This study represents an initial attempt to determine and compare the levels of the intercultural sensitivity of three samples of student teachers in Hong Kong, Shanghai and Singapore using the Intercultural Development Inventory (IDI). A total of 317 student teachers participated in the study. Across the three samples, the majority of participants tended to see the world from an ethnocentric perspective and tended to simplify or polarize cultural differences. They also had a tendency to emphasize commonality and universal norms, and showed difficulties in comprehending and accommodating complex cultural differences. Based on the results, the study offers recommendations for the development of a suitable intercultural training programme to achieve greater intercultural sensitivity for future teachers in each of the three cities.

An outline is given of the context in which The International School Effectiveness Research Project (ISERP) was designed and it is argued that the deficiencies of existing studies and the increased internationalization of education makes the more rigorous approach of ISERP essential. A number of methodological lessons from the study are given, concerning the need for cohort studies, for observational data, for social outcomes data, for mixed methods, and for multiple indicators. The substantive lessons of the study for a strong technology of education, for a taken for granted in educational discussions within cultures, for societal support of education within cultures, and for a radical intellectual orientation are given.

The Research Assessment Exercises (RAEs) in hugely expanded universities in Britain and Hong Kong attempt mammoth scale ratings of "quality of research." If peer review on that scale is feasible for "quality of research," is it less so for "quality of teaching"? The lessons of the Hong Kong Teaching and Learning Quality Process Reviews (TLQPRs), of recent studies on the influence of grade expectation and workload on student ratings, of attempts to employ agency theory both to improve teaching quality and raise student ratings, and of institutional attempts to refine the peer review process, all suggest that we can "put teaching on the same footing as research" and include professional regard for teaching content and objectives, as well as student ratings of effectiveness and personality appeal, in the process.

This paper attempts a comparative analysis of classification and framing relationships as they are exemplified in the four papers presented in this Special Issue. In particular, it interrogates Bernstein's assertion that education is simply a relay for power relations external to it and examines approaches to educational leadership and administration that follow from such analysis. It is concluded that in different times and places power relationships external to education are often complex and contested, producing a variety of relays and attempts at classification and framing that serve differing interests and are articulated through policies containing significant internal contradictions. In such circumstances contingency and immediate local influence may affect the practice of educational leadership as well as offering scope for subversion, resistance, simulated consent and collective action. The possibility of a public pedagogy through which such complexities could be articulated is raised and its importance to the practice of educational leadership affirmed.

Both Japan and Hong Kong seek to enhance the English standard of their secondary school students by implementing a native-speaking English teachers scheme, named the JET (Japan Exchange and Teaching) Programme in Japan and the NET (Native-speaking English Teachers) Scheme in Hong Kong. However, the implications of these programmes seem to be sociopolitical more than educational. As for Japan, JET is a consequence of an explicit political strategy to promote international relationships. The Japanese Government is keen to bring up a generation that is able to understand other countries yet retain Japanese national consciousness. On the surface, the Hong Kong NET Scheme seems to be a more straightforward language improvement programme. However, the Japanese experience suggests another level of analysis. The Hong Kong Government is never as explicit as Japan as to what it wants to achieve through the NET Scheme. Though NET is claimed to be a language improvement scheme, there is no evidence to show how effectively this kind of programme can work in local Hong Kong secondary schools. With a special interest in the ideologies behind the two language improvement programmes, this paper attempts to explore their sociopolitical and cultural meanings beyond their educational surface.

Using multivariate discriminant analysis and the data from the Third International Mathematics and Science Study (TIMSS) 1999, this paper made 5 individual comparisons between the U.S. middle school system and 5 Asian middle school systems, which have typically been top ranked in mathematics and science achievement scores. The discriminant analysis was based on variables related to school and classroom environment as well as students' out-of-school life, home background, and self-perceptions about mathematics and science. The results reveal significant differences between American schools and their Asian counterparts. The author explains these differences in terms of the societal difference in the position of schooling in the lives of American adolescents versus the more central position of schooling in the lives of their East Asian counterparts.

Self-access centres are sometimes portrayed as being at the forefront of pedagogical innovation. They are also said to be technology-rich language learning environments. In practice, however, the application of technology in a self-access environment has proven to be a challenge. This article focuses on 10 self-access centres that were found to be the most intensive users of technology out of a total of 45 centres investigated worldwide. The article describes the range of technologies used by these centres and the types of administrative procedures and student learning supported. It also compares these centres with the other 35 in the study to identify how they differ in the way they make use of technology.

After World War II the Singapore government, wishing to blend the island's several ethnic communities into a national whole, endeavored to replace Chinese schools, which imparted students with cultural-linguistic traits sharply different from those promoted in other schools. This policy, nevertheless, elicited tough resistance from Singapore's ethnic Chinese population. The government, finally, was forced to recognize Chinese schools as a discrete and integral section within the educational system. This approach reduced the tension between the government and the Chinese masses. However, it allowed Chinese schools continue to produce social fragmentation and slowed state formation. In contrast, although the government of Hong Kong had never aimed to replace Chinese schools, many of its policies unintentionally Sinicized non-Chinese schools and blurred the cultural distinctiveness of Chinese institutions; this, consequently, prevented Chinese schools from becoming a catalyst of social disintegration and helped consolidate state domination. This study suggests the connection between state formation and the educational system is reciprocal and interactive. It also urges scholars to pay more attention to the unintended consequences of state intervention when examining state formation and education.

Assessment is generally seen as one of the key challenges in the field of self-access learning (Gardner & Miller, 1999; Champagne et al., 2001; Lai, 2001; Kinoshita Thomson, 1996). Many researchers and practitioners point to difficulties with assessing language gains in an environment in which variables cannot comprehensively be controlled for. Furthermore, assessing the development of learning gains, such as the ability to plan and manage independent learning or to approach a learning task strategically (a key aim of self-access learning) relies on underdeveloped methodologies and assessment tools.
This article reports on a study of current approaches to assessment in self-access in 46 centres in 5 countries (Germany , Hong Kong , New Zealand, Spain and Switzerland). These centres were visited and extensive interviews were conducted with their managers. The interviews were based on a SWOT analysis (strengths, weaknesses, opportunities and threats) of each centre. Data from the interviews were analysed to identify current assessment practice. It was found that more than half of all centres conducted no form of assessment at all. The remaining centres showed a wide range of assessment measures such as self-assessment, which was the most common type of assessment, collaborative assessment with an advisor, external examinations and tests, teacher assessment, advisor assessment, peer evaluation and assessment through a panel. There was little evidence of a consistent approach to assessment in the centres, and its application seemed haphazard. There was no evidence that the instruments were checked for validity or reliability.

The present study is an analysis of curriculum-related papers in primary education published by the education departments of New South Wales, Australia, and Hong Kong, a Special Administrative Region of the People's Republic of China. The aim is to unravel and contrast the ideological positions adopted by the two communities in their approaches to first language education so that common-sense beliefs and practices may be challenged. Analysis shows that the Australian school discourse system exhibits characteristics of progressivism, utilitarianism and reconstructionism whereas the Chinese system in Hong Kong displays combined elements of European classical humanism and Confucianism. It appears that the Australian system prefers flexibility, free choice, individual autonomy, student-centredness, and exploratory spirit, whereas the latter inclines towards uniformity, orderliness, harmony, language-centredness and discipline. The Australian emphasis in language education is social, functional and communicative, while the Chinese focus is on formal correctness and integration of language, morality and aesthetics. These different ideological inclinations are suggestive of similar orientations at the societal level and affect the discourse practices at the situational level of the classroom.
