competitive secondary school allocation procedure (SSPA) based on Internal Assessment (IA) in primary schools. It was designed to match pupils to appropriate secondary schools. Every year the girls performed better than the boys. At first the Education Department solved this "problem" by taking marks away from the girls and subsequently by employing separate gender ranking, gender banding, and gender quotas for co-educational schools. In 1995 a Sex Discrimination Ordinance was passed and an Equal Opportunities Commission (EOC) set up. Complaints from girls soon came to the EOC and the department's policy was judged by judicial review. Documents presented in court will be used to illustrate the arguments about gender and cognition.

Since the '50s, the once highly unified culture is now fragmented, leading to a variety of cultural derivatives, such as mainland Chinese culture, Hong Kong Chinese culture, Singaporean Chinese culture and Malaysian Chinese culture. Although still called Chinese culture, they have their distinctive forms. Communities like the mainland Chinese, the Hong Kong people, the Chinese Singaporeans and the Chinese Malaysians differ considerably from one another in such cultural aspects as behavioural approach, thinking mode, mental attitude and vocabulary. This paper examines some features of major Chinese-background discourses in Asia with a particular focus on educational aspects and issues.
